Cecil County Public Schools Misses “AYP” Mark in Special Education The No Child Left Behind (NCLB) legislation requires schools and school districts to make Adequate Yearly Progress (AYP)- the portion of students proficient in reading and math- by achieving the Annual Measurable Objective (AMO) which is set in increments and must be achieved by ALL subgroups, resulting in 100 percent by 2014. The subgroups are all ethnic/racial groups, poverty students, special education students and limited English proficient students. Cecil County Public Schools (CCPS) has recorded improvement over the last two years, and all subgroups showed improvement from 2003 to 2004; however, one subgroup- special education students- did not reach the AMO. School systems that do not make AYP for two consecutive years are considered to be “ in need of improvement.” As a result, CCPS has revised their master plan to the state and implemented specific strategies to address ways to help special education students improve scores. Those strategies include a system culture of continuous improvement guided by the Baldrige criteria and quality tools; a philosophy of inclusive practices providing special education students access to the general curricula as well as interaction with their non-disabled peers; a county curricula aligned with the Voluntary State Curricula which is the content assessed on the Maryland Student Assessment (MSA); collaborative professional development for both special and regular education teachers to effectively imple- ment a student’s Individualized Education Plan (IEP); intervention strategies employed on the strengths and needs of each student and are selected to match the unique learning style of the student; high, equitable expectations for special educations students and their grade level peers; before and after school intervention programs as well as in school tutoring; during teacher observations, administrators monitor types of accommodations or modifications that are used to support students with an IEP; data tracking on each special education student to ensure progress; and targeted academic intervention funds at the early grades as a proactive approach to address learning issues. Why CCPS is the BEST Choice for Quality Education Cecil County Public Schools’ mission is to provide an excellent pre-kindergarten through graduation learning experience that enables ALL students to demonstrate the skills, knowledge, and attitudes required for lifelong learning and productive citizenship in an ever-changing, global society. Three Board of Education goals support this mission: (1) All students will meet or exceed high academic standards; (2)All students will learn in safe, secure and inviting environments; and (3) All students will benefit from effective and efficient support and services provided by a learning organization. RIGOROUS COURSEWORK. Cecil County graduation requirements exceed state graduation requirements-- a math course every year of high school, full credits in physical education and health, and a world cultures class-- to better prepare students for the global workforce; more students are taking- and passing- Advanced Placement courses which count toward college credit; SAT scores are at or above state and national averages; and continuous growth is evident in the areas of Algebra, Biology, English, and Government on High School Assessments. In fact Cecil students’ performance this year was 10 percentage points above the state average in Algebra. HIGH EXPECTATIONS. Career clusters and pathways help students assess interests and aptitudes early in their high school planning; job shadowing, mentoring, and internships offer real-world experiences to enhance classroom instruction. Our interscholastic athletics program models healthy competition and sportsmanship throughout the region and Character Education programs promote positive behavior and peer interaction. A Baldrige approach to systems thinking involves all CCPS employees in strategic planning and the continuous improvement process. COMMITMENT TO LEARNING. Seventy percent of CCPS students indicate intent to attend a 2-year or 4-year college or university or specialized training school upon graduation from high school; certificate programs offer students a competitive edge, ready to enter the workforce.
