Introduction

THE PURPOSE OF THE PLAN

The Comprehensive Plan is a guide for the ongoing development in ’s municipalities. The Plan serves as a foundation for land use and development regulations and provides a framework for policy and investment decisions regarding transportation, housing, municipal services, utilities, historic resources and natural features. The goal in planning for both municipalities jointly is to analyze existing conditions in both the Borough and the Township and, recommend actions to coordinate decisions. Common goals will result in joint strategies and implementation. Over the next 10 years, this document should be a primary reference for land use decisions that is consistent with other plans, including Centre County’s Comprehensive Plan.

AUTHORITY FOR MUNICIPAL AND INTERGOVERMENTAL PLANNING

The Municipalities Planning Code (MPC), Act 247 of 1968, PENNSYLVANIA’S MUNICIPAL PLANNING TOOLS as reenacted and amended, added multi-municipal comprehensive planning in the early 2000s. THE ISSUES DRIVEN COMPREHENSIVE PLAN

In 2008, the Pennsylvania Department of Community and Economic Development published Creating an Implementable Comprehensive Plan, a guiding document that offers an approach to more successful community-based implementation instead of consultant-style recommendations. The Implementable Plan follows the Municipalities Planning Code in that the scope of the plan must contain particular elements and interrelationships but the content of the plan is determined by the issues that a community wants to address. Recommendations to make changes in regulations, services, or infrastructure should be based on studies of trends and existing patterns observed for land use, housing, transportation, facilities and services, historic resources, and natural resources. Other studies should be referenced to support issues. As goals are implemented and other issues surface the process remains the same: plan, take action, evaluate the results of the action, and plan again. The Plan is to be reviewed and, if appropriate, renewed or updated, every 10 years (Article III, Section 301(c)).

MUNICIPAL PLANNING AND COOPERATION

Milesburg Borough and Boggs Township contacted the Centre County Planning and Community Development Office expressing interest and requesting technical assistance in updating their respective municipal comprehensive plans. Milesburg Borough’s last comprehensive plan update was 1976. The Borough’s Plan was prepared by the Milesburg Borough Planning Commission with technical assistance from the Local Government Research Corporation. Boggs Township’s last comprehensive plan update was 1969. The Township’s Plan was prepared by the Centre County Planning Commission.

Demographics

Centre County’s population has nearly doubled in the last-half century, growing an average of one percent annually. Within Boggs Township and Milesburg Borough, population growth is less. Boggs Township’s population increased by fifty-five percent between 1960 and 2010, adding 1,000 more residents. Population growth rate in Boggs Township has averaged 0.9% annually. Milesburg Borough’s population has fluctuated and, according to the Census decennial surveys and annual population estimates program, the number of residents is eighteen percent smaller than the 1960 population. Periods of population increase followed by decline are not unusual for Centre County’s boroughs.

Existing Land Use

SUMMARY

Milesburg Borough contains a higher percentage of developed land uses concentrated within a half- square mile. Few developable lots or land remain available. The percentages of land use devoted to residential, commercial, and open space have remained steady over the last decade in the Borough. Milesburg’s position in the floodplain will bring future land use planning challenges. This concern is addressed in the prior plan. While there is no room for “growth” per se rehabilitating and/or redeveloping existing housing stock and commercial units is the most viable option. To what extent residents and business-owners choose to invest in properties may hinge largely on the perceived payback when selling a floodplain property or the most affordable upgrades.

The percentage of overall developed land in Boggs Township is equal to the County’s figure of . %. The prior plan addressed concerns that the Township’s land use development “lacked planning and control” or that land use patterns did not reflect the most appropriate uses for the area. While some degree of residential sprawl has occurred, the Township has employed land use controls to direct development into better suited areas. There will always remain limiting development factors such as steep slopes and poorly drained soils throughout the Township.

Undeveloped lands are not necessarily available lands for development. Nearly 0% of Boggs Township’s forest lands are owned by state agencies. The West Penn Power land in Milesburg is not suited for many uses because it is in the floodplain, but could serve as additional park space if made accessible to public use.

Flooding

SUMMARY

Flooding and flood damage is recognized as the most pressing issue for both Milesburg Borough and Boggs Township. The October 2016 storm events caused widespread flash flooding which resulted in extensive property damage throughout the Bald Eagle Valley. In the process of developing this plan element, six factors were realized: (1) Every flood is different; (2) The Bald Eagle Creek stream gage does not have an “official” flood stage level; ( ) Low-lying areas and natural depressions create localized flooding; (4) Watershed characteristics impact flooding but only the Wallace Run Watershed was assessed; (5) Most residents do not know their homes’ base flood elevations; and (6) Many homeowners do not have flood insurance coverage.

In May of 2009, revised National Flood Insurance Rate Maps were adopted. These maps depict the special flood hazard areas by flood risk zones for the 1% and 0.2% annual chance flood. The perception of flood risk changed for many residents after October 2016 – reported damages that occurred outside of the floodplain outnumbered damage reports within the floodplain by nearly 2-to-1. To meet this plan’s objective, the goals should address the following: flood risk identification, flood protection or mitigation measures, flood preparedness, and post-flood recovery.

Goals

1. Enhance the municipal websites to include additional website links to agencies and media outlets that provide emergency notifications and information including, but not limited to: National Weather Service, U.S.G.S. stream gage monitors, television broadcasts, and radio. 2. Negotiate a contract with a land surveyor to attain structural flood elevation certificates for homes in the special flood hazard area as a ‘bulk purchase’ service to assist homeowners with real estate transactions, securing flood insurance or reducing current policy premiums. 3. Educate residents regarding options to mitigate flood damages including elevating structures in a newsletter, on the municipal website, or through another means of effective outreach. 4. Continue involvement in countywide hazard mitigation planning to identify flood risks or areas more susceptible to flooding from which flood hazard mitigation strategies can be developed.

Historic and Cultural Resources

SUMMARY

Boggs Township, created in 1814, was named for Andrew Boggs. He lived near present-day Milesburg, along Bald Eagle Creek. The township was the location of two large early ironmaking operations: Milesburg Iron Works, built in 1795 by Samuel and Joseph Miles and Joseph Green; and the Eagle Iron Works, started as a forge in 1810 by Roland Curtin. Iron products were floated on arks down the Bald Eagle Creek to the West Branch of the Susquehanna River, and later shipped by canal via the Bald Eagle and Spring Creek Navigation Company. Milesburg Borough was founded in 1793 by Colonel Samuel Miles, a Revolutionary War officer and part owner of Centre Furnace Iron Works. Colonel Miles put the Milesburg Iron Works into operation in 1795 where he forged pig iron into a transportable and marketable form. As waterway transport gave way to rail, the canal was abandoned. The Central City neighborhood in Milesburg was a hub on the Bellefonte and Snow Shoe Railroad. The switch-backs are still evident today where the rail cars made their climb to the mountaintop. The former railroad grade is now occupied by a natural gas utility line that connects Wingate and Snow Shoe.

Harmony Forge Mansion: National Historic Register Listed

Originally the site of the Milesburg Iron Works, the site is a landmark of the iron ore industry. The iron forge was constructed in 1795, on property purchased by Colonel Samuel Miles. The mansion was built thereafter, and can be dated to sometime between 1796 and 1820. The iron forge no longer exists. The property was used for other industries including milling and a nail factory. A dam constructed to support the milling and the iron forge was removed by the Pennsylvania Fish and Boat Commission. Two canal locks from the Bald Eagle and Spring Creek Navigational Canal are on the property. The property was purchased in 2012 and the Mansion converted into a bed and breakfast.

Curtin Village: National Historic Register Listed

Curtin Village, also known as Eagle Iron Works, is located in Boggs Township and includes 18 contributing buildings. The iron works date back to 1810, when founded by Roland Curtin, Sr. The district includes the iron master's mansion, the furnace stack, the remains of a grist mill, a number of worker's houses, and an overgrown canal basin. The iron works closed in 1921. The area has been preserved and is operated as the Curtin Village at Eagle Iron Works Historical Site. The site is owned by the Pennsylvania Historical and Museum Commission and managed by the Roland Curtin Foundation.

Iddings-Baldridge House: National Historic Register Listed

The home of Austin C. Iddings, a local land speculator and contractor. It was later purchased by the Baldridge family who owned the home from the late 1800s to the mid-1900s. The building later served as the first firehouse and meeting place for Citizen’s Hook and Ladder ire Company. The property’s outbuilding, a 1 and one-half story shed-like structure, is ornately decorated with gingerbread eaves and arched windows.

Cemeteries

There are eight marked cemeteries, two of which were evaluated by the Pennsylvania Historical and Museum Commission for historic listing: Advent (ineligible) and Trcziyulry (undetermined status). Cemeteries are recognized as historic places at risk due to both natural- and man-made events. Weatherization of grave markers in older cemeteries erodes lettering and headstones not securely anchored are displaced due to soil subsidence. Unfortunately, vandalism is an activity that defaces cemeteries. Long-term maintenance is a growing concern given lawn care, gravestone repair and shrinking cemetery association funds. The known cemeteries are: Advent, Eagle, Fairview, Old Curtin, Milesburg, Swamp Poodle, Trcziyulry, and the Walker-Fetzer Farm, a private-owned family plot. This inventory does not include Native American burial sites to which we have no current knowledge.

Churches

Places of worship have historic roots in the area dating back almost two centuries. Like cemeteries, religious buildings are at risk because renovation costs in older (and often) larger congregation halls can be very expensive. Structural size and material types, along with building age, is compounded when the services of skilled craftsman are needed. For churches with aging and/or declining membership, property repairs can be an additional financial burden as charitable contributions also diminish.

Landmarks

Landmarks are recognizable cultural or historic resources that provide a visible record of people and events. ne of the most prominent landmarks is the veterans’ statue nicknamed the “Doughboy”. Historic markers commissioned by the Pennsylvania Historical and Museum Commission provide a brief narrative of people or events associated with a place. Two (2) historical markers are the Bald Eagle’s Nest and the Eagle Ironworks at Curtin.

There are recognized historic and cultural resources of various statuses, many of which have been surveyed by the Pennsylvania Historical and Museum Commission (PHMC). There are other properties that have value to local historians and residents but do not merit listing in the national register. Yet, there are buildings with little known history that once surveyed may contribute to community. To meet this plan’s objective, the goals must address the following: identify, inventory and protect historic sites and features in the community.

Objective: Align historic preservation efforts with hazard mitigation, tourism, and economic development to advance community revitalization.

Goals

1. Support the completion of the historic resources inventory of floodplain properties undertaken by Penn State’s History Department in cooperation with the Centre County Planning and Community Development Office. 2. Work with the County’s Emergency Management ffice to identify historic and cultural resources for inclusion in future hazard mitigation plans. 3. Identify architectural features that garner preservation and determine non-regulatory measures to maintain these details, such as design guidelines for homeowners.

Housing

SUMMARY

Overall, the percentage of housing units in the Borough is older than housing units in the Township. Milesburg Borough developed much faster than Boggs Township which is reflected in homes’ ages. The same trend applies to the assessed field grades of homes. While these home grades do impact real estate valuations, these evaluations should not necessarily reflect poorly on homeowner investment. Homeownership in the Township is higher compared to the Borough, the Region and the County. The percentage of owners has decreased and the percentage of renters has increased across all geographies, with the exception of the Countywide figures which, historically, is 40% renters and 60% owners.

Single family dwelling units comprise the majority of homes in the Township and the Borough and, the data indicates that additional single family homes were added between the years 2000 and 2010. Duplexes, triplexes, and quadraplexes (a single structure containing 2 to 4 units) are 18.5% of all units in Milesburg but 2.4% of all units in Boggs Township. Multifamily housing (5 or more units in one structure) is comparatively a much smaller percentage of all housing units in both the Township and the Borough. The construction of Tavern Townhomes Terrace, a 21-unit complex, provided additional market rate rental units. Mobile home units are .6% of Boggs Township’s housing stock.

Housing diversity not only offers options for individuals, couples and families but it also yields home affordability and unit accessibility. Affordability strategies aim to target all family types and household incomes to provide viable choices. Accessibility strategies aim to provide housing modification solutions for elderly and handicap individuals to live comfortably and safely in their homes.

Family composition and household make-up is a component in planning for long-term housing needs. Milesburg Borough has a greater percentage of nonfamily households (59%) but the Borough also has a larger percentage of renters (35.5%); the opposite is true for the Township where family households are the majority (67.5%) and more residents are homeowners (80.8%).

Home sale prices are reported as being lower in the Bald Eagle Area School District compared to sale prices in other school districts. According to the Centre County Association of Realtors, the average home sale price in Bald Eagle for 2014 was $125,659. Just a few miles away, Bellefonte Area School District’s average home sale price in 2014 was $202,094. Median gross rents are also comparatively less, too. Centre County’s median gross rent was an estimated $900 per month in 2015, whereas median gross rents in the Borough and the Township were $751 and $786, respectively, in the same year.

Home affordability and unit accessibility are outcomes to addressing housing diversity. However, for both owners and renters, other factors influence where individuals choose to live. Employment opportunities, access to basic services and neighborhood characteristics can affect persons’ decisions on place of residence. To meet this plan’s objective, the goals must address the following: maintaining current inventory, planning for new units, and creating avenues for housing options.

1. Promote the County’s irst Time Homebuyer Program to prospective residents. 2. Encourage residents to participate in home weatherization programs and retrofit structures for energy efficiency. 3. Identify parcels within public water and public sewer service for new housing units. 4. Explore inclusionary housing options such as infill development, mixed use development, and adaptive reuse of buildings. 5. Ensure that zoning ordinance and land use practices do not violate the Fair Housing Act and other Civil Rights obligations thus eliminating barriers to affordable housing. 6. Examine opportunities for senior residents and residents with disabilities to remain in their homes (either owner-occupied or rental units) in partnership with Centre County and landlords.

Economic Development

SUMMARY

Boggs Township and Milesburg Borough continue to complement each other in terms of the scale and scope of their economies. As was forty years ago, the Pennsylvania State University remains the top County employer; however, we do want to recognize the rank and importance of local employers who provide jobs for Borough and Township residents.

Retaining and attracting companies that pay family sustaining incomes and individual living wages is a key strategy in local economic development. The 2014 mean income for family and nonfamily households is on par with the County’s incomes for both Milesburg and Boggs Township. Despite comparable household income figures, poverty still persists for individuals and families.

Identifying and marketing available land and buildings is another economic development strategy. For existing industries that desire to expand facilities or relocate to a different location, there are limited sites with the necessary infrastructure that are “ready” to be developed. Boggs Township has approximately 200 acres of commercial manufacturing zoned vacant land. Part of this acreage is in the 100-year floodplain for which development is possible but must be carefully engineered. The County’s Site inder (https://gissites.centrecountypa.gov/java/CCSiteFinder/) inventoried vacant commercial and industrial sites including a handful in the Milesburg area. Reusing or repurposing former commercial properties for start-up businesses is a viable option in the Central Business District or the Villages.

Available labor force and the education levels and skill sets of the labor force are of particular interest, especially for out-of-the-area companies looking to relocate here and hire local workers. Labor force statistics indicate that nearly out of 10 residents’ occupations are service-oriented, in either health care or education, and within a private for-profit company.

Labor force commuter patterns including the commute time between a resident’s home and place of employment, may signify trends in the local job market. The core job market is supplied by the Centre Region and, labor force commuter patterns reflect that residents are employed in other municipalities. However, it should be noted, that five (5) of the top 50 County employers have facilities in Boggs Township.

Centre County’s Economic Development Comprehensive Plan Chapter addressed four (4) issues, three of which are applicable to this plan. First, retaining and expanding employment that pays living wages. Second, identifying and marketing available land and buildings to companies and entrepreneurs. Last, streamlining the land development review process to advance economic development projects. To meet this plan’s objectives, the goals should align with these three issues for coordinated planning. It should be noted that the County’s Subdivision and Land Development Ordinance applies to both Boggs Township and Milesburg Borough.

OBJECTIVE: Spur local and regional economic activity that supports diverse employment opportunities and integrates existing infrastructure in targeted investment areas.

Goals

1. Provide the Planning and Community and Development Office with vacant commercial and industrial lands and buildings for inclusion on the Centre County Site Finder. 2. Appoint an elected official who can serve as a Business and Industry Partnership liaison to the County’s Chamber of Business and Industry. 3. Coordinate more closely with the SEDA-COG Joint Rail Authority and local industries to identify potential rail siding sites and rail service expansions to transport raw materials and products. 4. Identify and market prime locations for targeted investment in close proximity to key industries and supporting infrastructure. 5. Develop a central business district master plan for the borough that includes a market analysis, streetscape design guidelines, and redevelopment recommendations. 6. Review and amend the zoning district boundaries to create a seamless map across Boggs Township and Milesburg Borough which supports unified economic activity.

Transportation

SUMMARY

Highways and Roads

Interstate 80 is the controlled access highway that stretches nearly 10 miles in an east-west direction across Boggs Township. The interstate interchange (exit number 147, to Milesburg) connects with Alternate Route 220/State Route 150. The 150/220 corridor merges with State Route 144 at the local access interchange and crosses through Milesburg Borough. Routes 144, 150, and 220 serve as the major arterial roads that function to move traffic as quickly and efficiently as possible. In the village of Wingate, Alternate 220 merges with State Route 504. The Minor State Routes are: 1002 (Yarnell/Little Marsh Creek Roads), 1003 (Curtin Village Road), 1006 (Old 220 Road/Water Street), 4004 (Chestnut Grove Road), and 4007 (Moose Run Road). Pennsylvania Department of Transportation data recorded that between 2015 and 2018 traffic volumes on interstate increased more than 7% in the westbound direction while volumes on minor state roads decreased by more than 7%, for example, on Water Street and Old 220 Road.

Local road maintenance is the responsibility of the municipality and is a large part of both the Borough’s and the Township’s operating budgets.

Railroad

The SEDA-C G Joint Rail Authority’s railways cross through both the Township and the Borough. The main line which runs in an east-west direction is part of a larger rail system connecting the cities of Altoona and Lock Haven. A second line connects at Milesburg and runs south into Bellefonte. The North Shore Railroad is the main freight rail operator on the mainline and the Nittany and Bald Eagle Railroad is the main freight rail operator on the southern spur. The Bellefonte Historic Railroad utilizes the main line for limited time periods to transport tourists to historic Curtin Village.

Airports

The University Park Airport is the nearest facility offering fixed commercial air transit routes to Chicago, Detroit, , and Washington, D.C. The Bellefonte Airport can accommodate smaller, privately- owned licensed airplanes. The is for recreational purposes only.

Public Transit

Currently there are no public transit services available but services are under consideration for inclusion in Centre County’s next long range transportation plan update. Establishing fixed route CATA commuter bus service is not a sustainable option for either Milesburg or Boggs Township. However, a Bald Eagle Valley bus service and/or ride sharing program to connect Lock Haven with State College may be financially feasible with multiple municipal support.

Bicycle and Pedestrian

Transportation means are dominated by the personal automobile for commuter workers both in the Borough and Township. Because there are no public transit options, some alternative transportation means are observed. Walking and biking increased countywide but these means may simply not be practical for persons commuting long distances from rural areas. In many cases, the lack of pedestrian and bicycle infrastructure (designated lanes, wider road shoulders, complete street designs) make walking and bicycling risky which deter commuters from using these means when their employer and their home are a very short distances apart. Two (2) proposed projects on the long range transportation plan would serve walkers and bikers by providing the infrastructure and linkages to connect communities: the Bellefonte- Milesburg Rail Trail and the Bricktown Trail from Milesburg to Beech Creek. These alignments are discussed more in the Recreation Chapter.

In order to meet this plan’s objective, the goals must address transportation from a multi-modal perspective to recognize rail and road, motorized and non-motorized means, and aligning with the County’s Long Range Transportation Plan update.

OBJECTIVE: Provide a variety of transportation infrastructure that safely and efficiently moves people and goods into and throughout the region across all modes in conjunction with land development.

Goals

1. Encourage industries to continue and/or expand use of the local railroad to stimulate economic growth, particularly any potential to development new rail sidings. 2. Open discussion with PennDOT District 2-0 regarding the Interstate 80 Corridor. 3. Support appropriate public transit to meet the current and future needs of residents. 4. Encourage local businesses to install bicycle racks and pedestrian seating. 5. Explore the long-term feasibility of providing maintenance for proposed trails.

Environmental and Agricultural Resources

SUMMARY

The underlying geology creates the distinct topography of the Region. The ridges and valleys that make up the developed on folded and faulted unmetamorphosed rocks. Weather and erosion resistance compose the ridges, carbonate and limestone rock underlies the valleys, and the foothills are a mix of interbedded rock formations of , siltstone, and mudstone sequences.

The regional soils have limitations in which conditions such as steep slopes, permeability, and stoniness restrict certain development. Soil limitations are related to their inability to support structural foundations and their inability to accept effluent for septic tanks. Approximately 90% of Township soils have severe limitations for septic tank leach field development. In terms of soil classification for agricultural uses, only about 10% of soils are categorized as prime agricultural soils.

While 25,900 acres of land is in forest cover, only 4,400 acres (17%) are owned by public entities. Private- owned forest land is more susceptible to parcelization – the process by which parcels are subdivided or split-off from larger tracts. Parcelization creates smaller tracts and can divide contiguous forest. Large forested lands act as a natural filter to groundwater recharge and provide habitat for wildlife. Subdividing farmland into parcels typically results in a land use conversion – a change from agriculture to residential use. Land use conversions have been stagnant with slowed development.

Source Water Protection Plans for Milesburg Borough and PA American Water were adopted in 2014 and 2013, respectfully. The SWP Plans identify potential threats to the community’s drinking water source and provides measures to protect that source. Private on-site water wells can be at risk of contamination primarily from malfunctioning on-lot septic systems. Waste water and effluent not properly treated can leach harmful bacteria into groundwater and cause human illness if left untreated.

Natural resource conservation is a required element of comprehensive plans. County- and State-level programs provide communities with tools to protect waters, forests, and lands. To meet this plan’s objective, the goals must address the following: ensure an adequate supply of quality natural resources, recognize how ecosystems influence each other, and mitigate development impacts on the environment.

OBJECTIVE: Reinforce best management practices for conserving land, forest, and water resources.

Goals

1. Provide program information to forest landowners through Penn State’s Cooperative Extension (https://extension.psu.edu/forests-and-woodlots) to promote woodland conservation. 2. Provide information to agriculture landowners regarding the County’s Agricultural Security Areas Program to protect viable farming operations and the agricultural community. 3. Work with the respective water authorities to implement Source Water Protection Plan goals. 4. Determine the feasibility of adopting and enforcing an On-Lot Septic Management Program that requires routine inspection and pumping of on-lot septic tanks.

Recreation

SUMMARY

Township and Borough residents currently have access to recreation areas that are provided by the public agencies. State parks, state forests, and state game lands provide residents with outdoor settings for camping, hiking, hunting, etc. Community parks provide closer locations for local activities.

The lack of recreation trail facilities is recognized. Numerous countywide trail studies have identified potential connections between communities. Closing the “gap” between towns by pedestrian and bicycle trails is a long-term strategy in the state’s recreation plan. If constructed the proposed trail connections discussed in this section would open opportunities to communities’ economic growth. The National Trails Training Partnership (http://www.americantrails.org/resources/economics) cites that on average each mile of trail construction will require 11 construction positions and, on average, every mile of trail generated $1 million dollars to the local economy.

Access to the outdoors and participation in physical activities is also viewed as a quality of life issue. Lack of physical activity is a pre-cursor to heart disease, diabetes, and even dementia (http://www.cdc.org). Being outdoors every day is recommended for better mental health (http://health.harvard.edu).

State Parks and State Lands

STATE PARKS

Bald Eagle State Park

Located 11 miles east of Milesburg and Boggs Township on Foster Joseph Sayers Lake in the Bald Eagle State Forest. Amenities include the beach and marina, modern and primitive camping sites, and the Nature Inn.

Black Moshannon State Park

Located 15 miles west of Milesburg and Boggs Township on Route 504 in the Moshannon State Forest. Amenities include a beach, modern and primitive camping, and cabin rentals.

STATE FORESTS

Approximately 500 acres of Sproul State Forest are in northern Boggs Township.

STATE GAME LAND

All or a portion of State Game Lands 92, 103, and 323 are in Boggs Township.

Community Parks

Milesburg Community Park is located Commercial Street. The park is open from 7:30 am to dusk daily starting April 1 and ending October 31. Park amenities include 3 pavilions available for rent, playground equipment, restrooms, and ballfields.

Trails

Proposed Bellefonte to Milesburg Trail

The 2009 Centre County Recreation and Greenway Plan identified a potential connection between Bellefonte and Milesburg Boroughs that would follow a portion of the former Bald Eagle and Spring Creek canal system alignment. The feasibility of a trail connection is again under study by consultant Pashek MTR. The entire corridor between Milesburg and Bellefonte will be assessed to determine the trail’s location given close proximity to Spring Creek, the Nittany and Bald Eagle railroad, and State Route 144/150. The feasibility study will include pre-construction costs based on alternative alignments, if needed.

Proposed Milesburg to

Another trail alignment identified in the County’s Greenway Plan was a potential on- and off-road connection between Milesburg, through historic Curtin Village, to Bald Eagle State Park. Part of the proposed trail was included in Clinton County’s 01 Greenway Plan. Ultimately this linkage was identified by state-level recreation planners as a critical gap in constructing a broader trail network across Pennsylvania.

Fishing and Kayak Access

The high quality, cold water fishery streams of Spring Creek and Wallace Run are popular among local and long-distance fly fisherman. The Bald Eagle Creek is stocked twice in April from the confluence with Spring Creek to the inlet of Sayers Dam. Kayaking is also a popular activity on both Bald Eagle and Spring Creeks. Access for both kayakers and fisherman has improved through the clearing and construction of safe, convenient locations that can accommodate multiple users. To date, access points are located at Harmony Forge, behind the Milesburg Community Center, and Curtin Village. A proposed access project is slated for Dowdy’s Hole which is already frequented by fishermen and kayakers alike.

Sports Fields

The primary sports fields for baseball, softball, soccer, football, track and field, and cross county running are located the Bald Eagle Junior-Senior High School. The Milesburg Baseball Association owns and maintains ballfields on Curtin Road and two ballfields are located in Milesburg’s Community Park.

Community Centers

Boggs Township Community Building

The former Runville Adult Bible Class Building located at 1290 Runville Road, adjacent to the Boggs Township Building, is the Township Community Building. The Community Building is equipped with a full kitchen and supplies available for use by the renter. The Community Building is available for parties, reunions, meetings, receptions, etc.

Milesburg Borough Community Center

Located at 101 Mill Street, the Community Center is a popular venue for receptions, public meetings, and is also the Polling Place during elections. The Community Center was purchased from West Penn Power in 1957 and has been used as public facility for five decades. The building underwent renovations between 2014 and 2016 to improve handicap access.

Yarnell Community Center

Located at 102 Circle Road, the Community Center is owned by the Yarnell Methodist Church. The building is the former Yarnell school.

To meet this plan’s objective, the goals must address the following: joint planning for recreation and transportation, improving pedestrian access, and identifying municipal support strategies.

Public Facilities and Services

Schools

Bald Eagle Area School District (BEASD), www.beasd.org

BEASD covers twelve (12) municipalities, including Boggs Township and Milesburg Borough, making it geographically the largest school district in Centre County at 355 square miles, over one-third of the County’s entire land area. The combined Junior-Senior High School, Wingate Elementary School, and the administrative offices are located in Wingate, Boggs Township. Enrollment for grades kindergarten to 12 remained steady between 2013 and 2016, averaging 1,700 students. Two unique features of the BEASD high school property is the Environmental Center and the district’s recent forest management plan to sustain its mostly forested lands. These efforts continue to support the environmental and agriculture curricula. In addition, the Bald Eagle Area Cyber Academy offers students with learning in a non-traditional classroom setting, given that those students have internet access from home.

Central Pennsylvania Institute of Science and Technology (CPI), www.cpi.edu

CPI has a long-standing relationship with the Bald Eagle Area School District in providing vocational and technical instruction to students interested in immediate employment and career paths upon high school graduation. CPI also offers two-year associate degree programs for returning adult students. The CPI programs include healthcare, construction trades, automotive and equipment technician, and advanced manufacturing. CPI offers online courses.

Pennsylvania State University (PSU), www.psu.edu

The Pennsylvania State University (Penn State) was founded as a land-grant college in 1855, originally called the “ armers College” because of its agriculture roots. Today Penn State is world renowned research institution that encompasses a multi-campus system and the World Campus, accredited certifications and degrees that can be earned in online instruction.

Police Protection

Police protection is provided by the Pennsylvania State Police, Troop G, at the Rockview Barracks in Benner Township. The patrol officers at Rockview Barracks serve eighteen (18) municipalities covering over 600 square miles.

Fire Protection

Fire protection is provided by the Citizens Hook and Ladder Company, an all-volunteer fire department. Citizens Company covers almost all of Boggs Township, part of Snow Shoe Township, all of Union Township, and the Boroughs of Milesburg and Unionville. A portion of Boggs is covered by Howard Fire Company and part of Interstate 80 is covered by Snow Shoe Fire Company. Enhancing fire protection services is done through mutual aid agreements between the Citizens’ company and fire departments serving adjacent municipalities. Mutual aid includes sharing of equipment and volunteers when needed.

Emergency Medical and Ambulance Service

Within the Citizens Hook and Ladder Fire Company is a medical quick response station (QRS). Medical technician volunteers can respond first to emergency calls to initially assess a patient’s health. If the patient’s condition warrants additional medical attention the Bellefonte Ambulance Company is dispatched to provide BLS (basic life support). If needed, Bellefonte Ambulance can also provide advanced life support (ALS) and serve as an intercept to transport patients to the hospital.

Hospitals and Medical Centers

Mount Nittany Medical Center, www.mountnittany.org

The Mount Nittany Medical Center is part of the Mount Nittany Health System. It is an acute-care health facility providing medical, surgical, and diagnostic services. Mount Nittany is affiliated with the Penn State Milton S. Hershey Medical Center. The medical center is located approximately one-mile from near Penn State. General physicians’ offices are located off of Zion Road in Bellefonte.

Geisinger Gray’s Woods acility www.geisinger.org

The Geisinger acility at Gray’s Woods is part of the Geisinger Health System a much larger network of hospitals and doctors state-wide. Gray’s Woods acility is an acute-care facility providing medical, surgical and diagnostic services. General physician’s offices are located on West Bishop Street in Bellefonte.

To meet this plan’s objective, the goals must address the following: joint planning for public services and maintaining multi-use facilities.

OBJECTIVE: Ensure that basic services for health, safety, and welfare are available and facilities are adequately maintained for a variety of uses.

1. Open up discussions with the Bald Eagle Area School District Board to identify and address overlapping needs where joint planning is appropriate.

2. Facilitate discussion with emergency service providers to gage their long-term needs and work on drafting a capital expenditures budget.

Public Utilities

Water Service

Two (2) public water authorities serve the region: the Milesburg Borough Water Authority and Pennsylvania American Water Company, formerly known as the Boggs Township Water Authority. Milesburg has been receiving water from Bellefonte since 1997 through an interconnection. Milesburg Water supplies water to all of the borough as well as Runville and Wingate. Pennsylvania American Water provides water to the southcentral area of Boggs Township. Both water authorities have approved source water protection plans. McCartneytown is served by a community-based water system.

Sewer Service

Sewage service is provided by the Mid-Centre County Authority (MCCA). MCCA serves all of Milesburg, parts of Boggs Township, parts of Union Township and Unionville Borough. Recent upgrades at MCCA’s treatment facility have increased current capacity to nearly 1.4 million gallons per day. MCCA addressed inflow and infiltration (I & I) issues by replacing and insulating portions of sewer line and, requiring the separation of storm water collection systems from sewer systems in residential units.

Electric

Boggs Township and Milesburg Borough are in West Penn Power’s service area a subsidiary company of First Energy. The former coal-fired power station at Milesburg underwent extensive upgrades in 1949 as growing electric power demands necessitated that the station be interconnected into the regional transmission grid. In November of 1998, the coal-fired power station was replaced with a substation. The Milesburg substation is still a critical hub on West Penn Power’s regional power grid.

Cable, Phone & Internet

Communication infrastructure and technology is much different today compared to forty-years ago. While landline services exist for cable television (Comcast) and telephone (Verizon), the communication companies focus more on mobile technologies for their customers. The need and demand for internet service is a matter of both availability and capacity. While broadband internet (a full spectrum of bandwidth to transmit digital information) is desired, the speed at which an internet connection transfers data is the pivotal service characteristic (upload/download). According to the National Broadband Map, the Township and the Borough are adequately covered by wireless communication infrastructure and internet services meet or exceed industry standards. We have no other verification.

Natural Gas

Natural gas service is unavailable to Milesburg and only a handful of properties in Boggs Township receive gas. Columbia Gas of Pennsylvania owns a regional distribution line and a local distribution line, running parallel to North Eagle Valley Road. Columbia’s tariff – the geographic operational area – includes Boggs Township. The Centre County Planning and Community Development Office assessed potential areas for natural gas line extensions. The County’s assessment launched an U.S. Economic Development

Milesburg Borough and Boggs Township Joint Comprehensive Plan

Administration grant opportunity led by staff at the Susquehanna Economic Development Authority Council of Governments (SEDA-COG) to further study natural gas line extension projects in three Counties. The Regional Gas Utilization Initiative identified the Milesburg-Boggs Township area as a “Targeted Investment Area” for gas line extensions given the core industries business mixed-uses, and unserved residential developments that would benefit from natural gas utility service. In 2016, Centre County entered into the SEDA-COG Natural Gas Cooperative, Inc., with Clinton and Mifflin Counties. The cooperative board is to identify and secure funding for future pipeline construction projects.

In order to meet this plan’s objective, the goals must address the following: maintaining and improving existing public utilities and expanding utilities on a targeted basis.

Objective: Public utilities capacity shall be provided to adequately serve current customers while system deficiencies are corrected and measures made to ensure future capacity.

1. Discuss with the water authorities the feasibility of extending public water service.

2. Discuss with Mid-Centre County Authority the feasibility of extending public sewer service.

To meet this plan’s objective, the goals must address the following: protecting sensitive natural areas, developing compact or conservation design patterns, and reducing land use conflicts.

OBJECTIVE: Direct appropriate types of activities to areas of the municipality which can be accommodated based on transportation, public utilities, community facilities, and mitigate environmental impacts.

GOALS

1. Reduce land use conflicts by developing and adopting a joint future land use map and agreements to share land uses.
