River Avon Navigation Update District Councillor Peter Richards attended the Hampton Lucy Parish Council meeting on Wednesday, 13 September, to talk about the proposal for SDC to prioritise the creation of a navigation along the River Avon between Alveston Weir and the Grand Union Canal in . Councillor Richards holds the SDC portfolio for this project. He summarised the current position, emphasising that it is at a very early stage and that SDC is working with the Avon Navigation Trust (ANT) to establish whether the scheme is financially viable and whether the creation of a new navigation would bring tangible benefits to Stratford and Warwick. The Council meeting was temporarily adjourned and the Chairman opened the discussion by stating that 59% of parishioners responded ‘No’ in the 2016 Hampton Lucy Neighbourhood Plan questionnaire: ‘Would you welcome the proposal to open up the River Avon between Alveston and Warwick to navigation?’ Councillors’ and residents’ questions included previous failed attempts to create a navigation, and the WCC public enquiry in 2004 which unanimously rejected the proposal. Also raised were the question of financial viability and likely waste of public money, plans to accommodate boats of up to 12 feet in width, the potential to curtail milling at Charlecote Mill, the need for drastic changes to the river’s flow rate, depth and natural course, and the negative impact on Conservation Areas, listed properties, and a stretch of river which has remained unspoiled for centuries. Councillor Richards advised the meeting that the preparatory work is being jointly funded by SDC and ANT and that there is currently no clear timescale for the completion of the initial economic and environmental studies. He stated that he would not support the use of compulsory purchase powers for what he referred to as a ‘vanity project’ and declared that if there was any possibility that the operation of Charlecote Mill could be adversely affected he would recommend that SDC withdraw its support. Councillor Richards was thanked for his openness and honesty by the Chair, and Councillors and the members of the public who had participated showed their appreciation. CS

Nadhim Zahawi MP Visits Charlecote Mill With his concerns for the viability of Charlecote Mill in the light of the proposal for the creation of a new navigation, Karl Grevatt the miller invited his MP, Nadhim Zahawi, to visit the mill to see for himself how the mill operates. He explained how the productivity of the mill has increased by some 30% since he took over the mill five years ago, how he buys all of his wheat from local farms, and how the market for his flour had grown with the increasing demand from local bakeries and commercial customers in addition to his traditional market of chapatti flour for Asian customers in neighbouring communities. Mr Zahawi was clearly impressed by the mill and restated the view that he expressed in 2014 when the navigation was last mooted - that he would not support any navigation proposal if there was proven opposition from local residents and landowners. Before leaving, he purchased a bag of flour for his daughter’s baking class at school. AJW Why Not Get Involved? This was the first time Rachel had celebrated Holy Communion at Charlecote since her ordination as a priest in Coventry Cathedral at the beginning of July. We were also delighted to welcome some thirty of Rachel's friends, young and old, to our service, enjoying the addition to our numbers. The service was followed by lunch in

Charlecote Village Hall which gave us all a chance to get to know our visitors from Holy Trinity, Stratford. SL Hampton Lucy Parish Field Licence Signed At the Parish Council meeting on Wednesday, 13 September, it was proposed and agreed that the draft Licence granted by the Trustees of the Elizabeth Creak Trust for the Parish Council to occupy the land known as the Parish Field should be accepted and signed. The Licence also includes the right for the Council to occupy the plantation alongside Stratford Road, known as the spinney. The Licence lasts for ten years and formalises the ad hoc arrangements that had been in place since the death of Miss Creak, who owned both areas of land. The Parish Council has been looking after the Parish Field and the Spinney for a long while and the granting of the Licence will not result in any additional expenditure except for the ten-year licence fee of one peppercorn - duly paid! However, it does impose a small additional responsibility on the Council to collect the rents for the allotments alongside the Village Hall on behalf of the Elizabeth Creake Trust. The Trust have declared that the allotments by the river adjacent to the Parish Field will remain rent free. The granting of the Licence will ensure that, for at least the next ten years, the two areas of land will be administered by the Parish Council as an amenity for the village, free from the risk of development. Charlecote & District Lions Club I can’t believe I am having to talk about Christmas already, but now is the time of the year when the Lions start to make plans for their Santa’s Christmas Charity Sleigh. It is one of our major fund-raising events in the year and we know that lots of children look forward to a visit from the old gent with a big white beard! Each year we invite local charities and organisations to take part. We have twenty slots to fill and all we ask is a guarantee that your group can supply four reliable volunteers to be available for one evening between 5.45pm and 8.30pm to do a door-to-door collection. The Lions will be bringing along Santa, a team leader to assist the volunteers, and a driver for the sleigh. If you would like to be considered or require further information then please contact Lion Steve Skinner on 01789 842148. All the money raised from the collections is pooled and shared amongst the organisations taking part. I would also like to invite you to join us in a new event which we are hosting on Sunday, 15 October - a Walking Treasure Hunt around . Come along to Wellesbourne Village Hall for a 2.00pm start. There will be two different routes to choose from - one that will be ideal for ‘little legs’ and another for those wanting more exercise. Do come along - it will suit individuals, couples and families alike. Refreshments will be provided on return. Warwickshire Trading Standards’ Safety Checks Autumn has arrived and residents are being urged to book their free electric blanket test now. Bookings are now open to all residents, irrespective of age. In 2016, one in every three of the electric blankets tested failed and faulty electric blankets are a known cause of house fires. The service is also offering to test kettles, irons, toasters and Christmas lights (again - free of charge) at the same time. Free safety checks will take place throughout Warwickshire during October, including the local venues shown below. The tests will be carried out by an expert electrical examiner. MJW WI’s British Blind Sport Coffee Morning Hampton Lucy and Charlecote WI held a Coffee Morning to raised funds for the charity British Blind Sport on Saturday, 9 September, at the home of Judy Worsley. The weather was fine and there were even some nice, sunny spells. Despite a cool wind, people were still able to sit out in Judy's pretty garden and admire the wonderful display of flowers. Tea or coffee was available on arrival with a selection of delicious homemade cakes. Alaina MacGregor, Chief Executive of British Blind Sport, came along and was able to answer questions about the charity. There was a cake stall, a bring-and-buy table, and a raffle with lots of wonderful prizes. Phoenix Cards were also on sale. A very big “thank you” goes to everyone who helped on the day, to all those who donated cakes, gifts and raffle prizes and, of course, to Judy for hosting the event. The deer rut will begin as soon as the weather turns colder - listen for the bucks bellowing once we’ve had a frost or two. If you’d like a close-up view of the rut, do have a look at our volunteer photographer’s film in the deer section of the Charlecote website. We’ve noticed one or two visitors encouraging children to get close to the deer to “pet” them. Please, please don’t ever do this - they are unpredictable wild animals and even our Rangers never handle them. The house is open every day except Wednesdays until 5 November. On Wednesdays access to the house is by free guided tour only. Just collect a timed ticket, (limited numbers, not bookable in advance), on your way in through Visitor Reception. MG
