WWW.PLYMOUTHWISCONSIN.COM 5 Plymouth is now a thriving community, but when the first settlers came upon Plymouth, they would have seen not much more than wilderness and a stream surrounded by swampy land covered with thickets of alder. Plymouth was originally known by early Native Americans as Ta-quit-qui-oc, or Crooked River. Plymouth was originally surveyed in 1835 by Engineers with the first land purchase made in 1836. Plymouth has a rich history beginning when the first settlers, Isaac Thorpe along with his two sons John and Rensallaer and his son-in-law, William Bowen, arrived May 8th, 1845. The men, natives of Pennsylvania, traveled all day from neighboring Sheboygan Falls. By May 12th they had built a log home. There was no floor or chimney, but it kept them safe. As the men were preparing for their first night in the new home, three wagons arrived carrying men, women and children. That first night, they all shared the new log home. Four days after that night, on May 16th, Mrs. Thorpe and their daughter arrived. In July 1845, Henry Davidson and his son Thomas arrived. Henry gave the name of Springfield to the new settlement, but Thomas renamed it Plymouth, after Plymouth, Connecticut, where his sweetheart died and lay buried. Many more families arrived and settled in the following years, and in 1847, a surveyor was employed to lay out the western side Plymouth. That spring, a log grocery store was built. Following were a small log shop, blacksmith and shoemaker. A business district was in the works. One would spend twelve cents for a pound of coffee, eleven cents for a pound of butter, shoes for a dollar and corn meal for $175 per hundred pounds. The neighboring Natives were frequent customers at the store, selling their goods and purchasing other articles they desired. The first sawmill was built in 1848, and a grist mill was erected in fall 1849. Just over a decade after the first residents settled in Plymouth, there was a need for a rail center. The arrival of the Sheboygan and Mississippi Railroad came in April 1859, and the Milwaukee and Northern Railroad followed in 1871. With the growing city, there was a need for a fire department. Organized in October 1868, a hand engine and 200 feet of rubber hose were purchased. By 1875, a fire house had been built and the department consisted of three divisions; chemical crew, hook and ladder crew and a gang of firefighters. Plymouth was incorporated as a city in 1877, and Otto Puhlman was elected Mayor. Plymouth was nicknamed “The Hub City”, not just because of the central location in the county, but for the manufacturing of hubs and spokes for wagons and bicycles. As Plymouth grew, it had many different types of industry; cigar, furniture, phonograph and beer among them, but it gained its reputation as the “Cheese Capital of the World”. Cheeseville was the common name for the section of town south of the depot where cheese was manufactured, collected, stored, cured, graded, packed and shipped all over the world. In fact, during World War II, more than 1,000 of Plymouth’s 4,400 citizens found employment in the cheese industry. From 1918 to 1955 the Wisconsin Cheese Exchange, which operated out of the Exchange Bank building downtown, helped to establish, influence and set national cheese prices.

Isaac Thorpe would be proud to see what Plymouth has become. Built by determination, ingenuity and hard work, the values of Plymouth residents remain the same today. Most of the wilderness has been shaped into parks, schools, residential areas and a booming downtown district. There are many beautiful, historic buildings and homes throughout Plymouth. There are 18 buildings that have been landmarked by the city, and a brochure has been made for a self-guided tour of these landmarked buildings. You may pick up a brochure at the Plymouth Chamber of Commerce Office or the Plymouth Historical Society Museum. The Plymouth Historical Society museum, located in downtown Plymouth, is housed in a three story cream city brick commercial building built in 1875. It was originally built as a tavern and residence for Mr. William Sebald and his family. It has been home to the Historical Society since 2007. Open year round, the free family friendly museum offers changing exhibits that have included a general store, a vintage parlor, cheese making, Indian arrowheads and artifacts, and much more! The Plymouth Public School district serves over 2,000 students from the City of Plymouth and surrounding communities. They have close to 300 full time caring faculty and staff members, who are dedicated to educating the young people in our community.

The Mayor of the City of Plymouth is Don Pohlman, and serves part-time. Mayor Pohlman works with the City Administrator to ensure that all city ordinances and state laws are observed and enforced, and that all city officers, staff, boards and commissions properly discharge their duties. The Mayor is present at all Common Council meetings and may vote in the case of a tie. The Mayor represents Plymouth at official gatherings.

The Common Council is the legislative branch of City Government. The Common Council is the forum for review and debate of proposed ordinances, resolutions and policies proposed by the standing Council Committees and boards and commissions. The most important legislation is the annual City Budget. The Common Council is comprised of eight part-time alderpersons representing four aldermanic districts. Each alderperson serves a two-year term. The Council operates on a committee structure, with the following standing committees: • Committee of the Whole (Entire Common Council) • Finance & Personnel Committee (4 Council members and Mayor) • Public Works & Utilities Committee (4 Council members and Mayor) In addition to the Council committees, there are a number of boards and commissions that provide policy input to the Mayor and Common Council and are comprised of citizen members and alderperson representation. These bodies include the Plan Commission, Board of Park Commissioners, Redevelopment Authority and Library Board as prescribed by Wisconsin statutes. From time to time the City may also have “ad-hoc” committees.

The K9 Unit was completely funded in 2015 by donations from local businesses, community organizations, private citizens and grant/foundation monies.

The Fire Department covers an area of approximately 36 square miles and a population of over 10,000. The Department utilizes two fire stations, one in the city and one in the town.

Plymouth Fire Department provides fire, rescue, emergency medical services, and all other emergency services to both the city and town of Plymouth. The department has 44 members, with Fire Chief Denis Fellows being the only full-time employee. Under the chief are two assistants and six captains. Below them are nine motor pump operators, 20 firefighters, 4 cadets and 2 inspectors. 20 members of the department are licensed EMT’s and some are instructors for the state. Besides the Fire Chief, the department members are ‘paid per call’, with minimal compensation for time spent during emergencies and training.

All dispatchers at Orange Cross Ambulance are medially trained, and many are trained paramedics with previous transport experience. They operate five Advance Life Support ambulances providing pre-hospital Paramedic level care. The Orange Cross Ambulance services the northwestern section of Sheboygan County, covering an area of 380 square miles. Among the many services provided by the Department of Public Works are:
