While the economic and security dimensions of Turkey’s role in the region have been amply addressed, its cross-border ties with societies in the Caucasus remain under-researched. This issue of the Cauca- sus Analytical Digest illustrates inter-societal relations between Turkey and the three South Caucasus states of Arme- nia, Azerbaijan, and Georgia, as well as with the de-facto state of Abkhazia, through the prism of NGO and diaspora contacts. Although this approach is by necessity selective, each of the four articles describes an important segment of transboundary societal relations between Turkey and the Caucasus. -

In-depth review of the investment climate and market structure in the energy sector of THE REPUBLIC OF ARMENIA ENERGY CHARTER SECRETATIAT 22 January 2015 In-depth review of the investment climate and market structure in the energy sector of THE REPUBLIC OF ARMENIA ENERGY CHARTER SECRETATIAT 22 January 2015 About the Energy Charter The Energy Charter Secretariat is the permanent office based in Brussels supporting the Energy Charter Conference in the implementation of the Energy Charter Treaty. The Energy Charter Treaty and the Energy Charter Protocol on Energy Efficiency and Related Environmental Aspects were signed in December 1994 and entered into legal force in April 1998. To date, the Treaty has been signed or acceded to by fifty-two states, the European Community and Euratom (the total number of its members is therefore fifty-four). The fundamental aim of the Energy Charter Treaty is to strengthen the rule of law on energy issues, by creating a level playing field of rules to be observed by all participating governments, thereby mitigating risks associated with energy-related investment and trade. In a world of increasing interdependence between net exporters of energy and net importers, it is widely recognised that multilateral rules can provide a more balanced and efficient framework for international cooperation than is offered by bilateral agreements alone or by non-legislative instruments. The Energy Charter Treaty therefore plays an important role as part of an international effort to build a legal foundation for energy security, based on the principles of open, competitive markets and sustainable development. The Treaty was developed on the basis of the 1991 Energy Charter. -

This project is a research project conducted for DG Research, to serve as support for policy developments in Europe, notably in the framework of CREST activities. It does not form part of the ERAWATCH project, but the working documents are made available on ERAWATCH webpages for the purpose of steering a debate on the policy mix concept. The “Policy Mix” project is run by a consortium of 7 partners: · UNU-MERIT (The Netherlands), consortium leader · Technopolis (The Netherlands) · PREST – University of Manchester (United Kingdom) · ZEW (Germany) · Joanneum Research (Austria) · Wiseguys Ltd. Background In the last two years, Armenia has undertaken a major foreign policy step by signing up to the Eurasian Economic Union, and by not pursuing the Association Agreement with the European Union. The Armenian authorities explained its decisions by ‘security’ reasons. The findings of the Civilitas Foundation’s previous poll in June 2014 indicate that public justifications for joining the Customs Union (later, the Eurasian Economic Union) were more linked to ‘security reasons’ than to economic factors, similar to the justifications of the Armenian authorities. Still the question that remains is, to what extent does the public perception of the concept of ‘security’ or ‘national security’ match the conceptual framework of ‘national security’ inscribed by the Armenian government in its “Strategy on National Security”? This leads to the next question: To what extent do public expectations of national security match the current policy of deploying foreign military bases in Armenia? There is need to identify not only the public’s tolerance level against a particular country’s military units’ presence in Armenia, but tolerance against the presence of foreign military units in general. In this regard, it is worth surveying the conditions under which the Armenian public agrees to provide its territory to foreign military units and whether the conditions for providing territory match their own definition of ensuring ‘national security.’ Objectives of the Poll In order to study the above-mentioned questions, the Civilitas Foundation conducted a public telephone poll with 600 residents of Armenia, randomly selected from all the marzes (regions) of the country and Yerevan. -

But Azerbaijan, Turkey’s ally and the losing side to Armenia in the Nagorny Karabakh conflict, has understandable fears. The international community must invest more resources in resolving the Karabakh conflict and breaking the regional deadlock it has created. n The annual debate over the use of the word genocide to describe the fate of the Ottoman Armenians in 1915 has turned into an ugly bargaining process. It is time to take a longer view. President Obama should look ahead to the centenary of the tragedy in 2015 and encourage Turks to take part in commemorating the occasion. The paper examines the prospective role which wine tourism could play in the rural and in the much needed overall economic development of Armenia. It begins with a brief description of the antique origin and the present economic situation of the wine sector in Armenia, followed by a description of recent trends in the tourist sector as a whole in Armenia. The particular features of wine tourism are examined in relation to Armenia and to other wine producing countries. Attention is then concentrated on a specific region of Armenia, Vayots Dzor, which is particularly important for wine production, and is also endowed with historical monuments with great potential for the development of tourism. The case of one particular village is illustrated in some detail in order to indicate how tourism in general, and specifically wine tourism could be developed for the benefit of the rural community. The paper concludes by outlining a strategy to be followed to achieve the growth of the sector. Key words: Wine industry, tourism, cultural heritage, rural development, wine tourism 1. Public Opinion Survey: Residents of Armenia February 2021 Detailed Methodology • The survey was conducted on behalf of “International Republican Institute’s” Center for Insights in Survey Research by Breavis (represented by IPSC LLC). • Data was collected throughout Armenia between February 8 and February 16, 2021, through phone interviews, with respondents selected by random digit dialing (RDD) probability sampling of mobile phone numbers. • The sample consisted of 1,510 permanent residents of Armenia aged 18 and older. It is representative of the population with access to a mobile phone, which excludes approximately 1.2 percent of adults. • Sampling frame: Statistical Committee of the Republic of Armenia. 'Populism': Armenia's “Velvet Revolution”

Having completed his two terms as President, from 2008 to 2018, Serzh Sargsyan’s attempt to remain in power became obvious. This attempt also made it evident that the amended 2015 Constitution, which he had promoted to invigorate democratization by shifting power from the office of the President to the Parliament and the office of the Prime Minister, was merely a ploy to extend his rule. It was also the proverbial “last straw that broke the camel’s back.” A kleptocratic, semi-authoritarian regime that appeared to control all the levers of power and of the economy suddenly, and unexpectedly, collapsed. This regime change—which the leader of the protests and incoming new prime minister, Nikol Pashinyan, referred to as a “Velvet Revolution”—was peaceful, something unusual for a post-Soviet republic. Subsequent parliamentary elections brought to power a new generation, younger deputies mostly between the ages of twenty-five to forty. A similar generation change also characterized the formation of the government. Youth, however, also means inexperience as almost none of the new deputies and ministers had held any political position in the past. -

The failure of the 2009 Protocols to establish and develop diplomatic relations between Armenia and Turkey has largely overshadowed the success of civil society organizations in advancing the normalization process over the past decade.
