Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal 1. Summary 1.1 This historic environment appraisal has been undertaken by Trysor to examine likely impacts on the historic environment from a proposed wind turbine at Quoits Hill, Hundleton, Pembrokeshire.

1.2 The appraisal has looked at all known historic assets within an area measuring 2km in radius, focused on SM9650400859, the location of the proposed turbine, consulting the regional Historic Environment Record and the National Monuments Record, as well as examining historic maps. A field visit was also undertaken to examine the location of the turbine and record previously unknown historic assets.

1.3 The appraisal shows that there is no surface evidence of buried archaeological features at the proposed development site.

1.4 One Scheduled Ancient Monument, also a Listed Building would experience a Very Low indirect visual impact due to partial intervisibility with the proposed turbine at distance. Two other Listed Buildings in the revised appraisal area would experience also experience a Very Low, indirect visual impact.

1.5 The presence of two lines of large electricity pylons in the local landscape significantly reduces the visual impact of the smaller scale wind turbine proposed for Quoits Hill Farm.

1.6 The appraisal shows that no direct, physical impact or significant indirect, visual impact would be caused to the historic environment by the proposed turbine.

1.7 On the basis of this appraisal, no archaeological mitigation is thought necessary for the proposed development.

3. Introduction 3.1 Mr Martin Horne of WinDS Ltd of Gwelfor, Castlemorris, PembrokeshireSA62 5XA has commissioned Trysor heritage consultants to write an Historic Environment Appraisal for proposed turbine at Quoits Farm, Hundleton, Pembrokeshire SA71 5RJ.

3.2 Dyfed Archaeological Trust Heritage Management section have written a generic brief for such appraisals (DAT HM, Undated). These appraisals are intended to be a rapid appraisal of the readily available historic environment information including a site visit. The purpose of the appraisal is to inform DAT HM as to whether any further assessment or evaluation would be required as part of the planning process. Trysor prepared a specification based on the brief (Trysor, 2014) and Dyfed Archaeological Trust Heritage Management section approved the specification as fit for purpose.

The proposed development 4.1 It is proposed that a turbine, with a hub height of 24m, and 34m to the upright blade tip, will be located at approximately SM9650400859 in a single field parcel at Quoits Farm, Hundleton, Pembrokeshire, see Figure 1.

The turbine will require a foundation hole, approximately 6 metres square and up to 1.5 metres deep. The cable trench will run approximately 200 metres to the northwest to the farm buildings. Access will be via existing trackway and gateways using a temporary trackway across the field to the turbine site.

Methodology 5.1 A study area of 2km radius circle centred on SM9650400859, the proposed turbine site, was chosen for the initial appraisal of sites. The area was revised to exclude areas on the west, south and east that were not intervisible with the turbine and setting would not be affected. This included most of Pembroke town itself, see Figure 2.

5.2 The HER enquiry for the 2km radius area yielded 345 records.

5.3 Within the 345 records, 182 lay within the excluded areas and were removed from the dataset. A further 44 records were removed as they were either duplicates records, records with the site type DELETED only kept in the database for admin purposes, records with inaccurate or incorrect grid references and the sites actually lay outside the revised study area, or one of a group of records for Married Quarters FOR RAF Pembroke Dock, which were given a new overall record for the purposes of this report.

5.4 Within the 119 records remaining, four of these were Scheduled Ancient Monuments and twelve were Listed Buildings, with an overlap between with three Scheduled Ancient Monuments also being Listed Buildings.

5.5 A site visit was made to Quoits Hill and the surrounding area on February 26th, 2014 to rapidly appraise if there were any visible archaeological features within the area directly affected by the turbine proposal and also the wider landscape context of the proposed development. The field was under pasture at the time.

5.6 The aerial photographs on Google Earth, dating to 2006 and 2009, were used to inform the appraisal.

5.7 Historic mapping was consulted. The maps used included 19th and 20th century 1:2500 scale Ordnance Survey mapping and the Monkton parish tithe map of 1841 and accompanying tithe schedule of 1839.

5.8 All information gathered during the desktop appraisal and fieldwork was entered into a bespoke database in Access 2003 format to create an appraisal dataset. The dataset is the source of the material output in this report, including the GIS mapping which illustrates the location of sites in the area, and the tables and appendices which provide detailed information on the sites within the study area.

5.9 At the end of a rapid appraisal of the data, the information from the site visit and historic map search, the appraisal dataset contained 122 records.

5.9.1 Three new records were created in the project database by Trysor. These were for the farmstead and field system at Quoits Hill (ID numbers 121 & 122) as well as an overall number for 10 records for Married Quarters for RAF Pembroke Dock (ID number 120).

Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal 5.10 Each of the records in the final appraisal dataset was assessed for Period, Rarity, Documentation, Group Value1, as well as Evidential Value, Historical Value, Aesthetic Value, Communal Value2. Once these had been considered the significance of each site was determined and scored in accordance with the categories adopted by the Welsh Archaeological Trusts i.e. Nationally Important, Regionally Important, Locally Important, Minor and Features Needing Further Investigation (Unknown), see Figure 3. Full details of this exercise are given in Appendix C.

5.11 As this exercise is an appraisal of the study area, not a full desk-based historic environment assessment, no site descriptions have been included in the appraisal dataset or this printed report, apart from newly recorded features (See Appendix B).

Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal 6. Quoits Hill: Historical overview

6.1 Quoits Hill is not named on the Milford Haven map sheet of the Ordnance Survey’s Original Surveyors Drawings of 1809, the first detailed map of the whole country. A lane, with a building to its western side, is shown at the location of the modern farm.

6.2 The first detailed map of Quoits Hill farm and its field system is the Monkton parish tithe map of 1841, see Figure 4. This shows the same farm lane and single building that was depicted by the Ordnance Survey in 1809. The tithe map also shows that the fields around the farmhouse were enclosed by this time, some of which are recognisable when compared with the modern field system. The tithe schedule which accompanies the map dates to 1839 and shows that the farm amounted to a little over 53 acres in extent (those close to the farmhouse are shown in green on Figure 3). At this time the tenant was Thomas Jenkins and the property was managed by the executors of one Thomas Meyrick. Three fields to the west and south of the farmyard were owned by Sir John Owen of Orielton and tenanted to a James Jenkins (shown in yellow in Figure 3). Another two fields to the southeast of the farmyard, which includes the proposed turbine site, were managed by the executors of Thomas Meyrick, but tenanted to one David Griffiths (Shown in pink in Figure 3). The field names, as recorded on the schedule that accompanies the tithe map were;

6.3 When the Ordnance Survey published their 1 inch to 1 mile scale First Series map for the area in 1856, a lane and single building are again shown at Quoits Hill. More detail is provided on the 1st edition 1:2500 scale Ordnance Survey map, dated 1866-1875. This shows the single building, which was more than likely a dwelling with outbuildings attached to either gable end that had a lane linking it to the road to the north. To the

Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal northwest of the farmyard was another small outbuilding. The 2nd edition 1:2500 map of 1908-1909 shows a similar picture.

6.4 The 19th century layout of the farm buildings was apparently retained until the final quarter of the 20th century, on the basis of Ordnance Survey map evidence. By the early 21st century, however, the old buildings had been swept away and replaced by a compact group of modern agricultural buildings serving a modern dairying unit. The original dwelling was amongst the buildings lost, with a new house being built in the adjacent field to the east.

6.5 Quoits Hill has been a working farmstead since at least the early 19th century. Census returns are available for the period 1841-1911 which throw some light on the people who have lived here in the past.

6.6 The earliest available census for Monkton parish shows that Quoits Hill was home to a 35 year old Joiner named Thomas Jinkins and his wide Sarah, as well as their six children and a Labourer.

6.7 In 1851, Quoits Hill was home to the families of two Agricultural Labourers, who must have worked on a local estate. A William Waters, originally of Narberth, lived her with his wife and three children. Also residing at Quoits Hill were Henry Davies, from Carew, and

Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal his wife and two children. Presumably there were two cottages on the farmyard or a single house was being shared.

6.8 The 1861 census shows that a farmer named Henry Hitchings, 43, originally of Steynton, farmed 50 acres here. He lived here with his wife Eliza, a native of Somerset, and 5 children. The family were still farming 50 acres here in 1871 and 1881. Henry and Eliza continued to farm as late as the 1891 census when they lived alone at Quoits Hill Farm, apart from their granddaughter Ellen.

6.9 By 1901 the farm had passed to Joseph Hitchings, aged 60. The census gives his birth parish as Manorbier, but it is likely that he is the same Joseph Hitchings, son of Henry and Eliza Hitching, who lived here, aged 17 with his parents in 1861, when he was recorded as being born in Penally parish. His wife Eliza Ann was a Londoner. They lived here with 5 children and 2 grandchildren.

6.10 The last available census returns date to 1911. They record Joseph Hitchings, now given his correct age of 67, farming the property with his wife and three adult sons (William, Thomas and James). Their adopted daughter Eliza Annie, 16, worked as a dairy maid on the farm also.

Quoits Hill: Proposed turbine site 7.1 The proposed turbine at Quoits Hill is to be located at SM9650400859 in a pasture field, just over 190 metres to the south-southeast of the farmhouse. The cable trench will run approximately 200 metres to the northwest to a farm building. Access will be via existing trackway and gateways using a temporary trackway across the field to the turbine site.

7.2 When the proposed development site and its environs were visited in February 2014, an assessment was made of the intervisibility of key monuments in the local landscape with the turbine site. This assessment was undertaken on a clear day, with good visibility.

8. Impact Assessment 8.1 Within the revised area a total of 122 sites were recorded in the appraisal database.

8.2 The Direct and Indirect impact on each site was assessed taking into account both physical and non-physical impacts. Each impact was assessed within the scale Very Low, Low, Moderate, High and Very High, taken into account the significance of the site and the nature of the impact. A full table is found in Appendix A but a summary is tabulated in Table 1 below and illustrated in Figure 5.

8.3 As Table 1 and Appendix A show, no recorded historic assets within the area of the appraisal were determined to be exposed to any significant impact from the proposed turbine development. (Details of the appraisal for direct and indirect impact for each of the sites in Table 1 can be found in Appendix A).

8.4 An examination of the proposed development site identified no evidence of surface material of archaeological interest. The land was under pasture with very little exposure of the underlying soil surface.

8.5 Access would be through an existing gateway and a temporary track would be used within the field. There would be no impact on any known historic assets.

8.6 Care should be taken to ensure that no historic field boundaries will be affected by the cable trench. Cable trenches should either be passed beneath field boundaries or be run through existing gateways to create the required connection to the farmstead buildings.

Historic Landscape Aspects Relating to the Quoits Hill Proposed Turbine 9.1 The following aspects of the historic environment around the Quoits Hill proposed turbine site have also been considered by this appraisal, as required by the brief supplied by the Dyfed Archaeological Trust Heritage Management Section (DAT, HM, Undated);

a) Scheduled Ancient Monuments in their settings There are 4 Scheduled Ancient Monuments within the revised appraisal area, see Table 2. Three of these are also Listed Buildings. There would be a Very Low impact on one of them, Pembroke Castle. The proposed turbine would be visible nearly 2km to the south- southwest of the castle but only from the higher accessible walls of the castle. The important views from the castle are to the northeast and southeast across the Pembroke River and the adjacent town.

Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal b) Previously Recorded Non-scheduled Ancient Monuments in their settings Two historic assets in the appraisal area are thought likely to experience a Low indirect, visual impact. These include a denuded Iron Age promontory fort at Quoits Wood (ID number 3). Another 16 would experience a Very Low indirect, visual impact, seven of which are associated with the maritime heritage of the Milford Haven coastline, such as wrecks, quays, a dock gate and a shipyard. Five of these ID numbers (12-16) relate to a Second World War Anti-Aircraft gun emplacement, which has been recorded as five separate mounds in the HER. They should be treated as a single site in future. Potential impacts on Non-scheduled Ancient Monuments are included in Appendix A and Table 3. The significance of Non-scheduled Ancient Monuments is addressed in Appendix C.

These are the farmstead at Quoits Hill (ID number 121) and its field system (ID number 122) and an overall number for 10 Married Quarters for RAF Pembroke Dock (ID number 120), see Table 4. The details of these sites are included in Appendices A, B & C.

Only three of the Listed Buildings would experience a Very Low indirect, visual impact from the proposed turbine. Pembroke Castle appears in this list as well as in Table 2, as it is both a Listed Building and a Scheduled Ancient Monument.

f) Registered Parks & Gardens and their essential settings. There are no Registered Parks and Gardens within the revised study area.

g) Registered Historic Landscapes The development site lies within the Hundleton and Maiden Wells Historic Landscape Characterisation area, which forms part of the Milford Haven Registered Historic Landscape. This area is described as being characterised by small, regular fields and also includes the villages of Hundleton and Maiden Wells, both having 19th century core buildings further and 20th century development. The archaeology of this HLC area is described as “rich and varied and include a substantial dam and millpond, two iron age forts, prehistoric flintworking sites, the site of a holy well, a windmill site and two limekilns situated close to the foreshore.”

h) Non-registered Historic Landscapes No non-registered historic landscape was identified.

Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal i) LANDMAP and landscape characterisation information The proposed turbine would stand in the Hundleton and Maiden Wells LANDMAP Historic Landscape Aspect Area (PMBRKHL43915). This is defined as a largely agricultural area, characterised by small and regular field parcels, unusual for southern Pembrokeshire, and including the villages of Hundleton and Maiden Wells. It has an overall evaluation of Moderate due to its limited archaeological resource and modest research potential. The proposed turbine would not have a significant impact on the essential character of the area and the development would not cause damage to existing field boundaries or associated landscape elements. j) Conservation Area The revised study area would touch upon parts of the Pembroke Conservation Area and the southern edge of the Pembroke Dock Conservation Area. The proposed turbine would not be visible from the latter, however, and only visible from the former from the medieval castle. The view from Pembroke towards Hundleton is already interrupted by a line of large electricity pylons, therefore any visual impact caused by the turbine would be minimal. k) Tir Gofal interests or requirements No Tir Gofal interests were identified. l) Buried archaeological potential During the field visit, no physical, visible evidence was noted suggestive of significant buried archaeology at the proposed development site. There is also no documentary, cartographic or aerial photographic evidence of buried archaeology at the proposed location for the turbine. m) Palaeoenvironmental potential No palaeoenvironmental potential can be identified at the Quoits Hill turbine site. It is situated in a pasture field which is well-drained. n) Hedgerows and field patterns The proposed development would be located in a pasture field, which had been enclosed by the 19th century. The field system at Quoits Hill is composed of small and regular field parcels, in keeping with the general character of the Hundleton area. The field layout has changed since the time of the 1841 Monkton parish tithe map, with some field boundaries having been removed to create larger field parcels. The proposed development will not change the essential character of the present field system or have any effect on any field boundary banks. o) Ancient woodland There are two Ancient and Semi-natural Woodlands which lie partially within the revised appraisal area. These are at Quoits Wood, 420 metres to the southeast and Limebridge wood, 950 metres to the south southwest.

Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal p) Place-names There are no significant place-names closely associated with the proposed turbine site. q) Cumulative impact Several wind turbines are visible over 6.5 km to the northwest on the northern side of the Daugleddau Estuary. Closer to the turbine site no other turbines were visible, the main visual element being two lines of large electricity pylons and power lines which cross either side of the turbine site. m) National Park The Quoits Hill turbine would lie at least 2.75 km away from the Pembrokeshire Coast National Park

Quoits Hill, Hundleton, Pembrokeshire, Historic Environment Appraisal 10. Conclusion 10.1 There would not be a significant impact on the historic environment or on individual historic assets in relation to the proposed development of the proposed wind turbine at Quoits Hill.

10.2 There are four Scheduled Ancient Monuments within the revised appraisal area, only one of which would experience an impact from the proposal. There would be a Very Low indirect, visual impact on Pembroke Castle, also a Listed Building. The proposed turbine would be visible circa 2km to the south-southwest of the castle but only from the higher accessible walls of the castle. The important views from the castle to the northeast and southeast across the Pembroke River and the adjacent town, would not be affected.

10.3 Of the twelve Listed Buildings in the revised appraisal area, only three would experience a Very Low, indirect, visual impact from the proposed turbine. These include two limekilns on the Pembroke River (ID numbers 34 & 83) and the medieval castle at Pembroke.

10.4 Eight other historic assets would experience a Low indirect, visual impact, based on the visibility of the turbine. These include a range of farm buildings and the derelict farmhouse at Bowett Farm (ID number 106-111), as well as the Iron Age promontory fort at Quoits Wood (ID number 3) and the historic village of Hundleton. The settings of these sites would not be compromised by the development.

10.5 Nineteen other historic assets across the revised appraisal area would experience a Very Low indirect, visual impact, based on the visibility of the turbine. The settings of these sites would not be compromised by the development.

10.6 The presence of two lines of large electricity pylons which run northwest to southeast through the Hundleton area from Pembroke power station. These are major features in the local landscape and pass within 200m to either side of the proposed wind turbine site. They are larger in scale than the proposed turbine and their presence markedly reduces the visual impact of the turbine as they are more significant vertical intrusions into the landscape.

10.7 On the basis of this appraisal no archaeological mitigation is thought necessary.

Description: Quoits Hill is not named on the Milford Haven map sheet of the Ordnance Survey’s Original Surveyors Drawings of 1809, the first detailed map of the whole country. A lane with a building to its western side are, however, shown at the location of the modern farm.

The first detailed map of Quoits Hill farm and its field system is the Monkton parish tithe map of 1841. This shows the same farm lane and single building that was depicted by the Ordnance Survey in 1809. The tithe map also shows that the fields around the farmhouse were enclosed by this time, some of which are recognisable when compared with the modern field system. The tithe schedule which accompanies the map dates to 1839 and shows that the farm amounted to a little over 53 acres in extent. At this time the tenant was Thomas Jenkins and the property was managed by the executors of one Thomas Meyrick. Three fields to the west and south of the farmyard were owned by Sir John Owen of Orielton and tenanted to a James Jenkins. Another two fields to the southeast of the farmyard, which includes the proposed turbine site, were managed by the executors of Thomas Meyrick, but tenanted to one David Griffiths.

When the Ordnance Survey published their 1 inch to 1 mile scale First Series map for the area in 1856, a lane and single building are again shown at Quoits Hill. More detail is provided on the 1st edition 1:2500 scale Ordnance Survey map, dated 1866-1875. This shows the single building, which was more than likely a dwelling with outbuildings attached to either gable end, that had a lane linking it to the road to the north. To the

northwest of the farmyard was another small outbuilding. The 2nd edition 1:2500 map of 1908-1909 shows a similar picture.

The 19th century layout of the farm buildings was apparently retained until the final quarter of the 20th century, on the basis of Ordnance Survey map evidence. By the early 21st century, however, the old buildings had been swept away and replaced by a compact group of modern agricultural buildings serving a modern dairying unit. The original dwelling was amongst the buildings lost, with a new house being built in the adjacent field to the east.

Census returns are available for the period 1841-1911 which throw some light on the people who have lived here in the past.

The earliest available census for Monkton parish shows that Quoits Hill was home to a 35 year old Joiner named Thomas Jinkins and his wide Sarah, as well as their six children and a Labourer.

In 1851, Quoits Hill was home to the families of two Agricultural Labourers, who must have worked on a local estate. A William Waters, originally of Narberth, lived her with his wife and three children. Also residing at Quoits Hill were Henry Davies, from Carew, and his wife and two children. Presumably there were two cottages on the farmyard or a single house was being shared.

The 1861 census shows that a farmer named Henry Hitchings, 43, originally of Steynton, farmed 50 acres here. He lived here with his wife Eliza, a native of Somerset, and 5 children. The family were still farming 50 acres here in 1871 and 1881. Henry and Eliza continued to farm as late as the 1891 census when they lived alone at Quoits Hill Farm, apart from thei granddaughter Ellen.

By 1901 the farm had passed to Joseph Hitchings, aged 60. The census gives his birth parish as Manorbier, but it is likely that he is the same Joseph Hitchings, son of Henry and Eliza Hitching, who lived here aged 17 with his parents in 1861, when he was recorded as being born in Penally parish. His wife Eliza Ann was a Londoner. They lived here with 5 children and 2 grandchildren.

The last available census returns date to 1911. They record Joseph Hitchings, now given his correct age of 67, farming the property with his wife and three adult sons (William, Thomas and James). Their adopted daughter Eliza Annie, 16, worked as a dairy maid on the farm also. Rarity: Common Reference: Trysor
