You urged expeditious U. S. Nuclear Regulatory Commission (NRC) action to approve the licensee's plan for disposal of 2.1 million gallons of slightly radioactive water "if it is technically feasible and environmentally s_afe." The NRC has continued to give careful attention to the issue of the disposal of TMI-2 accident-generated water (AGW). Since the accident, the contaminated water has been processed through demineralized systems to reduce its radioactivity content, and has been stored at the plant and used in carrying out various cleanup activities. A prohibition against any method of water disposal before it is approved by the Commission was incorporated into the TMI-2 facility license as a Technical Specification.

In December 1986, the NRC staff issued and requested comments on a draft supplement to update the Programmatic Environmental Impact Statement (PEIS) en the TMI-2 cleanup on the issue of AGW disposal (draft Supplement No. 2). The final Supplement dealing with disposal of accident generated water was issued in June 1987. This supplement assessed the environmental consequences of ten disposal alternatives, including the licensee's preferred method, and concluded that the implementation of any considered alternative would not result in a significant impact.

The Commission has directed the staff to provide notice of an opportunity for a public hearing on the licensee's amendment reouest. The Commission recognizes the substantial public interest in this issue. In view of this interest the Commission believes public participation in the resolution of this issue is important.

I appreciate your interest in and comments on this issue, and I assure you that the Commission will reach its decision as soon as practicable after the hearing.
