It incorporates historical and ethnographic analyses to provide the broad context of drinking by people aged from their teens to late thirties. The historical component of this study describes specific accounts of alcohol consumption, and situates these with regard to changes that occurred in Rarotonga from the early 19th century. Prior to contact with Papa’a (Europeans), people of Rarotonga neither produced nor consumed alcoholic beverages. Thus, the use of alcohol was a phenomenon intimately bound up with global exploration, proselytisation and trade. I trace historical changes in the distribution of power, resources, religious practice, and social discourse, and show how alcohol practice, distribution, and trade was linked to these changes from missionary contact onward. This history informs the ethnography of contemporary drinking practices. Individual and group practices and understandings of alcohol are described. I also describe the contribution of state policy, commercial interests, government institutions, and religious organisations to the place of alcohol in Rarotonga.

Tura also served our country in many ways. Tura will be buried at 2:00pm this afternoon on his home island of Atiu. Therefore, on behalf of all Honourable Members of the House, I would like to convey our condolences to the bereaved family in Enuamanu, on Rarotonga and all over. I am sure that our two Honourable Members from the island of Enuamanu will also convey their condolences to the bereaved family when they speak later on.

It is nice to be back into your regular seat and we can do our business in the regular way that we do it. First of all, greetings to all Honourable Members that have entered the House this afternoon. Special acknowledgement and greetings to all of our people in the Northern Group, Southern Group and Tumutevarovaro listening in by radio, or viewing on the internet, livestreaming – greetings to all of you. Special greetings to those in the public gallery today, especially the two ladies representing Vai Ora Maori petition – greetings to you both. And to our media representative who is among our guests in the guest gallery today, Kia Orana. I wanted to say how sweet and beautiful the words that was delivered by our Pastor this afternoon and let that be our guide for our deliberations on the business of the day. I think it is really important also Honourable Members that you know you are being livestreamed and people from the Cook Islands, New Zealand, Australia and as far as the USA are watching you online as we do our business today. Often, people do not hesitate with what they want to make comments on about people’s behaviour that is for you to be aware of what is happening. RATTLE): Honourable Members, please be seated. Kia Orana to all the Honourable Members who have gathered in our Honourable House this afternoon. Firstly, my thanks and appreciation to our Reverend for the deliverance of our message today in assisting us with our deliberations in this Honourable House. My greetings go out to our people in the Northern and Southern Groups and here on Rarotonga, listening to the radio this afternoon. I would like to say thank you to all the Members who accepted the invitation from a group, for their presentation to Parliament this afternoon. I thank all of you. The first announcement this afternoon is that we are still under the COVID-19 rules. We are reminded to remain sitting when speaking and to speak from behind the barriers. To keep washing our hands with the hand sanitisers and to dispose of your used tissues in the bags provided. We will continue with this until we have further notice from the Ministry of Health informing us that we will no longer need to observe these measures. Secondly, as requested and recommended by our audio and sound team recording our proceedings, so please when you speak, speak directly into the mic so your speech is captured accurately and clearly, for our record. The Leader of the House will move a motion before the House, to suspend Standing Orders, so we are able to follow the procedures for COVID-19.
