Volume 50, No. 11 SATURDAY, 16th MAY 2015 Price $2.75 Reform Bills pass through the Australian Parliament The Australian Parliament passed the Norfolk Island reform Bills through both the House of Representative and Senate this week. The action of the Australian Parliament in doing so ignored the wishes of the Norfolk Island electors as expressed at referendum on May 8. Now that the Australian Parliament has passed the reform Bills, the Norfolk Island Government, with what every time it has left as your democratically elected government, is committed to ensure the fairest and effective transition to the new system as possible. While I will not be a member of the Interim Advisory Committee, I wish the members of the Interim Advisory Committee the very best in their discussions with the commonwealth. I would also thank the Norfolk Island community for its support over the months as we attempted to put fairness and equity into the reform process. I would extend my warmest thanks and appreciation to David Buffett, Andre Nobbs and Chelsea Evans who joined me in a delegation to Canberra last week in an effort to have the reform process referred to a Senate Tanking It! Through much discussion and planning the VRA agreed to attempt this task. Six weeks ago the squad did a reconnaissance day out to Philip where ideas and photos were gathered. On Saturday eight VRA members and three National Parks workers left Kington Pier aboard Dave Bigg’s boat. The eight members on the first boat were with the 250kg of gear that included ropes, anchor points, hauling systems and kit bags. The day started by transporting all of the gear up the slope to the designated hauling area that was 170 metres directly above the fishing hut. The second trip included the final three members and the tank. Thanks must go to Dave for allowing the tank to lay on the deck of his charter boat. With a medium swell the tank was unloaded and the fun hauling team quickly realised that there was an issue. was about to start. After three hours of hauling, the team pulling the tank up the cliffs caught their first glimpse of the cargo and with only a few more rope resets the tank was at the bottom of Red Road. Through discussion with the National Parks workers the decision was made to skull drag the tank to the Rangers Hut. With everyone attached to the rope line the procession of the tank soon was moving towards the Rangers Hut. After only thirty minutes the tank arrived at its final resting place. The VRA would like to thank Joel, Kenny and Rosco from National Parks as well as Carl Pinson and Nick Petitt who became honorary VRA members for the day. The Government will provide $136.6 million over five years from 2014-15 (including spending of $35.8 million in capital and receiving $19.9 million in revenue) to reform the governance arrangements and extend Commonwealth and State government programmes to Norfolk Island.

The reforms will extend federal taxation (excluding customs duty and Commonwealth indirect taxes), social security, Medicare, the Pharmaceutical Benefits Scheme and other key federal services and programmes, such as health, customs and quarantine services, to Norfolk Island from 1 July 2016.

The reforms amend the Norfolk Island Act 1979 (Cth) to transition the Norfolk Island Legislative Assembly to a Norfolk Island Regional Council. Under the reforms, the New South Wales Government will deliver state-level services and applicable New South Wales laws and federal electoral arrangements will be normalised.

This measure delivers on the Government's election commitment.

PASSENGER PROCESSING ARRANGEMENTS NORFOLK ISLAND AIRPORT Further assessments and evaluation of the passenger processing procedures carried out in conjunction with arriving passengers indicate a need to increase the level of surveillance on goods arriving at Norfolk Island to address the increased risk of prohibited goods being imported.

Changes which have been made will result in an increase in the number of passenger’s luggage being subject to examination.

With cooperation from passengers and compliance with the requirements of the laws that govern the importation of matters such as drugs, plants, fruits and firearms it is expected that there will be no delays for passengers who have complied with the entry requirements. Passengers who do not comply with the entry requirements can expect delays whilst procedures for their situation are worked through. Those travellers who are unsure about their declaration should indicate such before processing starts as there are severe penalties for making a false declaration and penalties for the importation of prohibited goods.
