This session focuses on analyzing the objectives of transitional justice measures and their political and historical context. The holistic approach: implementation of judicial and extrajudicial measures, complementarity and forms of cooperation, challenges, best practices, and lessons learned Alejo Vargas Velásquez, professor at the National University of Colombia and Head of the Monitoring of the Peace Process Think Tank, Colombia; and Naomi Roht Arriaza, Professor of law, Hastings College of Law, University of California, United States.

2. Complementarity with international justice: best practices, lessons learned and challenges Humberto Sierra Porto, judge at the Inter-American Court of Human Rights, Colombia; and Kai Ambos, Law professor at the Georg-August-Universität Göttingen, and director of the Research Centre for Latin American and (CEDPAL), Germany.

3. Guarantees of non-repetition in transitional justice processes: challenges and realities María Camila Moreno, director of the International Center for Transitional Justice in Colombia, Colombia; and Antonia Urrejola, commissioner and Rapporteur for Memory, Truth and Justice for the IAHCHR, Chile.

4. Judicial and extrajudicial measures and sanctions: implementation challenges and their impact in terms of guarantees of non-repetition Juan Ramón Martínez, president of the First-Instance Section for cases involving the Acknowledgement of Truth and Responsibility of the Special Jurisdiction for Peace, Colombia; and Raúl Rosende, Verification Director of the UN Verification Mission in Colombia.

Participation, empowerment, and dignity of victims in judicial and extrajudicial processes: Group 2 Roberto Vidal, judge in the First-Instance Section for cases involving the Acknowledgement of Truth and Responsibility of the Special Jurisdiction for Peace and coordination of the Commission for the Participation of Victims at the JEP, Colombia; and Youk Chhang, director of the Documentation Center of Cambodia and a survivor of the Khmer Rouge’s killing fields.

7. The role of the defense in transitional justice proceedings: Uldi Teresa Jiménez López, Justice and Peace judge, deputy judge of the Special Jurisdiction for Peace, Colombia; Peter Robinson, criminal defense attorney at numerous tribunals, including the International Criminal Court, the International Criminal Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda, United States.

8. The role of think tanks and academia in building transitional justice: Rodrigo Uprimny, lawyer and researcher at the Center for the Study of Law, Justice and Society (Dejusticia), Colombia; and Almudena Bernabeu, lawyer and executive director of the Guernica Centre for International Justice, Spain.
