Developments in Middle Eastern insurance markets are continuing to accelerate as international insurers show increasing interest in the region. January’s Middle East Insurance Forum attracted an unprecedented audience, including speakers from Lloyd’s, Norwich Union, Aon, Willis and Heath Lambert. As well as international companies moving into the region, new initiatives are underway within the region itself. The Minister of the Economy and Trade of the United Arab Emirates recently called for consolidation within the insurance sector of the Gulf countries, so that local companies will be better able to compete with international entrants to the market. However, the most important new development is the commitment of the Dubai International Financial Centre (DIFC) to creating an international insurance hub in Dubai. A new regulatory framework is being specially designed to meet the needs of the global financial services companies located within the Centre. As well as the regulatory and commercial infrastructure, the DIFC is also at this moment building the physical environment, in the form of an ultra-modern, purpose-built, state-of-the-art, secure financial district. The DIFC is now considering applications to operate within the Centre. Among the attractive features it offers its participants are:

As well as increased demand for insurance services, the region is, importantly, able to provide the capital to finance these developments. It should be noted that, according to a study carried out by Booz Allen & Hamilton, funds under management outside the region, with their origin in the Middle East, currently amount to $1.4 trillion. The development of the financial system in the Middle East will facilitate the return of part of this sum to the region, offering great potential to the reinsurance and other financial services sectors.

Regional growth That the industry is going through a period of expansion is shown in the growth rates exhibited during the last decade. Mr Márquez thinks that the market has grown a solid 50 per cent over this period of time. As far as the benefits from this expansion are concerned, he thinks these have been lower. Mr Senén is more cautious and refers to a 15 per cent average growth rate. As per coverage, it is commonly agreed that maximum medical expense coverage is substantially low when compared to that in the US or Europe (see ITIJ 36, Repatriation – at any cost?). Some insiders explain this by referring to the devaluation of the dollar and the appreciation of the euro, while others maintain it has to do with volume (less insured people, which makes it impossible to achieve economies of scale), price (Latin American coverage is more economical than those more commercialised companies in Europe) and costs (up to 60 per cent cheaper than in the US). The main channels of distribution for travel insurance in the region are travel agencies and tour operators. In the corporate market, credit cards, insurance companies and car manufacturers also play an important role. The Internet – although extensively used for other purposes – is hardly used as a commercial tool and is mainly perceived both by the industry and the public as a consultation or benchmarking tool. As for the future, and as in many other developing countries, the prospects for the industry are quite good, but not exempt from handicaps. ‘The future is promising because there are still large segments of the population uninsured,’ says Mr Márquez, ‘The main challenges are the uncertainties in the regional economies: Devaluation, inflation, unemployment, and so forth, which are key to the stability of the region, and thus have a strong impact on travel and
