II. Approval of Prior Meeting Minutes #2017-15 dated August 10, 2017:

A motion was made by Member Benware to approve the Prior Meeting Minutes #2017-15 dated August 10, 2017. The motion was seconded by Member Pareja.

Motion to approve passes: 5-0-2.

III. Review Sign Permits for G & L Trophies at 10838 Cicero (returning from 8/10/2017):

Mr. Tim Furmanek, 10838 South , Oak Lawn, . Si Yoon Cho, Dream LED Sign, 6141-1/2 W. Touhy Avenue, , IL. Member Benware asked the petitioner if the LED electronic message board is a permanent part of the sign. Mr. Cho responded yes. Member Benware explained to the petitioners that the Sign Ordinance stipulates that the electronic message board cannot be more than 33% of the total sign area. Member Benware commented that the proposed message board needs to be reduced. Mr. Furmanek expressed that he will go back to the “drawing board”. Mr. Furmanek asked if he can increase the size of the letters. Member Benware responded yes. He explained that the sign must meet the Sign Code of 7 ½% in area of the elevation. Member Kolar suggested to the petitioner to add the tagline “Trophies and Awards” beneath G&L. Mr. Furmanek asked about putting “Trophies and Awards” to the left and right of G&L. Member Kolar responded that it may work but he would like to see a snapshot / version of that option. A motion to table was made by Member Pareja and was seconded by Member Cwiklinski. Voice vote: All in favor, aye; All opposed, none. Motion to table passes. IV. Review Sign Permits for Genuine Paints at 10828 Cicero (returning from 8/10/2017):

Mr. Sam Albitouni, 10828 South Cicero Avenue, Oak Lawn, Illinois.

Member Benware commented that the Committee will be reviewing three signs. The petitioner responded yes. He said that he intends to remove and replace three signs. Member Benware asked the petitioner if he will be painting the wall. The petitioner responded yes. Member Kolar asked the petitioner what color paint he will be using for the wall. The petitioner responded gray.

Member Banik asked the petitioner if his business will include both sales and service. The petitioner responded that he will only be doing sales of paint to auto body shops and companies.

Member Kolar asked the petitioner if Genuine Paints is a registered trademark. The petitioner explained that Genuine Paints is a Sherwin Williams company.

Member Kolar made a motion to approve the Sign Permits for Genuine Paints at Cicero Avenue with the stipulation that the wall is painted before new signage is installed. The motion was seconded by Member Goetz.

V. Review Sign Permits for Oak Lawn Mazda at 6750 West : Mr. Anthony Perna, Signco, Inc., 1327 N. 31st Avenue, Melrose Park, Illinois. The petitioner indicated that the proposed sign is an upgrade for the dealership. Member Benware asked the petitioner if there was any considerations in making the existing pole sign a low monument sign. The petitioner responded that the pole sign is uniform to other Mazda dealerships. Member Benware expressed that he feels the petitioner will get some push back on the pole signs. Member Benware said that the proposed sign package as far as aesthetics is good but the trend seems to be smaller monument signs. The petitioner pointed out that the existing pole sign is taller than the proposed pole sign. Member Kolar asked if the proposed signs are digital. The petitioner responded that the signs are vinyl and he stated that there are no digital signs. Member Kolar asked about the concrete slab/foundation for the pole sign and whether it will be removed. The petitioner responded yes. Member Benware commented that landscaping around the pole sign will help and he reiterated that the preferred sign would be a stone-based monument sign. Mr. McKenna suggested that the proposed sign package be tabled to give the property/business owner a chance to speak with the Village Manager about the pole sign. Member Kolar explained to the petitioner that the Village is leaning toward the trend of monument signs. The petitioner asked if there are regulations currently in place as far as “staying away” from the larger signs. The petitioner expressed that what is going to happen is the dealership and owner/landlord have packages that need to be identical and if there is not something mandating this Committee’s request, he feels that it may pose a problem. Member Benware suggested that the owner of the dealership reach out to the Village Manager. Member Benware commented that if the Village Manager agrees to the proposed sign package then it can move forward but if the discussion leads to changing the pole sign to a monument sign then the petitioner will need to return with a new sign request as it relates to the monument sign. Member Benware said all the wall signs are fine. A motion was made by Member Benware to table the Sign Permits for Oak Lawn Mazda at 6750 West 95th Street and was seconded by Member Bennett. Member Banik asked the petitioner if Marco’s Pizza is a franchise. Mr. Cherry responded yes. He indicated that Marco’s Pizza has been around since 1978 and there are 800 stores across the United States. Member Banik asked where corporate headquarters is located. Mr. Cherry replied Toledo, Ohio.

Member Benware commented that the paperwork shows that the total sign area is 40.65’ per sign. Member Benware pointed out that the front elevation allows for 31 ½ square of feet of signage and the side elevation allows for 82.65 square feet. Member Benware said the front sign exceeds Village sign requirements and will need to be reduced. Member Benware suggested that the petitioner reduce both signs and he also mentioned that the white space between the letters does not need to be included when calculating the dimensions.

Member Benware asked the petitioner what will happen with the awnings. The petitioner indicated that the awnings will be recovered.

A motion was made by Member Kolar to approve the Sign Permit for Marco’s Pizza at 10916 Cicero Avenue with the stipulation that 1) the petitioner resubmit to Don McKenna the corrected size dimensions so that both signs meet Village sign requirements and 2) if a reduction is size is required then both signs must be the same size since it is a corner lot. The motion was seconded by Member Pareja.

VII. Review Sign Permits for Advocate Christ Medical Center at 4440 W. 95th Street:

Mr. Adam Bloom Project Manager, Advocate, 4400 West 95th Street, Oak Lawn, Illinois. Mr. Drew Santana, Poblocki Sign Company, 922 S. 70th Street, West Allis, Wisconsin.

Mr. Bloom explained that the request is to replace an existing sign. Mr. Santana indicated that two years ago Advocate redid the campus way finding exterior signage but the subject sign was overlooked.

Member Benware commented that the proposed sign appears to be shorter than the existing sign. Mr. Santana responded yes. Member Benware asked if the proposed sign is illuminated. Mr. Santana replied yes.

A motion was made by Member Banik to approve the Sign Permit for Advocate Christ Medical Center at 4440 West 95th Street and was seconded by Member Goetz.

VIII. Review Sign Permit for Dream Realty at 4737 West 103rd Street:

Ms. Rose Bulza, 4425 West 101st Street, Oak Lawn, Illinois. Mr. David Garza, Sign Contractor, 809 Prairie Crossing Drive, Yorkville, Illinois. Member Benware commented that part of the sign is a box sign and the other part of the sign is channel letters. He asked the petitioners if the sign is illuminated. Mr. Garza responded yes.

A motion was made by Member Pareja to approve the Sign Permit for Dream Realty at 4737 West 103rd Street and was seconded by Member Cwiklinski.

IX. Review Sign Permits for Providence Bank & Trust at 10419 S. Cicero Avenue:

Ms. Victoria Scanlon, Providence Bank & Trust, 10419 S. Cicero Avenue, Oak Lawn, Illinois.

Mr. Bill Hollahan, Absolute Advertising, 14052 W. 90th Avenue, St. John, .

Member Benware commented that the request is to change the wall sign and the tenant panel on the pole sign. Mr. Hollohan responded that is correct. Member Benware asked if the wall sign will be mounted onto the existing mansard. Mr. Hollohan responded yes. Member Benware asked the petitioners if there was a specific reason why the wall sign is not being placed over the door. Mr. Hollohan responded that the landlord recommended that the sign be placed and centered between the two bump outs.

Member Kolar asked the petitioner if there was any thought in making the tenant panel background black as it would match the existing black frame on the pole and he feels it would look better. Ms. Scanlon indicated that Providence Bank’s logo has a white background. Mr. Hollohan said the white background will be a shade off from a stark white color. Member Kolar said if it is a branding issue he understands but feels that the black background color should be considered as it would look a lot nicer. Mr. Hollohan said he can add an outline. Ms. Scanlon said she can bring the suggestion back to corporate.

Member Cwiklinski made a motion to approve the Sign Permits for Providence Bank & Trust at 10419 S. Cicero Avenue with a recommendation to consider changing the tenant panel to a black background with a crème border. The motion was seconded by Member Benware.

X. Review Sign Permit for La Michoacana del Panda at 5114 Museum Drive:

Ms. Evelyn Govea, La Michoacana, 5114 Museum Drive, Oak Lawn, Illinois.

Mr. Noe Govea, La Michoacana, 5114 Museum Drive, Oak Lawn, Illinois.

Ms. Maria Ramos, ED Signs, Inc., 3339 W. Columbus Avenue, Chicago, Illinois.

The petitioners gave a brief history of their business.

Ms. Ramos commented that the petitioners changed their mind on using channel letters and is proposing to have an illuminated box sign. Ms. Ramos showed a new rendering.

Member Benware commented that he prefers the channel letters over the box sign. He expressed that he is disappointed that the petitioners decided to do a box sign. The petitioner commented that the issue with the pink channel letters is that it will not show well on the brick. Member Bennett agreed that the pink letters will fade into the brick.

Member Pareja asked if the box sign will be larger than the channel letters. The petitioner responded yes.

Member Kolar commented that he understands the issue with the colors of the letters on the brick and he suggested adding a white lexan panel and pin mounting the letters onto the lexan as opposed to the proposed box sign. He asked the petitioner if they would consider his suggestion. Member Kolar expressed that he feels the sign should reflect their tagline “premium” and he reiterated that the look of the sign would be better using the pin mounted letters versus a box sign. Member Benware added that the sides of the channel letters can be white which would help the sign stand out on the brick.

Member Pareja expressed that he feels that the box sign is done well. Member Banik said he feels that adding the tag line “Ice Cream Shoppe” is important so that people know the type of store.

Member Benware asked how many signs are being installed. The petitioner responded three (3). Member Benware said one sign will face Cicero, one sign will face Museum Drive, and the other sign will face 95th Street. Member Benware asked if all three signs are the same size. Mr. Govea responded yes. Member Benware asked that the box sign facing Museum Drive fits between the balusters on the building. Member Benware asked if the sign dimensions have been verified to meet Village sign requirements. Member Benware calculated the dimensions that would be allowed for the signs. He indicated that the box sign is twice the size of what is allowed. Member Benware commented that the box sign facing Museum Drive is okay as far as size dimensions but the other signs are larger and will need to be reduced.

A motion was made by Member Benware to table the Sign Permit for La Michoacana del Panda at 5114 Museum Drive and was seconded by Member Cwiklinski.

XI. Review Sign Permit for Nancy Koss at 5401 West 95th Street:

Mr. Greg Romero, Eco Roofs & Restoration, 8612 South Kostner, Chicago, Illinois.

The petitioner indicated that the existing sign is made of plywood with metal dimensional letters and because the sign is “weathered” he is going to replace the wood sign with PVC materials. He said he will be using the same letters.

Member Kolar needed to leave the meeting.

A motion was made by Member Bennett to approve the Sign Permit for Nancy Koss at 5401 West 95th Street. The motion was seconded by Member Goetz.

XII. Review Sign Permits for CIBC (formerly Private Bank) at 10515 S. Cicero Avenue:

Mr. Doug Merritt, Icon Identity, 1418 Elmhurst Road, Elk Grove Village, Illinois.

The petitioner explained that the proposed package is basically the same as far as sign dimensions and quantity. He said the change is only in the ownership and the branding of the property. The

petitioner said the only real change is the primary sign which is an aluminum base and is a higher quality sign. The petitioner indicated that the building signage is non-illuminated.

Member Benware referenced the main wall sign and discussed the allowable sign dimensions. The petitioner responded that the signs do fall within the Village Sign Ordinance.

Mr. McKenna asked if the CIBC is somewhat repetitive on the signs. The petitioner replied that he understands Mr. McKenna’s comment but that is CIBC’s branding.

Mr. McKenna asked the petitioner to follow up with him with the sign and building dimensions when picking up the permits.

A motion was made by Member Pareja to approve the Sign Permits for CIBC (formerly Private Bank) at 10515 S. Cicero Avenue and for the petitioner to follow up with Village staff about the front facing sign. The motion was seconded by Member Banik.

XIII. Review ATM Sign Permits for CIBC (formerly Private Bank) at 10515 S. Cicero Avenue:

Mr. Brian Jancczak, Optivia Solutions, 747 N. Central Avenue, Wooddale, Illinois.

The petitioner indicated that CIBC will replace like for like the existing canopy over the ATM and switch out the existing sign inserts with new sign inserts of the CIBC logo. The petitioner indicated that the total square footage is less than a square foot. The petitioner said there is no electrical and they are using the existing canopy. Member Benware asked if the canopy is illuminated. The petitioner replied yes. He said everything is already established. Member Benware asked if the top portion will be illuminated. The petitioner responded yes.

A motion was made by Member Banik to approve the ATM Sign Permits for CIBC at 10515 Cicero Avenue and was seconded by Member Bennett.

Motion to approve passes: 6-0-0.
