Including Thomas Halliday A RAMBLE ‘ROUND OLD BIRMINGHAM One has no great hopes from Birmingham. I always say there is something direful in the sound.1 The World’s Toyshop Birmingham, Brummagem, Bromwicham, Brymingham, Bermingeham... Spell it or say it however you please, there is something queer about the place. Even before the canal boom it managed to become England’s pre-eminent industrial city, and was well on its way to becoming the “the workshop of the world.” Yet it was located far from sources of the principal raw materials—especially copper and zinc—that most of its manufacturers relied upon; and transport was a problem, since it was also a good distance from any port or navigable river. The place didn’t even have all that many streams capable of being reliable sources of power for its hammers and rolling mills. How, under the circumstances, did Birmingham manage to attract and to breed such a disproportionate share of Great Britain’s outstanding entrepreneurs, inventors, and skilled artisans? Why, in particular, did it—and not London or Bristol or Sheffield— become Great Britain’s leading center for all kinds of metal work, including commercial coinage? Although numismatists have had plenty to say about the tokens and other numismatic products made there, they’ve had relatively little to say about the town itself, and the mints it nurtured. Soho, of course, has gotten plenty of attention from numismatists. Yet the Soho mint was the only important commercial mint that wasn’t located in Birmingham (though it was just a stone’s throw away). It has come to overshadow the rest not because its commercial coins were distinctly superior, or because there were more of them, but because of its association with Great Britain’s most famous steam engine manufactory, its participation in regal coinage, and its role as the prototype for the Tower Hill Mint. The Birmingham Reference Library’s huge stash of archival materials from Soho has also allowed scholars to document Soho’s undertakings, including its coining activities, in what is often extraordinary detail. In devoting so much attention to Boulton’s mint, with its peculiar organization, undertakings, and equipment, previous writers have unwittingly created a false general impression of what most commercial mints were like, how they fit into their general economic surroundings, and how they met the challenge of coining “good money.” This false impression has, in turn, led to a rather serious misunderstanding of the fundamental causes of, and fundamental solutions to, Great Britain’s small-change problem. Although not much is known concerning any one of the Soho mint’s rivals, one can at least try to form as accurate a picture as is possible of the commercial coinage industry by placing it in its proper context as part of Birmingham’s metal button and “toy” trades. Such a picture might in turn suggest ways in which the Soho mint represented private mints generally, and ways in which it didn’t. One way of piecing such a picture together is by taking a tour of Europe’s biggest toyshop. Touring Birmingham today won’t do us much good, though: plain-old progress, German bombs, and (mostly misguided) city planning projects have altered the appearance of the place beyond recognition since the 1790s; and changes to Birmingham’s industrial base, though less immediately visible, have been still more pronounced. So a little time- travel is called for. Alas, going back as far as the heyday of commercial coinage would VIII - 2 mean walking through some awfully dense fog. So I propose a compromise: a tour of Birmingham’s toy-making district as it was on a mid-October Friday in 1829. The Old Square, ca. 1790 From the Old Square We begin at the Square, or at what the locals are already starting to call the “Old” Square. In the 1790s this was one of Birmingham’s a prime residential addresses, its fine Georgian brick houses having been especially favored by Quakers. Since then it has gone commercial, as you can tell from all the sign-boards, including the one for recently-opened VIII - 3 the Birmingham and Staffordshire Gas Company.2 The Square’s better-heeled residents fled to “villas” in the suburbs to escape the fumes and noise from encroaching workshops, only to have the workshops catch up to them once more: I remember one John Growse, A buckle-maker in Brummagem: He built himself a country house, To be out of the smoke of Brummagem: But though John’s country house stands still, The town itself has walked up hill, Now he lives beside a smoky mill, In the middle of the streets of Brummagem.3 But there are still plenty of reminders of the old days, including the Square’s circular central garden with its iron railing and (now shabby) shrubbery, and the venerable Stork Hotel and Tavern, on the southwest corner, with its large courtyard and stables.4 Admittedly even the Stork isn’t what it used to be: besides having been disfigured with stone facing some years back, it has lost its portable amphitheatre. Now, instead of being treated to lectures on such scintillating topics as “Electricity, Galvanism, and Pneumatic Chemistry,” the guests have to settle for billiards. 2 Gas lighting was introduced to Birmingham in 1819, seventeen years after having been installed and publicly demonstrated, to tremendous acclaim, at the Soho Foundry, and 27 years after Soho mechanic William Murdock first employed it at his own home. 3 From “I Can’t Find Brummagem,” sung by James Dobbs at Bitmingham’s Theatre Royal on November 24, 1828. 4 The garden’s days are numbered: in 1835 it will be paved over; and in another forty years all save a rump of the Square will disappear beneath the “Rue Chamberlain”—that is, Radical Joe Chamberlain’s Corporation Street scheme. VIII - 4 Were we to wander a couple blocks east, along Litchfield street, we’d find ourselves next to Birmingham’s massive brick workhouse, which was the most important 19th- century token issuer of all, and which is still using some of those old tokens. Because economic conditions have improved since the ‘teens, the Overseers now have “only” 460 inmates, and another 250 or so out-poor, to look after (Yates 1830, p. ). As interesting as a visit to the workhouse might be, we’re going to skip it because most of our business is in the other direction. The Square itself, though, has some (admittedly slim) connections to commercial coinage, or to Matthew Boulton at any rate, we’ll linger here a bit. The first connection has to do with Samuel Lloyd III, the son of one of the founders of Birmingham’s first bank, who lived at No. 13, on the north side, before he joined the general flight to the suburbs. It was during a visit to Lloyd here in ‘76 that Samuel Johnson threw a fit while Boswell read him a passage from Barclay’s Apology: ol’ Dictionary got so riled that he grabbed the book, flung it to the ground, and stomped on it. The next morning Johnson was still fuming, so Boswell decided to get clear of him by visiting Soho. During his tour Matthew Boulton said to him, “I sell here, sir, what all the world desires to have—power.” This was of course well before Boulton turned mint master—an occupation that would obsess him even more than making steam engines did. Just up the street from Lloyd’s old address, at 20 Upper Priory, lived and worked another person with a connection—this time a substantial one—to token coinage. Benjamin Patrick sank dies for several commercial tokens in the ‘90s, having taken over his father’s toy business several years before. In 1811, when he’d relocated north of here to Bath Street, Patrick sank some dies for Thomas Halliday. He also engraved a private penny token for one William Booth of Perry Barr, which was part of Handsworth parish. VIII - 5 Although Patrick may not have noticed it at the time, Booth’s pennies were exactly the same size as three shilling Bank of England tokens, and for good reason: Booth made them to cover his primary coining activity, which was counterfeiting. Booth’s Penny Token Not being content to fake the small stuff, Booth also took to forging banknotes, including Bank of England notes, on a large scale. That proved his undoing, for when a some constables, responding to a tip, smashed through the roof of his specially-modified farmhouse, they caught him in the act of burning a stack of phony fivers. The survival of a bunch of half-charred Anthony Newlands5 was all it took to convict Booth at Stafford Assize and to get him stretched there on August 15th, 1812. As Paul and Bente Withers observe (1999, p. 139), “Things happened to Booth in twos.” Having been twice tried for his life (the first time having been for the 1808 murder of his brother), he was also to be twice hanged and twice buried. According to the London Star for August 20th, 1812, the first attempt to hang Booth earlier that week failed when the rope slipped. Booth, finding himself on the ground yet very much alive, fell to his knees 5 The counterfeiters’ cant refers to the Bank of England’s treasurer, whose signature appeared on its notes. VIII - 6 and begged for mercy, only to be returned to the scaffold.

His father had left the toy business to him, while the estate of his wife, who was a daughter and co-heiress of the wealthy Luke Robinson of Litchfield, added to his growing resources." Doty, the curator of numismatics for the Smithsonian Institution in Washington, D.C., notes that Boulton eventually went on to wed Mary's sister Anne; Luke Robinson's other daughter and now sole heir to the family fortune. Boulton built a mill which he called Soho Manufactory, named for a place already called Soho, near Birmingham. The mill was erected beside Hockley Brook, which provided the water- power to help power the new factory.

That lack of attention is not a new phenomenon. By the mid-nineteenth century, jewellery making was regarded as one of the four main Birmingham trades. Along with the brass trade and the manufacture of guns and buttons it flourished above the rest but very little was written about it. That is surprising for such an important industry which remains prominent in modern Birmingham and which has such a fascinating history covering more than 200 years. Dick Holt’s research uncovered a tantalising reference from 1308 to ‘Birmingham pieces’ in an inventory of the possessions of the Master of the Knights Templar. He believed that the objects were doubtless small, although of high value, and seem to have been precious ornaments of some kind. What is certain is the presence of goldsmiths in that period.     BRUMMAGEM BRASS By L. G. BERESFORD, B.Sc., FIM. Presidential Address delivered to the Birmingham Metallurgical Society, October 27th, 1960. To misquote Macaulay, Brummagem is, as every schoolboy knows, a corruption of Bermingham, a word of Saxon origin, whose literal meaning is “the homestead of the sons of Berm”. Spelt in the Domesday Book as BERMINGEHAM, the ‘e’ following the ‘g' signifies the latter as soft, so that the pronunciation becomes Berminjam which, spoken quickly, easily becomes Bremijam or Brummagem. But, whatever its derivation, and that given above seems the most plausible, the word itself, associated as it was with poor, worthless imitations of good quality goods, became one of reproach. Yet, in a way, it was a tribute to the ingenuity of the Birmingham workmen whose skill in producing dies for medals was equally capable of producing the dies for base coins. So much so, that in the 17th and 18th centuries, Birmingham became specially noted for this kind of manufacture, well expressed in a contemporary poem: “The wretch that stamped it got immortal fame; Twas coined by stealth, like groats at Birmingham.” This reputation for counterfeiting was not confined to coining: it was also common in the buckle trade in which large quantities were made of a white alloy, bearing some slight resemblance to silver, popularly called “soft tommy", the workmanship being on a par with the material “Brass “itself can be defined in three ways.     'A MINT FOR MEXICO': BOULTON, WATT AND THE GUANAJUATO MINT R. G. DOTY FROM the 1780s to the 1840s, the Soho (Birmingham) firm of Boulton, Watt & Company was in the vanguard of coining innovation. One of its founders, Matthew Boulton, secured a patent for the first steam-powered coining press in mid-1790. The company went on to produce the first truly 'modern' coins, created by means of the new device, in 1797. This was the British 'cartwheel' penny, and the form assumed by the new coin was both a reflection of the demands of the new machinery and the convictions of its inventor as to the perfect function and appearance of the coin. Later coinage inventors, their work solidly grounded on Boulton's precedent, retained most of his concepts as to preferable monetary form. So it is that our coinage since his time has generally stressed low relief, and has usually been struck in a close collar. The activities of Boulton, Watt did not abruptly cease with the securing of the right to strike British copper coins in 1797, even though such a contract had long been a primary goal. Instead, having gained acceptance of a new form and mode of production for coinage in one country, the firm now sought to bring its achievements to others. It essentially did so in two ways, broadly demarcated by time. In the first phase, it shipped coinage on the new model to a receptive outer world. Even prior to the British issues of 1797, we find it making coins for Madras, Bombay, Sierra Leone, and Sumatra, as well as halfpenny tokens for a dozen concerns in England, Scotland, Ireland, and Wales.

HIS month, February, I9I7, sees the celebration of the centenary of an event of much interest to the members of this Society, viz., that of the introduction of the coinage of this realm as we now know it, for it was on February I3th, I8I7, that the exchange of the new money for the old was inaugurated. Not only was a new coinage introduced, but a new standard, a single one of gold. Up to that time silver had been' current as well as gold, which led to a fluctuation of the value of gold in comparison with that of silver. The guinea, the then principal gold coin, was originally issued by Charles II as a twenty-shilling piece, but I think none was ever procurable for twenty silver shillings. The premium varied till I7I7, when it became fixed at one shilling, and since that date the guinea has ever since been reckoned as a twenty-one-shilling piece, that mythical coin so dear to professional people, Secretaries of Clubs, etc. Samuel Pepys, in his Diary for October 29th, I660, gives an example of the variation of the guinea: " Thence by coach (having in the Hall bought me a velvet riding cap, cost me 20S.)" to my taylor's, and there bespoke a plain vest and so to my goldsmith to bid him to look out for some gold for me; and he tells me that ginneys, which I bought 2000 not long ago, and cost me but I81d.

    THE BANK OF ENGLAND COUNTERMARKED DOLLARS, 1797-1804 H.E. MANVILLE 'To prove that some object is false, every decision in the matter presupposes the existence of an original, authentic and true, to which the fake is compared. The truly genuine problem thus does not consist of proving something false but in proving that the authentic object is authentic.'1 IN 1797 and 1804 the extraordinary expedient of countermarking foreign coins was authorized by the Treasury. Nearly three million dollar-size coins, supplied by the Bank of England and almost entirely Spanish eight-real pieces, were stamped at the Royal Mint on Tower Hill and issued by the Bank. The economic crisis that brought on the issue of countermarked coins had been building for many years and was triggered by a run on the gold reserves of the Bank in late February 1797. Within a ten-day period, cash payments by the Bank were suspended, an immediate resumption of the striking of silver and copper coins was urged in the House of Commons, countermarked dollars were announced at one price and then issued at another, £1 and £2 notes were authorized and issued by the Bank (the previous lowest denomination had been £5), and an issue of copper pennies and twopences was discussed. The issues of countermarked dollars in 1797 and 1804 have been touched on by many numis- matic writers. Less well-known, and generally misunderstood, was an interim, but never issued, similar marking in 1799.
