USAID Infectious Disease Detection and Surveillance (IDDS) Project REQUEST FOR PROPOSALS For Renovation of Nimba Bacteriology Laboratory @ G.W. Harley Hospital

BACKGROUND: Under the Global Health Security Agenda (GHSA) 2024 objectives (supporting adherence to international human and animal health standards, collaboratively identifying and addressing gaps and priorities in global health security, and advancing sustainable financing for global health security), the USAID Infectious Disease Detection and Surveillance (IDDS) project in plans to strengthen diagnostic networks which are critical to achieving the GHSA goal of disease detection and rapid response working in close partnership with other U.S. Government partners and relevant stakeholders. IDDS is providing technical support and participate in relevant One Health forums to help continue Liberia’s efforts to develop multi-sectoral capacity to prevent, detect, and respond to priority zoonotic diseases.

Liberia’s 2016 WHO’s Joint External Evaluation of IHR Core Capacities (JEE) identified national laboratory system capacity as a key area for improvement. Most of the indicators within the action package received a score of 2 or 3 with quality management systems receiving a one (1). As noted in the JEE, Liberia’s target is to have a national laboratory system that would include modern point-of-care and laboratory-based diagnostics. This is aligned with the GHSA objective to have rapid diagnosis of threats occur at the closest point of care. In addition, the project’s activities will strengthen Anti-Microbial Resistant (AMR) detection.

PURPOSE: ICF Macro, Inc. acting for and on behalf of USAID Infectious Disease Detection and Surveillance (IDDS) is inviting qualified and interested Building Construction Contractors to submit proposals for the renovation of a structure on the grounds of G. W. Harley Memorial Hospital in City, , Liberia as per architectural drawings/sketches, specifications and requirements provided RFP document (please request copy) for use as Bacteriology Laboratory.

LOCATION OF STRUCTURE AND DESCRIPTION: The proposed structure is situated on the compound of the G.W. Harley Memorial Hospital in Sanniquellie City, northern Nimba County, Liberia about 186 miles from via Kakata, and cities. The proposed building consists of three large spaces with a little space leading to the front porch; it has three bath rooms with face basins, commodes (Water Closet/WC), masonry shower stall cover with tiles, one water heating appliance installed. There are also three air-conditioners installed, electrical fittings and internet LAN service distribution box. Physical assessment/inspection of the building is encouraged.
