2015 (Pool Events) Athlete Selection Criteria

Qualifying Period Qualifying times must have been achieved between January 1, 2014 to December 31, 2014.

All athletes wishing to be considered for selection shall submit to GSF copies of their qualifying times on the official meet results printout, or provide GSF with the official website link where results are posted. Qualifying results shall be submitted to GSF no later than January 1, 2015, at 5 p.m.

Selection Events competitions recognized by GSF or other member of FINA. All times shall be in long course meters and no converted times will be accepted.

Eligibility To be considered for selection, a swimmer must meet all of the following eligibility criteria:

1. Be a United States citizen AND be able to demonstrate “residency” as defined in Appendix 1 2. Must be currently registered with a GSF swim team member and in good standing 3. Must have signed a GSF Competitor Registration Form 4. Must have signed the GSF Athlete Code of Conduct for International Competitions 5. Be available to fulfill all team commitments as outlined below

Team All athletes selected must: Commitments 1. Make themselves available for all team activities designated by GSF. 2. Comply with all applicable GSF Rules, GSF Code of Conduct for International Competitions, GNOC Rules, FINA rules, and ORADO Anti-Doping Policies. 3. Display a positive attitude toward the and toward the team at all times and maintain good discipline in personal behavior and in commitment to training.

Performance To be considered for selection and subject to meeting the Eligibility Requirement requirements above, athletes will be required to meet the following criteria: • Must have achieved an average of at least 400 FINA points for females and 450 FINA points for males from three (3) events. • Relay and other splits will not be considered for selection for an individual event. • FINA points will be calculated according to FINA’s current Long Course (50m) point score table. Team Size & Team size for individual events will be in accordance with the specific Announcement rules of the 2015 Pacific Games. As of July 2014, the maximum team size allowed is 10 females and 10 males. If the number of swimmers meeting the performance criteria above exceeds the limit established by the rules, the highest ranked swimmers who satisfy the eligibility and selection criteria will be nominated.

Final selections and rankings per event will be determined by the swimmers’ best competitive times achieved in that event within the 12 months prior to the entry deadline of the Games. A swimmer who has qualified in one event may be entered in other events in which the swimmer has not qualified, provided they do not displace swimmers who have qualified.

GSF’s philosophy is to ensure that the best possible relay team is on the blocks representing Guam at the 2015 Pacific Games. The final composition of relay team(s) will be determined by the coaching and management staff at the Games, in consultation with the swimmers primary coaches.

The nomination of athletes that have met all of the Eligibility and Performance Requirements will be announced on or about January 2015. Notes All participation, travel and accommodation costs are the sole responsibility of the athlete.

Should an athlete withdraw from the 2015 Pacific Games Team following the team announcement, GSF may consider a replacement, provided the replacement athlete has met the Eligibility and Performance Requirements.

GSF may amend these selection criteria at any time, at its discretion with the approval of the GSF Board.

2015 Pacific Games Coaches Selection Criteria

Background This document outlines GSF’s coaches selection criteria for the 2015 Pacific Games. If the Games Organizing Committee or GNOC set specific requirements for the competition, they will take precedence over this document.

GSF will select coaches according to the number of officials designated by the Games Organizing Committee and/or the GNOC.

The purpose of this policy is to enable GSF to select coaches for GSF teams who are best equipped to create an environment that enables the athletes to perform at their best on the world stage. This will include:

• Managing the final preparation of the athletes • Cooperation with Team Management

Eligibility To be considered for selection, a coach must meet all of the following eligibility criteria:

1. Must be an active coach in Guam 2. Must be the “primary” coach of a swimmer selected for the Games 3. Must be attached to a swim team within the 12 months preceding the Games 4. Be a coach of a registered member team of GSF and in good standing 5. Must be: (1) FINA Coaches Certification Level 1 Certified; or (2) American Sport Education Program (ASEP) Coaching Principles Level 1 Certified and Sport First Aid Level 1 Certified 6. Be First Aid/CPR certified 7. Must be eligible for international travel 8. Must have signed the GSF Code of Conduct for International Competitions Team All coaches must: Commitments 1. Be available to fulfill the Team Commitments as outlined by GSF in preparation for the Games 2. Agree to GSF requirements regarding team preparation 3. Make themselves available for all team activities designated by GSF and GNOC 4. Comply with all applicable GSF Rules, GSF Code of Conduct for International Competitions, GNOC rules, FINA rules, and ORADO Anti-Doping Policies 5. Be present with the team for the entire duration of the Games, which includes travel routing from and to Guam 6. Pass and submit a physical form and be able to withstand the physical rigors of traveling with and working with the team

Selection Process When the number of coaches can be decided by GSF, there will be a for Coaches ratio of ten (10) swimmers to one (1) coach. Coaches will be selected based on the following criteria:

1. Coaches will be ranked based on the combined FINA point score of their top two male athletes. The highest ranked coach will be selected as a team coach. 2. Coaches will be ranked based on the combined FINA point score of their top two female athletes. The highest ranked coach will be selected as a team coach. 3. In the event that only one coach can be selected after applying criteria #1 and 2 above, the second highest ranked coach will be selected. 4. If the situation arises where there is a tie on FINA Points, the coach with the most swimmers on the team will be selected.
