Case of the Petitioner:-

The petitioner, Sri.Sudheesh Mohan K,(No.1167589000251) Vayannur, Kannur district, comes under the jurisdiction of Electrical section Kolayad, complaints about perpetual voltage drop mostly from 7 pm onwards. The petitioner laments with a bitter connotation that he is not able to bear the terrible heat in the night, after a dreadful toil in the day, with a very low voltage of electricity. It is awful to state that even after several complaints to the officials concerned no action has been initiated. The issuance of docket numbers showed viable action in the due course. But utter to the surprise of the complainant no progress could be seen taken in this respect. The petitioner believes that promptly remitting the current charge is reciprocal to the timely service rendered by the licensee. But as regards the genuine complaints raised by the consumers, the infrastructure provider turned a deaf ear towards them which at any cost can never be justified. Domestic appliances such as TV and Refrigerators were out of use for the last many days due to dismal performance of the licensee. Considering the facts and documentary evidences, the Forum is sought to look in to the gist of the complaint and issue a lasting solution in this regard so that the licensee is awaken from its dormant condition.

2 It is respectfully submitted that, Sri.Sudheesh Mohan with consumer No.251 is getting his power from Vayannur transformer which is normally fed via Alachery 11KV feeder emanated from 33 KV Substation. Now a days since the 66 KV sub station is under up gradation work, 11 KV Alachery feeder is also extended for feeding to the transformers under Kolayad 11 KV feeder emanated from 66KV Nedumpoil sub station. Thus the total system voltage get reduced to higher load condition. Also when there is a fault in 33 KV feeder/33KV sub station or Alachery 11KV feeder(both had been drawn through thick vegetated areas thus prone to more faults than normal), it is getting back feeded via 11KV feeder from sub station which is about 30 kms away from Vayannur Area. Consequently, there will be high voltage drop in 11KV feeder and thereby reduce the LT side voltage. Mr.Sudheesh Mohan’s house is about 1.5 kms away from the transformer. Interruptions and LT line voltage problems were the obvious cause of complaint from Mr.Sudheesh Mohan.

A new 100kVA transformer has already been installed at Vayannur colony area which is about 100m away from the consumer premise. However, due to holidays and works related to natural calamities,the licensee could charge the transformer only by 26.4.2019. After charging licensee had contacted Mr.Sudheesh Mohan and verified that his home is presently getting supply with improved system voltage in the normal standard level. It is prayed that honorable CGRF may accept the above facts submitted by this respondent.

Discussion, analysis and findi ngs :- The hearing of the case was convened on 02.5.2019. The petitioner was not present whereas the respondent was present.

3 The complainant is aggrieved by the indifferent attitude of the licensee in supplying qualitative electricity for the past few months. The regulation 4 of Kerala Electricity Supply Code 2014 is very much strict in respect of providing sufficient quantity of uninterrupted power in the LT lines and stipulates the voltage level to be maintained. The required voltage for single phase LT supply is 240 volts and plus or minus 6% fluctuation is permitted. In the present scenario, the licensee have geared up momentum for installing a 100 KVA transformer at Vayannur Colony area for giving quality electricity to the consumers of the locality. The above said work could not be accomplished as scheduled owing to unprecedented disturbance caused by natural calamities.

Scrutinizing the entire gamut of the issue the Forum appreciated the arrangement of the licensee though bit delayed in execution of the voltage improvement work. Similarly, the petitioner has been convinced of the slight delay caused was due to natural disaster. Now that the voltage fluctuations come under control from 26.4.2019, the petitioner is satisfied with the present performance of distribution network. Hence the issue has been settled.

DECISION:-

The petition is treated as closed.
