Meeting Purpose:

To provide an opportunity for the Healthy Start Grantees in Oklahoma, Missouri, Kansas, Nebraska, and Iowa to come together for strategizing, skills building, and information sharing to improve operations of their Healthy Start programs.

Benita Baker, DHSPS 9:40 Healthy Start Year II – Direction and Priorities DHSPS This session will include an overview of the national Healthy Start program and its national goals. It will also provide an update and review of the Healthy Start standardized screening tools, national evaluation information and other important Division priorities for Healthy Start grantees. 10:00 Healthy Start “On the Ground” - Tulsa Example Tulsa Grantees This session will provide an overview of the Tulsa Healthy Start Grantees as an example of how Healthy Start is implemented “on the ground.” 10:30 HS CoIIN Status Update Raymond Howard, San This session will feature an update from the Healthy Start CoIIN including their Antonio Healthy Start efforts and their priorities for the coming months. 11:00 HS CoIIN Question and Answer Session Raymond Howard and the DHSPS 11:15 Stretch Break 11:30 Identifying Evidence-Based Programs (EBP) in Your Healthy Start Program and Naomi Clemmons, EPIC Maintaining Fidelity Center This session will build upon the framework that was presented at the Jan Shepherd, EPIC regional meeting last year in Topeka, Kansas which covered strategies for Center tailoring evidence-based programs for your target population. The session will review the definition of "evidence-based programs" along with the rating scale used for the inventory of EBP on the EPIC Center website, and demonstrate how grantees may use the inventory to identify EBPs to integrate into their programs. Structured discussion among grantees on specific EBPs which they are using will be held.

May 12, 2016 (continued) Time Subject Speaker/Facilitator 12:30 PM Lunch on Your Own (90 minutes) 2:00 Title V and MCH Partner Sharing and Collaboration Rachel Sission, Kansas This session will feature a panel of Title V from the states represented at the Department of Health meeting. The panelists will provide an overview of the process for developing an and Environment action planning process/framework with a focus on what the end product is (Moderator) supposed to be. Each Title V representative will touch on the following: Title V Representatives • Progress on Infant Mortality CoIIN strategy areas selected for and other MCH partners his/her state; who attend • Brief overview of the six MCH population domains and the National Performance Measure (NPM) his/her state selected to prioritize; • Brief overview of the State Performance Measures (SPMs) his/her state identified based on the findings from their assessment; • Description of the process used for identifying/selecting the State- Initiated Evidence-Based or Evidence-Informed Strategy Measures (ESMs) and the activities that will be implemented to support its progress. Other MCH partners that are attending the meeting will also have an opportunity to share an update on their efforts and how these efforts overlap with Healthy Start. 3:00 Stretch Break 3:15 Discussing Approaches to Assessing Healthy Start Participant’s Needs (Risk Jan Shepherd, EPIC Factors) Center This working session will provide an overview and practice for how to Naomi Clemmons, EPIC incorporate the screening elements identified in the Healthy Start screening Center tools, along with effective techniques for asking the screening questions. Time Subject Speaker/Facilitator 9:00am Welcome, Day I Recap, Questions and Comments DHSPS 9:15 Concurrent Session: Skills Building for Program Staff Kendall Cox, Every Strategies for Improving Breastfeeding Rates in Your Healthy Start Program Mother, Inc. This session is divided up into three parts:

Part 1: Prenatal focus- How to Talk with Parents About Breastfeeding. This lively session will help Healthy Start staff learn how to understand common barriers to breastfeeding and strategies that are effective in building rapport for educating families.

Part 2: Early Postpartum-Hospital - High 5 for Success: Preparing Parents for their Hospital Experience. This session will focus on five key strategies to help get breastfeeding off to a great start, and the role of Healthy Start staff in preparing parents for these practices.

Part 3: Postpartum- Connecting Families to Community Support. This session will address opportunities for building a culture of support for breastfeeding within communities, and ways to connect families to resources for ongoing support. 9:15 Concurrent Session: Skills Building for Evaluator Staff Jillian Maccini, EPIC Operationalizing Benchmarks Center This session will provide an opportunity for Healthy Start staff to discuss ways to define and apply the Healthy Start Benchmarks in their programs. 12:30pm Wrap up/Questions DHSPS
