More detailed descriptions of the environmental setting for each environmental issue area can be found in Section 4.0, Environmental Impact Analysis. 3.1 REGIONAL SETTING The project site is located in the City of West Hollywood (City), in western Los Angeles County (refer to figures 2-1, Regional Location, and 2-2, Project Location, in Section 2.0, Project Description). Incorporated in 1984, West Hollywood encompasses approximately 1.9 square miles immediately east of Beverly Hills and west of the community of Hollywood (City of Los Angeles). The City is in a highly urbanized area of the greater Los Angeles region and is almost entirely developed. The estimated 2016 population of the City is 35,923 persons. The City’s current housing stock consists of an estimated 25,127 units. The average household size in the City is about 1.56 persons per unit (California Department of Finance, 2016). A series of east-west and north-south arterial roadways provide vehicular access to the City. Major east-west thoroughfares include Sunset Boulevard, Santa Monica Boulevard, and Fountain Avenue. Major north-south thoroughfares include Doheny Drive, La Cienega Boulevard, Fairfax Avenue, and La Brea Avenue. West Hollywood is characterized by a dense, compact urban form with small lots, a mix of land uses, and a walkable street grid. According to Walk Score, a website that ranks cities based on walkability, West Hollywood is the most walkable city in California with a Walk Score of 91 (Walk Score website, 2017). -

The appeal concerns BBSC's approval of a hauling route for more than one thousand truckloads of dirt in the hillside area on Doheny Drive north of Sunset Boulevard. BBSC's approval imposes significant risks for the community which BBSC expressly stated it had no power to address or remedy in its approval process. We live near the project cite and directly along the approved hauling route and are deeply concerned that the result of this approval in which the BBSC expressly determined that it lacked authority to implement reasonable safety standards for the hauling vehicles did not reasonably consider appropriate safeguard and will endanger our community. On nearby Loma Vista Drive in Beverly Hills, which has a similar grade to our street, three recent fatalities have been attributed to construction vehicles losing control while going downhill. Two of the victims were police officers. We are attaching a copy of a news article about these issues. -

Present Use: Art gallery Significance: The building located at 9430 Wilshire Blvd. was determined eligible for listing on the National Register of Historic Places under Criterion C and the California Register of Historical Resources under Criterion 3 as a building that embodies the distinctive characteristics of the Brutalist architectural style. The building was originally designed in an Art Deco style in 1931. The primary façade, facing Wilshire Boulevard, was subsequently altered in 1948, 1956, and 1963. In 1963, architect Sidney Eisenshtat transformed the façade into the New Formalist style that exists in 2016. Historian(s): Allison M. RESOLUTION NO. 16-R-131 18 RESOLUTION OF THE CITY COUNCIL ADOPTING AN AMENDED AND RESTATED SPECIFIC PLAN FOR A GATEWAY DEVELOPMENT TO THE CITY OF BEVERLY HILLS INCLUDING LUXURY RESIDENTIAL CONDOMINIUMS, A LUXURY HOTEL AND ANCILLARY USES, AND PUBLIC GARDENS FOR THE PROPERTY LOCATED AT 9900 WILSHIRE BOULEVARD (THE FORMER ROBTNSONS-MAY DEPARTMENT STORE SITE) AND REFERRED TO AS THE ONE BEVERLY HILLS PROJECT The City Council of the City of Beverly Hills hereby resolves as follows: Section 1. The City of Beverly Hills has adopted a General Plan for the City. The City Council, on April 9, 2008, adopted Resolution Number 08-R12499 adopting the 9900 Wilshire Specific Plan (hereafter, the “Specific Plan”) to implement the General Plan on the approximately eight acre property known as 9900 Wilshire Boulevard, and described in Exhibit A. Thereafter, on December 11, 2012, the Director of Community Development approved certain Specific Plan modifications pursuant to Section 5.4 of the Specific Plan. Section 2. The current owner of the 9900 Wilshire property, Wanda Beverly Hills Properties, LLC, filed applications seeking City approvals to amend and restate the Specific Plan to, among other things, replace 42 of the previously approved condominiums with a 134 room luxury hotel with ancillary bar/dining and other uses, rooftop amenities, and open air dining areas. Hereafter, the Specific Plan with the proposed modifications is referred to as the “Amended Specific Plan,” and the project is known as the One Beverly Hills project. Section 3. The City of Beverly Hills Planning Commission held numerous hearings to consider the proposed Amended Specific Plan. -

NOTICE OF COMMUNITY MEETING AND NOTICE OF PUBLIC HEARING This notice is to inform the public about TWO upcoming meetings regarding the City of Beverly Hills Mixed Use Overlay Zone Ordinance: an INFORMATIONAL COMMUNITY MEETING on October 8, 2020 and a CITY COUNCIL PUBLIC HEARING on October 13, 2020. Detailed information about the City Council Public Hearing is provided below. The City of Beverly Hills does not currently have uniform zoning code standards that allow for mixed use development (i.e. buildings that contain both commercial and residential uses) in the City. At its meeting on June 19, 2020, the Planning Commission adopted a resolution recommending a draft ordinance establishing a mixed use overlay zone to the City Council. INFORMATIONAL COMMUNITY MEETING – OCTOBER 8, 2020 On Thursday, October 8, 2020 at 6:00 PM the City of Beverly Hills Planning Division will host an informational community meeting to present an overview of the mixed use ordinance and discuss how the State Density Bonus law could be used in conjunction with the mixed use overlay zone provisions. April 2007 City of Beverly Hills Commercial Area 5-Historic Resources Survey Update SUMMARY The City of Beverly Hills Department of Planning and Community Development obtained services in architectural history from Jones & Stokes to update the City’s Historic Resources Survey (HRS) for Area 5 Commercial (see map of survey areas, next page). Phase I of the HRS was prepared in 1985-86 and included a windshield survey of 2,790 properties. Of those properties, 371 were recorded on Department of Parks and Recreation historic resources inventory forms (DPR 523 forms), and 27 of them were recorded in Commercial Area 5. The 1985-86 HRS essentially used a 50-year age criterion, and therefore evaluated very few properties constructed after 1945. In 2004, PCR Services Corp. prepared Phase II of the HRS, preparing update DPR 523 forms for the 371 Phase I properties, and preparing reconnaissance level DPR 523 forms for Area 4 Multi-Family Residence Survey. The purpose of the 2006 Phase III survey of Area 5 Commercial is to: 1) provide update DPR 523 forms on the 27 Phase I properties, and 2) conduct a reconnaissance survey of properties constructed after 1935 but before 1965. The project methodology follows that of the reconnaissance level survey effort documented on DPR 523 forms according to California Office of Historic Preservation Instructions for Recording Historical Resources. -
