Ms. Eaton’s commitment to pro bono includes her tireless efforts on behalf of low-income New Yorkers, the LGBT community and others.

Ms. Eaton has devoted hundreds of hours advocating for low-income transgender men and women’s access to healthcare benefits. In a monumental case, a Willkie team led by Ms. Eaton, along with The Legal Aid Society and the Sylvia Rivera Law Project, sued the NYS Department of Health in Federal Court on behalf of a class of transgender Medicaid recipients diagnosed with gender dysphoria (“GD”), seek- ing to overturn a NYS regulation that excluded Medicaid coverage for transgender- related healthcare (Cruz v. Zucker). The suit has resulted in an amendment to the regulation that now provides coverage for treatment for many low-income New Yorkers suffering from GD. The Willkie team, led by Ms. Eaton, continues to pur- sue the suit to overturn the regulation’s remaining barriers to Medicaid coverage, recently defeating the State’s attempt to dismiss the complaint in an opinion dated July 29, 2015.

Ms. Eaton, along with other Willkie attorneys, served as counsel for 92 plaintiffs as Amici Curiae in the same-sex marriage case from the Sixth Circuit decided in June 2015 by the United States Supreme Court, Obergefell, et al. v. Hodges, et al. Ms. Eaton had a leading role in the brief, which addressed the Sixth Circuit’s question of “who decides” whether the laws denying marriage to same-sex couples unjus- tifiably treat amici and other gay men and lesbians as second-class citizens. Most recently, Ms. Eaton helped draft an amicus brief on behalf of 12 organizations in Whole Woman’s Health v. Cole, a high-profile abortion rights case currently before the United States Supreme Court.

Ms. Eaton’s pro bono efforts extend to representing individual pro bono clients as well such as an LGBT woman in an action alleging violations of city and state civil and human rights laws in connection with employment discrimination and a violent attack in a Sizzler Restaurant in Queens, New York and filing a U-Visa application on behalf of a pro bono client who fled Mexico after being subjected repeatedly to domestic violence at the hands of her former partner and the father of her children and based on her cooperation with law enforcement.

She has won numerous awards for her pro bono service including the Legal Aid Society’s Pro Bono Publico Award five of the last six years in recognition of her ex- ceptional service to the Legal Aid Society and its clients, and she was named as one of the New York Law Journal’s Lawyers Who Lead By Example in 2015. Ms. Eaton also serves on the Board of Directors of the Children’s Law Center of New York. For Ms. Eaton, providing legal services to the underprivileged while promoting social justice has been and continues to be one of the most rewarding aspects of her legal career. In addition to making life better for those who cannot otherwise afford to do soon their own, Ms. Eaton’s experience working with and supervising other Willkie attorneys on pro bono matters has been incredibly rewarding.

Lou Associate, Ballard Spahr LLP Under the Criminal Justice Act, Elaine Lou assisted in providing pro bono legal representation to indigent defendants in federal criminal cases appointed by the U.S. District Court for the Southern District of New York. Ms. Lou has defended individual and corporate clients in criminal investigations brought by the U.S. At- torney’s Offices for the Southern and Eastern Districts of New York and for the District of Connecticut, the New York County District Attorney’s Office, and the U.S. Department of Justice Antitrust Division, and successfully advocated on behalf of these clients.

In addition, Ms. Lou is participating in the Clemency Project 2014 initiative, screening clemency petitions on behalf of the Project and representing individuals eligible for commutation under the Department of Justice program that seeks to reduce the sentences of long-term, non-violent federal offenders serving lengthy sentences under harsh and outdated laws. Ms. Lou is advocating on behalf of a woman who was 25 years old at the time of her arrest in the 1990s on drug con- spiracy charges following her coerced participation in her then-boyfriend’s drug distribution organization. The client was a first-time offender sentenced under the then-mandatory, harsh sentencing guidelines and has served over 18 years of a 30 year sentence, while certain of her equally or more culpable co-defendants have already been released. Ms. Lou was among the first to submit a petition on her client’s behalf for commutation through Clemency Project 2014, which currently is pending before the Office of the Pardon Attorney, and remains hopeful that Presi- dent Obama will grant her client clemency.

Ms. Lou also volunteers on a monthly basis with the Bar Associa- tion’s Monday Night Law Clinic, which provides consultations to individuals in the areas of housing, employment, family law, consumer law, small business and per- sonal bankruptcy.

In 2015, Ms. Lou contributed 126 hours of pro bono legal services to these proj- ects.

Ms. Lou is an associate at Ballard Spahr LLP. Her practice focuses on criminal and complex civil litigation, representing individual and corporate clients in criminal investigations. She has also represented individuals before the Financial Industry Regulatory Authority and other regulators.

On May 21, 2015, Immigration Equality presented to Skadden, for the fourth time, the Safe Haven Award, recognizing “law firms that have gone above and beyond to win safe refuge for LGBT and HIV-positive asylum seekers.” Special counsel Steve Kolleeny was posthumously honored with a special award at the May 21st event, and with the Federal Bar Council’s Thurgood Marshall Award for exceptional pro bono service on June 25. On November 9, 2015, Skadden was awarded The Legal Aid So- ciety’s 2015 Pro Bono Publico Award for Innovative Pro Bono Programming. The award recognized the Firm’s initiation of three significant and unique pro bono programs that benefit both the Legal Aid and the clients we serve. On November 6, 2014, the Pro Bono Institute presented Skadden with the John H. Pickering Award in recognition of the Firm’s “long-standing and remark- able commitment to pro bono.”

• Prepared an Arabic-language brochure to raise awareness among Syrian refugees about the importance of officially registering births and marriages with the government of the country to which they have fled to ensure legal protections. The brochures will be distributed to refugees in Jordan, Lebanon and Turkey.

• Supported the South Sudan peace process by examining the use of sanctions by regional authorities to promote peace or mitigate conflict and by advising on how to successfully design and implement national dialogues during peace processes.

• Researched the legal regimes in every country in the world to create a global database profiling the legal framework for chil- dren’s rights in each country and its relationship to the UN Convention on the Rights of the Child. The database will be used to highlight ways that national legal systems can be used to combat violations of children’s rights.

In the United States and around the world, we have expanded our pro bono work on criminal matters, including death-penalty issues, LGBT rights, nature conservation, protecting the elderly, assisting leading NGOs with a range of corporate questions, preventing mass-atrocities, advancing animal rights, and guiding social entrepreneurs.

We believe that pro bono work is an excellent way to accelerate a young lawyer’s training and development. All first year and summer associates are assigned at least one pro bono matter. We encourage all of our lawyers to propose pro bono matters to the Firm and to work at least 20 pro bono hours a year.

The case has attracted considerable public attention, given NYCHA’s role as the city’s largest landlord and the concurrent complaints over tenant safety, disaster preparedness, and budgetary management.

Immigration law has long been a principal component of Hughes Hubbard’s pro bono program. Since 2005, Hughes Hubbard has taken sole responsibility for staffing The Legal Aid Society’s weekly Immigration Detention Hotline, providing advice and counsel to the growing population of detained non-citizens across the New York City metropolitan area. Since 2006, Hughes Hubbard has worked with Immigration Equality to secure asylum for LGBT individuals fleeing persecution, and since 2012, the Firm has worked with KIND to represent unaccompanied and often abused immigrant children in the termination of removal proceedings and applications for DACA relief, asylum, Special Immigrant Juvenile Status, and green cards. In 2013, the Firm expanded partnerships with these organizations and others such as Her Justice and African Services Committee, allowing us to better advocate for the unique needs of children, abused women, and LGBT immigrant populations.

Another significant aspect of our pro bono practice is prisoner’s rights. Since Hughes Hubbard partnered with Clemency Project 2014, the Firm has been helping non-violent drug offenders obtain the more lenient sentences they would have received if they were sentenced today. The Firm represents prisoners in federal court on section 1983 claims. Recent cases have involved individuals who were denied adequate medical treatment while incarcerated and excessive force cases. In August, 2015, the Firm secured the release of a man who, wrongfully convicted of murder in 1993, had spent more than 23 years in prison. This month, the firm filed an amicus brief in the South Carolina Supreme Court on behalf of the Arc of South Carolina, Able SC, the South Carolina chapter of the American Association on Intellectual and Developmental Disabilities, Protection and Advocacy for People with Disabilities, Inc. and Family Connection of South Carolina in involving a former death row inmate with intellectual disabilities.

Orrick’s pro bono program has been praised for the dedication of its lawyers to supporting diverse causes with tangible results—including high-profile im- migration disputes, civil rights litigation and grassroots global development through an innovative impact finance initiative.

We focus our efforts on the important poverty law work for which there are many more clients than pro bono attorneys, specifi- cally, in the areas of housing, family & matrimonial, consumer, immigration and public benefits laws. However, our reach is even more extensive, and includes cutting edge public international law work for NGOs developing and strengthening legal systems, and extends to work performed at the U.S. Supreme Court making law.

Willkie has a longstanding commitment to serving the underprivileged and promoting social justice. From obtaining asylum for individuals from Cameroon, Honduras and Ecuador to assisting a Yemeni citizen who was being detained at Guantanamo Bay to filing an amicus brief on behalf of 92 plaintiffs in the landmark U.S. Supreme Court case Obergefell v. Hodges, which successfully challenged the constitutionality of state bans on same-sex marriage, Willkie’s work with underrepresented clients is extensive and encompasses a wide array of matters. Most recently, we filed an amicus brief on behalf of 12 organizations in Whole Woman’s Health v. Cole, a high-profile abortion rights case before the United States Supreme Court.

We work closely with a number of legal services organizations that link lawyers to needy individuals and institutions serving the disadvantaged. Among these organizations are The Legal Aid Society, Legal Services NYC, Lawyers Alliance for New York, Her Justice, MFY Legal Services, The Innocence Project and the NY City Bar Association Refugee Assistance Program. Additionally, we act as general counsel to a number of organizations providing services for the poor, including Women in Need and City Harvest.

Our pro bono work has earned us numerous awards, including from Her Justice, Family Residences and Essential Enterprises, Sanctuary for Families, The Legal Aid Society, New York Law Journal, Law360, City Bar Justice Center, Legal Services NYC, Wash- ington Lawyers’ Committee for Civil Rights and Urban Affairs, the Great Oaks Foundation and the Sylvia Rivera Law Project.
