149 Local Police Report - Concern expressed about theft from vehicles and properties. Residents are urged to be extra vigilant and report anything suspicious to the Police. Cllr. Hardy had started a dialogue with a Police Officer from the Pickering Ward about Neighbourhood Watch.

Police Surgeries March – June 2019 - Dates and times for Police Surgeries at Ignition Coffee and Haltemprice Leisure Centre were circulated.

150 Minutes of the Parish Council Meeting (14th February 2019) - The minutes of the Parish Council Meeting held on Thursday 14th February 2019 were accepted as a true record of what took place and were duly signed by the Chairman.

151 Matters Arising from Minutes

Minute 135 (118) - Cllr. Almond informed members of further information about the name ‘Petfield’.

Minute 135 (122c) - Cllr. Almond advised that a milestone exists at the end of Tranby Lane just next to the roundabout stating ‘6 miles to Hull’.

Minute 139c - The grit bins on Maplewood estate are sufficiently filled, therefore no further action required until later in the year.

Minute 143 - The Clerk briefed members on the recent Clerk’s training event held at County Hall, .

152 Finance Report - Finance report to 28th February 2019 was circulated for discussion and subsequently approved.

Grant Application – Hull and East Yorkshire Swift Conservation Group - The Chairman read out details of the application received from the Hull and East Yorkshire Swift Conservation Group and advised that the purpose of the request is to help towards the cost of providing swift nest boxes for installation on properties in Anlaby and Anlaby Common. After discussion, it was agreed to award the amount of £100.00 and advise that when the group have received a positive response to their leaflet drop they can apply again for a further grant.

154 Recommendations by the Parish Council to the Council on Planning Applications  FULL PLANNING PERMISSION - Construction of ramp to provide disabled access – St Peters Church, Wilson Street, Anlaby – Recommend approval.  FULL PLANNING PERMISSION - Internal and external alterations including erection of single storey extension to side to provide additional amenity space and storage – A And A Motors (Yorkshire) Limited, 29 Springfield Way, Anlaby – No observations. (Cllrs.  FULL PLANNING PERMISSION - Alterations to roof to create gable end with installation of roof lights to front, construction of dormer window and erection of single storey extension to rear – 134 Spring Gardens, Anlaby Common – No observations.  FULL PLANNING PERMISSION - Installation of extraction flue for spray booth – Peter Fraser Accident Repair Centre, Fraser Way, Anlaby – No observations.

Planning Application - Erection of single storey extension and relocation of existing garage at Acre Heads Primary School, Anlaby Common will be considered by the Western Area Planning Sub Committee on 19th March 2019 at County Hall Beverley.

155 Update from Working Groups

a) Community Events - Nothing to report.

b) Environment

Anlaby Common - Very wet on the Common. Large number of dog walkers seen.

Clerk to make a formal request to the Head of Planning, E.R.Y.C. for his thoughts on the vision document for land south of Hull Road, Anlaby Common, submitted by Barton Willmore on behalf of Central Land Holdings. Action: Clerk

Anlaby House Grounds/Land on Lowfield Road/Trust Land Signs - Clerk to write to E.R.Y.C. asking if the words ‘Trust Land’ can be added to the two existing entrance signs. Action: Clerk

Tree, Anlaby Common Roundabout - Members were asked to look at the tree which has been badly pruned at low level. Further discussion required at the next meeting. Action: All

c) Safety, Street Scene and Facilities

E.R.Y.C. Signs - Cllr. Almond asked members to consider the current East Riding of Yorkshire Council signs, in light of the E.R.Y.C. joining the two communities together when forming the Anlaby with Anlaby Common Parish Council in 1999. Agreed further discussion at the next meeting.

Update on Desire Line, Anlaby Retail Park - The Chairman had met with Sean Cowin, Regional Facilities Manager Savills, on site at Anlaby Retail Park, to discuss the desire line which had been agreed in principle, by his predecessor, over a year ago.

Cllr. Wood is monitoring the situation with parish litter bins as the name plaques had been removed from two bins, Dawson Walk Anlaby and where Colville Avenue meets Scarrington Crescent Anlaby Common.

Flooding is still a problem on the footpath outside Ignition Coffee, Hull Road, Anlaby Common. Clerk to send recent photograph to E.R.Y.C. Highways and request a site meeting. Action: Clerk

Set Date and Time for Annual Parish Meeting - Agreed Thursday 23rd May 2019, 7.00pm at the Anlaby Community Care Centre.

Clerk’s Salary Review - The Clerk reminded members of the two year agreement between the National Employers and the Trade Union Side of the National Joint Council for Local Government Services (NJC) on rates of pay applicable from 1st April 2018 and 1st April 2019 which the Parish Council had agreed to in November 2018. The second part of the pay deal will be implemented from 1st April 2019. Due to the introduction of the national living wage, the agreement also includes the introduction of a new pay spine effective from 1st April 2019. SCP 27 now becomes SCP 20.

156 Voases Lane - Cllr. Wilkie expressed concern about the increase in traffic along Voases Lane and the expected increase when the new development is occupied on Beverley Road Anlaby. Cllr. Wilkie to send Clerk information for a site meeting, Clerk to arrange with E.R.Y.C. Action: AW/Clerk

157 E.R.Y.C. Issues

Ditmas Avenue - E.R.Y.C. had agreed to resurface the footpath in the new financial year. The current problem of foul-smelling drains had been reported and is being dealt with.

Consultation on the Draft Planning Enforcement Plan - Cllr. Wood was thanked for attending the event on behalf of the Parish Council.
