The following proposals listed in the agenda were appraised in accordance of the provision of EIA Notification 2006. The observation and decision of the Committee are recorded under each of the agenda items. Confirmation of the proceedings of 174th SEAC meeting held on 7th and 8th December 2016. The State Expert Appraisal Committee, Karnataka perused the proceedings of 174th SEAC meeting held on 7th and 8th December 2016 and confirmed the same. EIA Presentation: 175.1 Proposed Formation of Composite Housing Scheme at Sy. No. 13, 13/2, 18/1, 18/2, 19, 20, 22/1, 22/2, 24, 26, 28, 30/1, 30/2, 30/3, 30/4, 31/P, 33/AP, 34, 38/1, 38/2, 39/1, 39/2, 43, Hire Malligvad, Chik Malligvad, Kelgeri & Mommigatti Villages of Dharwad Taluk and District, Karnataka of M/S. Karnataka Housing Board, Chanakyapuri, Hubli City, Hubli - 580 029 (SEIAA 204 CON 2015) Name of Applicant: Executive Engineer, Karnataka Housing Board Name of the Consultant: M/s. Water Requirement: Total water requirement is 2939 KLD. The source of water supply is KUWSDB. 3. Wastewater Management:- The total quantity of waste water generated is 2645 KLD and treated is STP of design capacity of 3 MLD. 4. Excavated Earth Management: Not mentioned[ 5. Solid Waste Management: Total waste generated in the project is 13063 Kg/day; which includes 12,714 kg/day is Domestic waste and 349 kg/day of Commercial waste. 6. Hazardous Waste Management: Oil sludge of 25 ltrs/annum generated, will be given to KSPCB, designated waste oil recyclers handed over to KSPCB designated waste oil recyclers. 7. Energy Requirement: Total power requirement of 15,777 KVA is sourced from HESCOM; Backup power details not mentioned. 8. Traffic Details: Traffic details not mentioned 2 Proceedings of 175th SEAC meeting 28th, 29th and 30th December 2016 9. Connectivity: The project is located at a distance of 6km (SSE) from Dharwad city. The Dharwad railway station is located at a distance of 7.3 kms(SSE) and Kyaarkoppa Railway station is located at a distance of 3.4 Kms(S) from the project site. The project site is adjacent to the NH4 at East direction and is well connected to SH 73 at a distance of 0.83 kms (E). The Proponent and Environment Consultant attended the 156th meeting of SEAC held on 28th, 29th and 30th December 2015 to provide clarification/additional information. The committee appraised the proposal considering the information provided in the statutory application-Form I, Form-1A, Conceptual Plan, EIA report and clarification/additional information provided during the meeting. The committee observed that, the proposed project is having a built up area of 11,76,244.11 sq.m, which is more than 1,50,000 Sq. m and this falls under category B1 as per EIA Notification 2006 and the general condition attracts. The committee after discussion had decided to appraise the proposal under B1 category project and decided to issue Standard ToR’s along with the following additional ToR’s. 1. There are 5 HT lines passing in the project site. Precautionary measures like leaving buffer area to be indicated. 2. Provision of dual plumbing system 3. Green belt all round the project boundary 4. Create water bodies (eco pond) 5. Scientific analysis of ground water for quantity & quality and its impact on competitive users and approval from ground water authority. 6. Quantification of the terrace area available for harnessing solar energy and an appropriate plan thereof with due calculations. 7. Scheme for usage of maximum treated water from STP within the project site only. 8. Scheme for providing dual fuel generators for backup power with provision for CNG. 9. Scheme for utilisation of entire Rain Water harvested in the project site (both from the roof top and from the surface runoff) within the Project premises only. 10. Details of excavated earth and plan of safe and scientific disposal of excess excavated earth with details of the disposal site 11. Hydrological study of the area influencing the surface water flow. Accordingly the ToRs were issued on 25.02.2016. The project proponent has submitted the EIA report vide letter dated 02.11.2016. The proposal is placed before the committee for EIA appraisal. The Proponent and Environment Consultant from M/s. Ramky Enviro Engineers Ltd., attended the meeting to provide clarification/additional information. The committee appraised the proposal considering the information provided in the statutory application-Form I, Form-1A, Conceptual Plan, EIA report and 3 Proceedings of 175th SEAC meeting 28th, 29th and 30th December 2016 clarification/additional information provided during the meeting. The committee made the following observations: 1. Original village map duly marking the project site has not been submitted 2. RTC for the entire land area for individual Sy. No. are not furnished 3. Location of the nala with extent not furnished 4. Kharab land details and nature of kharab land has not been submitted 5. Soak pits/ septic tanks are proposed during construction period The committee after discussion decided to recall the proponent after submission of the following information. 1. Original village map duly marking the project site 2. RTC for the entire land area for individual Sy. Nos 3. Location of the nala with extent 4. Kharab land details and nature of kharab land 5. Land use pattern is to be revised after calculating the nala buffer area separately as per the norms of local bodies and required buffer has to be provided as per the norms. 6. Soak pits/ septic tanks are proposed at the time of construction are to be avoided and mobile STP are to be used 7. Baseline data to be revised and submitted 8. Before drawing the ground water, Ground Water Authority permission to be obtained 9. MOU for disposal of excess treated water with details 10. Nala protection measures to be furnished 11. Socio Economic data to be submitted 12. List of existing tree species, to be cut and new plants to be planted in the ratio of 1:3 with design to be furnished 13. Hydrology study of the surface water flow considering the micro water shed network of the region 14. A tank is observed to be existing on side of the proposed premises and an STP is proposed to be constructed adjacent to the tank. Location of the STP shall be at least 100m away from the tank boundary 15. In an age where the state of the economy is driven more and more by knowledge and skill, it is clear that the future of our country will depend crucially on education at all levels – from elementary schools to research universities. It is equally clear that the question is not one of talent or innate abilities of our country men, as more and more Indians begin to win top jobs in US business and industry, government and academia. Indian talent is almost universally acknowledged, as demonstrated by the multiplying number of R&D centres being set up in India by an increasing number of multinational companies. So what is the real problem? There are many problems ranging from poor talent management to an inadequate teaching system in most schools and colleges where there is little effort to make contact with the real world in general rather than only prescribed text books.

India 4Research Scientist, LRDC,Bengaluru, India Abstract: Remote Sensing(RS) and Geographical Information System (GIS) has become an effective tool in delineation of drainage pattern and water resources management and its planning.In the present study, morphometric analysis of the Vrishabhavathi river basin has been carried by using earth observation data and GIS techniques. The morphometric analysis was performed using ArcGIS to understand the nature, landscape development and hydrologic responses of Vrishabhavathi watershed. The drainage network shows that the terrain exhibits dendritic drainage pattern.The CARTOSAT and LISS(III) (SRTM) data is used for the morphometric analysis of the watershed to derive linear, relief, and aerial aspects.Spatial analysis is performed using ENVI for change detection studies in the basin to understand the effect of urbanization. Strahler’s stream ordering techniques and analysis were followed for advanced analysis.From the analysis, it can be concluded that remote sensing techniques and GIS tools prove to be a competent tool in morphometric analysis. These studies are very useful for sustainable urban planning and also for land, water, and soil resource management in the watershed area. This is a natural process and more or less unavoidable. But when this process takes place rapidly and at large -scale, the urban cities will undergo various changes that will impact the environment. Rapid and large-scale urbanization is mainly observed in developing countries of Asia and Africa. These changes affect the hydrological and hydrogeological processes of the cities, which in turn affects the local people. In order to meet the demands of the growing cities, the land use is changed, for example the lakes are encroached, and the impervious area is increased. This thesis aims to study the hydrological and hydrogeological consequences due to rapid and large-scale urbanization through a literature review of three cities. The catchment area of one of the three cities is further studied by computing surface runoff and amount of infiltration through the ground surface for two different years, using software such as extension tools of ArcGIS and HEC-HMS.
