MANDATE Handicap International aims to promote the inclusion of disability issues and the integration of persons with disabilities into development policies and actions as well as to reinforce the capacities of local key players to improve access to services. The organization also aims to reduce the impact of natural disasters on vulnerable populations, particularly persons with disabilities.

SITUATION The Philippines is among the most disaster-prone countries in the world. The typhoons and their side-effects such as landslides, storm surges, and flash floods, are the most frequent and devastating natural disasters in the country. Occasionally, serious earthquakes and volcano eruptions also cause significant losses and damages. In the past 20 years, natural disasters have killed more than 31,000 in the Philippines.

Since development in the Philippines is highly unequal, Handicap International's strategy focuses on the poorest areas of the country where the population is most exposed to disasters, conflicts and lacks adequate public services. As in many developing countries, non-communicable diseases such as diabetes and hypertension are also a threat.

On 8th November 2013, Typhoon Haiyan struck the Philippines, leaving 8,000 people dead and 28,000 people injured. In total, nearly 15 million were affected. Handicap International's local and emergency response teams were on the ground working to meet people’s basic needs, prevent disabilities through healthcare and rehabilitation and get aid into hard-to-reach areas. The association distributed thousands of tents, tons of food aid, provided individual support, mobility aids and rehabilitation sessions, launched the construction of shelters and livelihood activities.

INITIAL ACTIONS Handicap International began operations in the Philippines for the first time in 1985, when it set up fifteen orthopaedic workshops, located across the country.

Increasing access to multidisciplinary diabetes care (CVD Project)

GOAL This project’s aim is to strengthen diabetic foot care services in City’s public primary health care system as an integral component of the city’s Cardiovascular Disease (CVD) Program, and as well as to extend the CVD Program in the country.

METHOD  Orientation and policy workshops of local government leaders on the implementation of the CVD Program  Development and distribution of patient education toolkits and tools for health service provision including diabetes-related and foot and wound care-specific services  Training of primary health care professionals and community health workers in the CVD Program, which includes basic and advanced foot care  Advocacy and awareness raising to increase demand and sustain access to multidisciplinary diabetes services in the primary care setting

Rebuilding economies after Typhoon Ketsana and strengthening Baras municipality utilities for an inclusive local development

GOAL This project intends to strengthen the local economy of the municipality of Baras, by promoting local inclusive development through activities that increase of access for vulnerable populations to livelihood opportunities and services and sensitize local stakeholders to implement more inclusive programs and activities.

Scaling up resilience in governance (SURGE)

GOAL The project aims to increase the resilience of high risk communities to confront increasing disaster risks and climate change impacts in the Philippines. It extends the learnings on inclusive community-based disaster risk reduction (ICBDRR) to more high- risk communities and advocates improvements in disaster risk management policies and practices.

METHOD  Community-building – developing a pool of ICBDRR champions from all sectors and interests and creating opportunities for these champions to hone their own skills and resources in organising more communities, influencing policy changes, institutionalising good DRR practices and developing other initiatives.  Change in policies — enhancing local and national policies on DRR, in light of the successful experiences on ICBDRR and lessons learned from the aftermath of Haiyan. These experiences can lead to the institutionalisation of local DRRM in policies and development plans especially in high-risk places without DRRM capacities and policies. SURGE also participates in the sunset review of Republic Act 10121-Philippines Disaster Risk Reduction Management Act of 2010.  Capacity-building — organising peer-to-peer mentoring methodologies in handing over knowledge and skills on ICBDRR among local government units (LGU) that have successfully institutionalised ICBDRR and those who are open to replicate successful models. Learning from past projects on ICBDRR that focused on barangays and municipalities, SURGE scales up its capacity-building resources for regional and provincial policy-making processes.  Creative communications – promoting the successes and learnings on ICBDRR in the Philippines to a wider audience, including regional and multilateral policy fora, which share similar risks and the same drive to be resilient. SURGE is implemented by several NGOs : Christian Aid, Handicap International, Oxfam and Plan International, and is supported by the European Union Humanitarian Aid. Strengthening the capacity of local government units and vulnerable households in inclusive disaster risk reduction (IDRR Project)

GOAL The project aims to increase the capacity of national and local stakeholders in cope with disasters through the implementation of inclusive disaster risk reduction measures. Specifically, the project and other organizations will design a supplementary DRR training manual to complement the Philippine government’s existing manual on community-based DRRM. Practical implementation of the manual will be done in two municipalities in the province of that were affected by Typhoon Haiyan in 2013. The project will also support individual households to ensure the protection of their livelihood against future disasters.

Rebuilding safer shelters for most vulnerable people (Typhoon Haiyan)

After the typhoon Haiyan, which struck the Philippines the 8th November 2013, Handicap International's local and emergency response teams were on the ground working to meet people’s basic needs, prevent disabilities through healthcare and rehabilitation and get aid into hard-to-reach areas. In August 2015, one action is still conducted by HI: a reconstruction project in Tacloban (Alang Alang) for 700 families. This project helps vulnerable people who lost their houses with cash assistance, material and technical support based on build-back-better techniques to enable them to rebuild safer and more disaster-resilient homes. The project will be over in December 2015.
