and Bosworth Borough Narrative Members Briefing – September 2019

The table above sets out the number and type of schools within the District as at 14th August 2019.

Primary There are 33 primary schools in the Hinckley & Bosworth Borough Council area, 17 are Academies and 16 are LA maintained.

Secondary There are 10 Secondary schools all of which are Academies.

Post 16 There are 5 post 16 providers in Hinckley & Bosworth Borough Council area: Desford , Groby Community College, Earl Shilton , Hinckley John Cleveland 6th form centre and North and Hinckley College. Earl Shilton Heath Lane admitted no new students to Post 16 in September 2018 and all Post 16 offer will be removed at the end of the 2018/19 academic year.

Special There is an area Special School, a special nursery, 2 units for pupils with Moderate Learning Difficulties attached to Primary Schools and 1 unit for pupils with Autism Spectrum Disorder attached to a Primary School and a Nursery.

Pupil Places - Planned Housing Growth

Hinckley & Bosworth Borough Council currently has two large housing development sites: the Dodwells site in Hinckley has been approved for up to 850 dwellings and a S106 agreement has been signed to provide the site and a significant financial contribution for a new primary school, along with contributions towards secondary and special education.

The Barwell SUE has been granted planning permission subject to the completion of a Section 106 agreement which is ongoing.

The application for Earl Shilton for 1600 houses is expected, although a planning application is yet to be submitted to HBBC.

The forecast primary capacity overall in HBBC was showing the requirement for a significant amount of new primary places. The first phase of expansion saw the relocation of Holliers Walk Primary School to the former Mount Grace High School, 2

creating an additional 210 places for Hinckley Town from September 2106. Schemes have recently been completed to add 210 places at Richmond Primary in Hinckley, the first of which were available in September 2017; and 210 places at Sketchley Hill Primary in Burbage, the first of which became available from September 2018. Newlands Primary in Barwell has also recently relocated to the former Heathfield High School site enabling the school to expand, with further expansion potential in the future.

We continue to keep Hinckley, Burbage and Barwell under review regarding further expansion of capacity.

Additional have been Desford Primary and a scheme is currently underway to expand Newbold Verdon Primary as forecast numbers continue to fluctuate.

There are significant housing gains forecast and as previously stated it is highly likely that a new school will be provided in Hinckley.

Overall a total of 1,420 additional places have been and are programmed to be provided across HBBC schools.

Forecasting

Primary

A number of schools are forecast to exceed their capacity in the coming years, largely due to housing gain. S106 agreements are held for numerous housing developments and schemes will be drawn up and implemented when appropriate.

As above, a number of schemes are underway, or are in the planning stages. Some of these schemes aim to deliver places in localities to satisfy wider expected demand from housing developments.

Secondary

A number of secondary schools in the district are forecast to exceed their capacity figure, however, a number of these are due to expected gains from housing developments which have not yet commenced. Additionally, the effects of the restructuring of the secondary system through Age Range Change are still being felt, along with the merging of some schools and closure of sites.

The LA is monitoring the situation closely as the progression of the bulge in primary numbers starts to enter the secondary sector, along with expected housing development.

First Time Admissions 2019

At National Offer Day on 16th April 2019 there were 25 Hinckley & Bosworth children who had no offer of a school place. Of these 25 children, 15 parents had only stated one school preference and 11 parents did not put the catchment school on the application form. 3

Hinckley & Bosworth District (as at 20/05/2019) has 1,391 places available for First Time Admissions (FTA) in September 2019. 1,232 applications were received of which 1,210 were from children living in the District. A total of 1,204 places have been allocated leaving a surplus of 187 places.

Westfield Infant School and Battling Brook PS are amongst the most popular schools in Hinckley & Bosworth. Westfield Infant School was oversubscribed by 130 applications and Battling Brook PS was oversubscribed by 99 applications. The two most under-subscribed schools in are Parks Primary School with 28 spare places and Sketchley Hill Primary School with 25 spare places on offer date. This is not a concern with Sketchley Hill Primary School as the school has been expanded from 420 to 630 places and now shares the same catchment as Westfield Infant School. It is anticipated most of the children who failed to secure places at Westfield Infant School will be taking up places at Sketchley Hill PS in the next few weeks.

Across Hinckley and Bosworth most children secured their place under the catchment criteria.

Secondary Admissions 2019

At National Offer Day on 1st March 2019 there were 17 Hinckley & Bosworth children who had no offer of a school place. Of these 17 children, 15 parents had only stated one preference and only one parent had stated the catchment school as a preference which was a late application.

In general, all Hinckley & Bosworth secondary schools remain popular and have been filled. One school is significantly oversubscribed. The exceptions are Heath Lane Academy which is under-subscribed by 33 places and which is undersubscribed by 104 places. Therefore across Hinckley there is sufficient school capacity to meet demand.

Leicestershire

Leicestershire County Council has provided an additional 154 new First Time Admission (FTA) places for September 2019 across the County and will be providing a further 1,102 primary places from the 2019/20 Capital programme.

There has been a slight decrease in the percentage of applicants obtaining their first preference for September 2019 from 92.8% to 90.3% this year.

New Admissions Policy

The Leicestershire Admissions Policy is required to comply with the National School Admissions Code, last revised in December 2014. The LA policy applies to all Maintained Schools. Academies are their own admissions authority so have their own policy (some follow the Leicestershire model but others do not).

The LA Admissions Policy was revised in 2018 at which time it was amended so that at the point of first time admission and secondary transfers, if there were more

requests for in-catchment children than the admission number (AN), the AN would not be exceeded, except in exceptional circumstances.

All admitting authorities are awaiting new National Admissions and Appeals Codes, as the current ones are overdue a review (Admission 2014, Appeals 2012). The DfE have indicated no review is likely until after Brexit.

Leicestershire will this year be consulting on its admissions policy; criteria and a catchment boundary change affecting Whetstone Badgerbrook Primary School, the Blaby/Countesthorpe area and the Ashby area. The catchment change is to future proof the pressure on Whetstone Badgerbrook Primary School, Countesthorpe Greenfield Primary School and to amend catchment areas in Ashby to include the new primary school. The LA’s consultation will be launched in the Autumn and the changes will come into force for school admissions in Autumn 2021.

The policy in general has also been refreshed, for example removing the social and domestic oversubscription criteria and faith criterion to bring our criteria in-line with national trends.

All academies as their own admitting authorities must also adhere to running a formal consultation to change their admissions policy and arrangements. Many have consulted and moved away from the LA’s admissions model. However there are issues arising with academies having outdated policies and not having their admissions policy published on the school website. These academies are then challenged to ensure compliance to avoid the risk of a school adjudicator investigation.

SEND Provision

There is increasing demand for additional SEND places particularly in respect of Communication and Interaction (C&I) and Social Emotional Mental Health (SEMH) Needs. There is also a specific growth around post 16 provision. The most recent forecast of demand anticipates a 22% growth in pupil places required over the next 5 years.

To meet the demand for places the LA has implemented the High Needs Block Development Plan, approved by Cabinet 29th March 2019. The plan will enable over the next few years the development of: - • 10 new units for SEMH Primary /Secondary • 5 new units for C & I • Expansion of all 6 existing special schools • Development of a new C & I school in Barwell • Development of 2 SEMH free schools • And, longer term, potentially a new area special school.

To deliver the above requires a substantial capital programme (c£30M) and complex changes in the organisation/governance arrangements of schools. All work is currently on track to enable the opening of the first units in 2019.

All new schools will be designated Free Schools, this is another form of Academy and will be run by a Multi Academy Trust appointed by the regional schools commissioner (DfE) having followed the free school presumption process.
