Vol. XCII No. 74 The University of Connecticut Friday, February 10,1989 Bush proposes 1990 budget WASHINGTON (AP) — President Bush, making his first major speech to Congress, on Thursday proposed a $1.16 trillion "common sense" budget for fiscal 1990 that calls for less military but greater domestic spending than sought by President Reagan. The plan, which features a one-year freeze on scores of federal programs, is an overhaul of the budget submitted by former Presi- dent Reagan last month and carries out Bush's oft-stated campaign vow of not seeking any increase in taxes. "He's happy with the budget and eager to get on with the Bush iniatives," said Marlin Fitzwater, the White House spokesman. Bush's first presidential speech, televised nationally at 9 p.m. EST, was expected to mix campaign promises with expressions of budget restraint and new overtures toward bipartisanship. "In seeking to advance his agenda, the president again extended his hand to the Congress in a cooperative bipartisan spirit," a White House fact sheet distributed in advance of the speech said. His budget ouUine was described as a "common-sense approach to budgeting" the fact sheet said. It calls for a one-year freeze on defense spending at the levels of inflation. To apply for financial aid, all students (including incoming Freshmen) must submit both the Financial Aid Application (APP) and the Financial Aid Form (FAF). The FAF must be sent to Princeton, New Jersey and the APP must be submitted to the Financial Aid Office prior to February 15, 1989. On-time applicants should have their financial aid awards by the fee bill date which is August 1,1989.

All students who intend to apply for a Stafford Loan (GSL) should submit their Bank Loan Application at the same time they apply for financial aid. Stafford Loan Applications should be picked up at participating banks or at the Financial Aid Office. Application for the PELL Grant is included on the FAF. Students must submit their Student Aid Report (SAR) for the PELL Grant to the Financial Aid Office as soon as they receive it from Iowa City.
