The rules for the One Hundred Fifteenth Congress were adopted on January 3, 2017, when the House agreed to House Resolution 5. In addition to a series of changes to various standing rules, House Resolution 5 included sepa- rate free-standing orders constituting procedures to be fol- lowed in the One Hundred Fifteenth Congress. Expla- nations of the changes to the standing rules appear in the annotations following each rule in the text of this Manual. The substantive changes in the standing rules made by House Resolution 5 of the One Hundred Fifteenth Con- gress included: (1) authority for the Sergeant-at-Arms to impose a fine for unauthorized photography or audio or visual recording or broadcasting in the Chamber by a Member, Delegate, or the Resident Commissioner, subject to appeal to the Committee on Ethics, and authority for the Chief Admin- istrative Officer to deduct a fine from salary otherwise due (clause 3(g) of rule II; clause 4(d) of rule II); (2) authority for the House, the Speaker, a committee, or a committee chair to continue litigation matters author- ized in a prior Congress (clause 8 of rule II); (3) clarification on ownership and control of the records of a Member, Delegate, or the Resident Commissioner (clause 6(b) of rule VII); (4) restatement of the procedure for responding to sub- poenas to conform to practice (rule VIII); (5) expansion of committee oversight plans to also in- clude plans to review and reauthorize programs and agen- cies with lapsed authorization (clause 2(d) of rule X); [V] VerDate Mar 15 2010 14:27 Jun 02, 2017 Jkt 024824 PO 00000 Frm 00005 Fmt 0843 Sfmt 0843 H:\BIN-H\PUBLICATIONS\MANUAL\115\20170601.115 209-5A PREFACE (6) authority for several committees to exceed the limit on the number of subcommittees allowed, codifying pre- vious separate orders to that effect (clause 5(d) of rule X); (7) requirement that committee reports include state- ment on duplicative Federal programs (clause 3(c) of rule XIII); (8) clarification of the Ramseyer rule to remove an unin- tended consequence of a change effected in the 114th Con- gress (clause 3(e) of rule XIII); (9) authority for the Committee on Homeland Security to close additional days of hearings (clause 2(g) of rule XI); (10) restriction on disorderly or disruptive conduct in the Chamber during legislative proceedings (clause 9 of rule XVII); (11) authority for the Delegates and the Resident Com- missioner to preside over the Committee of the Whole (clause 1 of rule XVIII); (12) expansion of the Speaker’s authority to postpone votes to include the question of adopting a motion to re- commit and the question of adopting a motion to concur in a Senate amendment (clause 8(a) of rule XX); (13) clarification on the Speaker’s authority to reduce voting time on a question arising after a report from the Committee of the Whole or on the question of adoption a motion to recommit (clause 9(b) of rule XX); (14) restriction on an amendment to a general appro- priation bill proposing a net increase in the level of budget authority in the bill (clause 2(g) of rule XXI); (15) requirement for a comparative print for any bill, joint resolution, or amendment in the nature of a sub- stitute proposing to amend or repeal current law showing such changes, and for a comparative print for a reported bill or joint resolution showing changes between the form of the measure as reported and as considered on the floor (effective December 31, 2017) (clause 12 of rule XXI); and (16) designation of the document repository operated by the Clerk as the location at which documents may be made electronically available for purposes of satisfying layover requirements (clause 3 of rule XXIX). In addition to the amendments cited above, mobility- based references throughout the standing rules were eliminated or replaced with mobility-neutral language (sec. 2(e), H. Res. 5, Jan. 3, 2017, p. l).     Order Code 93-875 Expulsion and Censure Actions Taken by the Full Senate Against Members Updated November 12, 2008 Jack Maskell Legislative Attorney American Law Division Expulsion and Censure Actions Taken by the Full Senate Against Members Summary The authority of the United States Senate (as well as of the House) to establish the rules for its own proceedings, to “punish” its Members for misconduct, and to expel a Member by a vote of two-thirds of Members present and voting, is provided in the Constitution at Article I, Section 5, clause 2. This express grant of authority for the Senate to expel a Senator is, on its face, unlimited — save for the requirement of a two-thirds majority. In the context of what the Supreme Court has characterized as, in effect, an “unbridled discretion” of the body, expulsions in the Senate, as well as the House, have historically been reserved for cases of the most serious misconduct: disloyalty to the government or abuses of one’s official position. The Senate has actually expelled only 15 Members — 14 of those during the Civil War period for disloyalty to the Union (one of these expulsions was subsequently revoked by the Senate), and the other Senator during the late 1700s for disloyal conduct. The House of Representatives has expelled only five Members in its history, three during the Civil War period, one in 1980, and another in 2002, after convictions for bribery and corruption offenses related to official congressional duties. In the Senate, as well as in the House, however, other Members for whom expulsion was recommended have resigned from office prior to official, formal action by the institution.

Bradshaw, Advisor The purpose of this dissertation is to analyze the dominant ideologies and hegemonic social constructs the television series Friends communicates in regard to friendship practices, gender roles, racial representations, and social class in order to suggest relationships between the series and social patterns in the broader culture. This dissertation describes the importance of studying television content and its relationship to media culture and social influence. The analysis included a quantitative content analysis of friendship maintenance, and a qualitative textual analysis of alternative families, gender, race, and class representations. The analysis found the characters displayed actions of selectivity, only accepting a small group of friends in their social circle based on friendship, gender, race, and social class distinctions as the six characters formed a culture that no one else was allowed to enter. iv ACKNOWLEDGMENTS This project stems from countless years of watching and appreciating television. Stiff A body of constitutional and statutory provisions provides Congress with perhaps its most Legislative Attorney important legislative tool: the power to direct and control federal spending. Congress’s “power of the purse” derives from two features of the Constitution: Congress’s enumerated legislative powers, including the power to raise revenue and “pay the Debts and provide for the common Defence and general Welfare of the United States,” and the Appropriations Clause. This latter provision states that “No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law.” Strictly speaking, the Appropriations Clause does not provide Congress a substantive legislative power but rather constrains government action. But because Article I vests the legislative power of the United States in Congress, and Congress is therefore the moving force in deciding when and on what terms to make public money available through an appropriation, the Appropriations Clause is perhaps the most important piece in the framework establishing Congress’s supremacy over public funds. Davis Analyst on Congress and the Legislative Process August 25, 2015 Congressional Research Service 7-5700 www.crs.gov R40555 Delegates to the U.S. Congress: History and Current Status Summary Delegates, representing territories that had not yet achieved statehood, have served in the House since the late 1700s. In the 20th century, the concept of delegate grew to include representation of territories where the United States exercises some degree of control but were not expected to become states. In the 114th Congress, the U.S. insular areas of American Samoa, Guam, the Northern Mariana Islands, the Virgin Islands, and the federal municipality of the District of Columbia are each represented in Congress by a delegate to the House of Representatives. In addition, Puerto Rico is represented by a resident commissioner, whose position is treated the same as a delegate. This report provides historical background on the development of the position of delegate to Congress and on the rights of a delegate once seated. The Constitution makes no provision for territorial representation, and early laws providing for territorial delegates to Congress did not specify the duties, privileges, and obligations of these representatives. It was left to the House and the delegates themselves to define their role. On January 13, 1795, the House took an important step toward establishing the functions of delegates when it appointed James White, the first territorial representative, to membership on a select committee. In subsequent years, delegates continued to serve on select committees as well as on conference committees.

    MOTIONS EXPLAINED Adjournment: Suspension of proceedings to another time or place. To adjourn means to suspend until a later stated time or place. Recess: Bodies are released to reassemble at a later time. The members may leave the meeting room, but are expected to remain nearby. A recess may be simply to allow a break (e.g. for lunch) or it may be related to the meeting (e.g. to allow time for vote‐counting). Register Complaint: To raise a question of privilege that permits a request related to the rights and privileges of the assembly or any of its members to be brought up. Any time a member feels their ability to serve is being affected by some condition. Make Body Follow Agenda: A call for the orders of the day is a motion to require the body to conform to its agenda or order of business. Lay Aside Temporarily: A motion to lay the question on the table (often simply "table") or the motion to postpone consideration is a proposal to suspend consideration of a pending motion. Close Debate: A motion to the previous question (also known as calling for the question, calling the question, close debate and other terms) is a motion to end debate, and the moving of amendments, on any debatable or amendable motion and bring that motion to an immediate vote. Limit or extend debate: The motion to limit or extend limits of debate is used to modify the rules of debate. Postpone to a certain time: In parliamentary procedure, a postponing to a certain time or postponing to a time certain is an act of the deliberative assembly, generally implemented as a motion.

Sound complicated? Controlling? Boring? Intimidating? Why do we need to know all those rules for conducting a meeting? Why can’t we just run the meetings however we want to? Who cares if we follow parliamentary procedure? How many times have you attended a meeting that ran on and on and didn’t accomplish anything? The meeting jumps from one topic to another without deciding on anything. Group members disrupt the meeting with their own personal agendas. Arguments erupt. A few people make all the decisions and ignore everyone else’s opinions. Everyone leaves the meeting feeling frustrated. Sound familiar? Then a little parliamentary procedure may just be the thing to turn your unproductive, frustrating meetings into a thing of beauty — or at least make them more enjoyable and productive. What is Parliamentary Procedure? Parliamentary procedure is a set of well proven rules designed to move business along in a meeting while maintaining order and controlling the communications process. Its purpose is to help groups accomplish their tasks through an orderly, democratic process. Parliamentary procedure is not intended to inhibit a meeting with unnecessary rules or to prevent people from expressing their opinions. It is intended to facilitate the smooth func- tioning of the meeting and promote cooperation and harmony among members.
