- Comments I have considered the planning application detailed above with regards to Crime Prevention vesend09 Through Environmental Design (CPTED) matters, in accordance with the National Planning Policy Framework 2012 (Section 7 Para 58 & Section 8 Para 69) and the DCLG Planning Practice Guidance March 2014 (Design Section - Paras 10 & 11) – Crime Prevention, the Kent Design Initiative (KDI) - Design For Crime Prevention document dated April 2013.

I also refer the applicant to The Town and Country Planning (Development Management Procedure) (England) (Amendment) Order 2013, which sets out what needs to be included in a CPDAresponce 20160092 CottageThe siteWestcourt LaneGra design and access statement. Design and access statements should consider design issues within \ developments to create accessible and safe environments, including addressing crime and disorder and the fear of crime, as detailed within the NPPF.

Kent Police have produced a guidance document to enable applicants seeking planning consent to address crime prevention and CPTED issues, which can be downloaded from the following web

1CPDA Planning Applications Having reviewed the on line plans and documentation, the applicant/agent has considered crime \ CPDA prevention and has attempted to apply the seven attributes of CPTED in their Design and Access \ GENERAL Statement (D&AS) and it was pleasing to note the Secured By Design section on page 13, which \ states: EVERYONE \ SCRD \ L:

Whilst I have no immediate concerns regarding the layout I draw the applicants attention to the recent building regulation Approved Document Q (ADQ). Please note with the recent introduction of approved document “Q” building regulation for doors and window specifications, which require products to be tested PAS 24 2012 (2016), tested products do not comply with SBD requirements which require doors and windows to be tested and certified by a recognised 3rd party body. Further information can be found on the Kent Police web-link or by contacting your local CPDA Team.

With the above in mind, all external doorsets and entrance doorsets should meet ADQ and ideally SBD certified doorset and window specifications, these being PAS24:2012 or PAS24:2016. These PAS specifications are higher than PAS23 and BS7950 as detailed in the D&AS.

I would welcome the opportunity to meet with the applicant/agent to discuss SBD should the application proceed and SBD accreditation be required for this proposal.
