This working programme includes proposals from the rapporteur as well as from different political groups, taking into account the general orientations agreed during the TDIP Committee meeting on 10 July 2006. The persons listed in this working programme can be heard by the TDIP Committee either in the framework of public hearings within a committee meeting or during official delegations.

This document is an evolving working programme to be modified on the basis of evidence that could be collected during the course of ongoing work or eventual contributions from Members of the TDIP Committee or political groups. Also, representatives at all levels from Member States, as well as from accession, candidate or associate countries which are not listed below can be added at a later stage depending on further developments, as for example: Cyprus, France, Greece, Sweden or Turkey, amongst others. Furthermore, representatives of the international community could also be asked to give evidence in the case of those countries or regions for which a United Nations mandate has been delivered.

Following the remit included in the European Parliament's Decision of 18 January 2006, the TDIP Committee's work will now focus on whether or not "Member States, public officials, persons acting in an official capacity or European Union institutions have been involved or complicit in illegal deprivation of liberty of individuals, including abduction, rendition, transfer, detention or torture, either by act or omission". Nevertheless, as a follow up to the work carried out so far, the TDIP Committee should also gather information on other cases not yet examined, especially as regards some alleged victims and/or their lawyers.

In the case of Member States' (and other countries') governments and officials, the TDIP Committee will invite, in the framework of its public hearings, only those persons who are currently in office and can speak on behalf of their governments. The TDIP Committee will decide on a further stage whether or not it is necessary to invite the former Members of Governments and/or officials who were in office when the alleged cases took place.

This working document also takes into account the remit of the European Parliament's Decision of 18 January 2006 concerning the close cooperation with international organisations and personalities, as well as with national parliaments.

• Martin Mubanga, British citizen, detained in Zambia, sent to Guantanamo, released without charges after three years. He now lives in the UK. Mubanga will be accompanied by his attorney, Louise Christian.

• Gül Pinar, lawyer of Mohammed Haydar Zammar. German citizen, kidnapped and sent to a jail in Damascus, Syria, where he still is.

• Francesca Longhi, lawyer of Abu Al Kassem Britel, Italian citizen detained in Pakistan, sent to a jail in Morocco, his country of origin, where he still is.

• Bernhard Docke, lawyer of Murat Kurnaz. Born in 1982 in Germany to Turkish parents. Detained in Pakistan in 2001, has spent the last four years in Guantanamo.
