The action of the Australian Parliament in doing so ignored the wishes of the Norfolk Island electors as expressed at referendum on May 8. Now that the Australian Parliament has passed the reform Bills, the Norfolk Island Government, with what every time it has left as your democratically elected government, is committed to ensure the fairest and effective transition to the new system as possible. While I will not be a member of the Interim Advisory Committee, I wish the members of the Interim Advisory Committee the very best in their discussions with the commonwealth. I would also thank the Norfolk Island community for its support over the months as we attempted to put fairness and equity into the reform process. I would extend my warmest thanks and appreciation to David Buffett, Andre Nobbs and Chelsea Evans who joined me in a delegation to Canberra last week in an effort to have the reform process referred to a Senate Tanking It! Through much discussion and planning the VRA agreed to attempt this task. Six weeks ago the squad did a reconnaissance day out to Philip where ideas and photos were gathered. On Saturday eight VRA members and three National Parks workers left Kington Pier aboard Dave Bigg’s boat. The eight members on the first boat were with the 250kg of gear that included ropes, anchor points, hauling systems and kit bags. The day started by transporting all of the gear up the slope to the designated hauling area that was 170 metres directly above the fishing hut. The second trip included the final three members and the tank. Thanks must go to Dave for allowing the tank to lay on the deck of his charter boat. With a medium swell the tank was unloaded and the fun hauling team quickly realised that there was an issue. was about to start. The tank was connected to a rope The two members below then had to direct the line and the hauling began. The tank quickly was off hauling team to release rope and attach themselves to the ground and headed skyward. 2 The Case for Reform Here, the whole system, and everything arising from it is rotten. And unless an immediate stop is put to this kind of thing, the consequences will be most disastrous. It really appears to me wonderful that a small community like this should have succeeded in so completely gulling the whole world into the belief that they are an isle of saints.1 The ‘Isle of Saints’ 2.1 Norfolk Island is a small community of some 2000 people isolated in the South Pacific more than 1600 kilometres north east of Sydney.2 It has a unique history as a former penal settlement and home to the descendants of the mutineers from HMS Bounty and their Tahitian companions who had settled on Pitcairn Island in 1790.3 They were subsequently relocated to Norfolk Island in 1856 by the British Government with the consent of the Pitcairn Island population.4 The fact that Norfolk Island is a small and isolated community is a major 1 Magistrate Henry Wilkinson’s description of the Norfolk Island community in his 1885 report to the Governor of New South Wales, Lord Augustus Loftus. This report will inform future road works which require urgent attention, safety improvements and a longer term strategy to maintaining the road system. A significant focus of the study was on the safety of road users (including cyclists, pedestrians and others in the vicinity) whilst having strong regard to the impacts on tourism, heritage and commercial activities such as the movement of freight around the island. In completing the report, WorleyParsons undertook site assessments on each of their three visits to the island and consulted widely with stakeholders, including holding a Risk Identification and Rating Workshop. This workshop provided an opportunity for local representatives to provide feedback on what had been done so far.
