It has an area of 5,286 kilometers. The Murree hills, a major hill station in the Punjab province is the part of Rawalpindi and serves as a tour spot for national and international tourists. The population of the district in 2010 was approximately 4.5 million having 53.03% of urban population. The district is divided into seven Tehsils: Gujar Khan, Kahuta, Kallar Syedan, Kotli Sattian, Murree, Rawalpindi Tehsil and Taxila. There is a separate development authority, having two agencies; Rawalpindi Development Authority (RDA) and WASA. RDA is responsible for the planning, designing and implementation of various urban development projects. Wherein, WASA is responsible for the maintenance of water supply and sewerage- drainage system. Government of the Punjab with the financial assistance of World Bank has an initiative of Punjab Cities Governance Improvement Project (PCGIP). This is for the strengthening of the system to improve planning, resource management, accountability and capacity building to deal with emergency or eligible crisis. A result based approach is linked to the disbursement decision for the achievement of pre-specified results. These are referred to as Disbursement Linked Indicators (DLI’s). They include immediate outcomes, incremental steps and results contributing to improved efficiency and effectiveness during and beyond the project. Out of total land area of Pakistan, 26.6 million hectares comprised of the uplands where the critical watersheds of the various zones are located, however it is highly regretted to state that due to anthropogenic pressure about 60−70% of these watersheds are in depleted condition (Ashraf, 1991). It means that the community’s needs are to be met through optimal utilization of these valuable resources using technological advancements, avoiding every kind of deterioration and degradation under improper use. The ever increasing human and livestock population has been exerting strong pressures on these natural resources in a watershed to fulfill the requirements of water, land, food, fiber, fuel, timber and other resulting in the disappearance of forests, expansion of desertification, soil erosion and flooding of rivers, thus threatening the life on the planet earth. The importance of soil conservation/watershed management was first realized in the sub- continent at the start of the 19th century but the systematic work on this started in 1954 under “Erosion control and soil conservation project” in NWFP. United Nations Conference on Environment and Development (UNCED) held at Rio-de-Janerio, Brazil in June, 1992 approved a new kind of development that is human-sustainable and shared, emphasizing the involvement of the local community at all levels of planning and implementation. Review of the most of the sociological studies conducted so far in Pakistan under this approach revealed that this approach not only made these projects successful but also helped in prolonging their vitality for the welfare of the population.
