Delivery of both of these targets must be seen against the background of the current global recession which makes it far more difficult to achieve all of the outcomes we are striving for. However, much has been achieved: Publish KCC’s Regeneration Framework - KCC's Regeneration Framework has been adopted and one of its key priorities is to support business. The Regeneration Framework has also led to the development of a number of other strategies including the Spatial Vision, Digital Strategy, Housing Strategy and ‘Growth without Gridlock’, all to be completed during 2010/11.

Post Opening Project Evaluation M6 J10a-13 Smart Motorway: One Year After Study Foreword Highways England’s motorways are some of the safest in the world. Our road network carries a third of road traffic and we have seen demand grow by a quarter since 2000 with continued growth forecast. One reason for the introduction is smart motorways is because there are more vehicles on the road. By making use of the full width of the road, smart motorways add that extra capacity to carry more vehicles and ease congestion. They have evolved from Controlled Motorways (with variable speed limits) to Dynamic Hard Shoulder Running (opening the hard shoulder as a running lane to traffic at busy periods) to All Lane Running (permanently removing the hard shoulder and converting it into a running lane). Compared to a traditional motorway widening they deliver: • Increased capacity at significantly less cost than traditional motorway widening. • New technology and variable speed limits to improve traffic flow. • Less congestion and more reliable journeys for customers.

In July 2016 we responded to your Stage 1 consultation and set out the broad parameters and issues we felt would need to be considered as the proposal evolved. Whilst we have been in discussions with you in certain specific technical areas some of the information and documents we are seeing for the first time, indeed this is the first time we have seen the full application detail packaged together. It is acknowledged that the documents provided at this stage are working drafts and our comments below are provided on that basis. Before moving into detailed comments on the technical documentation we note that the newsletter accompanying the consultation makes reference to a Community Fund. However, this then does not feature in the technical documents or the draft Order. We acknowledge that the provision of a community fund is a voluntary offer and that such funds have no weight in the planning balance. As such the decision maker in this respect will have no regard to the provision of a community fund in determining the application. However, this point is not made clear in the consultation documents nor is it evident what mechanism by which the fund will be secured.

SITE DESCRIPTION AND PLANNING HISTORY 1.1 Site Description 1.1.1 This application site is located off Stafford Road/A449, Penkridge. The site measures approximately 9.78ha and is a grassed field sub divided by hedgerows. It is situated towards the north western end of Penkridge, north of a residential estate and south of an open field/hedgerow boundaries. 1.1.2 The field is an irregular shape and is bound along the Stafford Road/A449 by a mixture of hedges, trees and an access gate. Through the southern part of the site runs an existing public footpath (Penkridge 31) that connects to the A449. The site is generally level and its surrounding landscape is broadly undulating in nature. 1.1.3 To the west is located the railway line and to the east the A449 and open fields. The application site is separated from the majority of these dwellings by buffer planting; however the most southern part of the site is separated by a larger gap due to land ownership. 1.1.4 The residential properties are accessed via Goods Station Lane, Nursery Drive, Cooke Close and Grocott Close. 1.2 No Planning History 1.3 Pre-applications have taken place 2.
