YOUTH COUNCIL MINUTES of a meeting held at, Fairway Hall, Brook Close on Wednesday 5th September 2018

10. WELCOME AND INTRODUCTION

AN welcomed all to the meeting, with a special welcome to Alex, new YC member.

13. MINUTES OF THE PREVIOUS MEETING

The minutes of the meeting of the Youth Council held on 27th June 2018 were agreed and signed by YCllr JB.

14. MATTERS ARISING

 AN to follow up enquiry about possible article in Borehamwood Times on Urban Angels – action outstanding.  AN to set up meeting for JB and Town Clerk re picnic benches – see item 16.3  AN to talk to Tracey Malton regarding purchasing of St Pancras memorabilia for prizes – this has been agreed and is on order.  AN to send YCs WhatsApp St Pancras Tour invite, and request parental consent. BR to invite Cllrs Barker and Parnell to Exhibition on 15th and Tour on 8th – actions completed. Tour was postponed to autumn. BR suggested that YCs come up with a couple of possible dates through WhatsApp group for October – early November.

15. DATA PROTECTION

AN explained a necessary addition made to the Council’s Social Media Policy to cover Youth Councillors’ use of WhatsApp group. This was to be read and agreed in conjunction with Data Protection, Equality and Diversity, and Safeguarding Policies. Copies of each policy were distributed to YCs present and they were asked to take these away to read. A paper stating each policy has been read and agreed will be available to be signed at all meetings, and posted to YC members who do not manage to attend. All new members will be required to read and agree these four policies. Current members will also be required to revisit, read and agree to ensure whole group understanding has been met and all members are brought up to date.

16. WORKING GROUPS UPDATE

16.1 CHARITY GROUP

No Charity Group Members present therefore nothing to report.

16.2 RAILWAY GROUP

NA, LA, and JB reported on their recent activities, commenting on the recently installed vinyl covers along Shenley Road that advertise the Quiz and Drawing Competitions. The covers were thought to be bright and eye-catching. BR mentioned that a number of visitors to the museum had participated in the competition (BR to find out numbers and pass info to AN for inclusion in mins: 15 quiz / 22 drawing). One of the cover’s cable-ties had been removed and needed repairing. AN to address. Nathan Louis was forwarded YCllrs selfie’s by the plaque covers which he will use in his next Borehamwood Times article covering the event.

Railway Group members attended the unveiling ceremony of the new Railway plaque followed by an event at Allum Hall exhibiting plans for the new station. They also visited the Model Railway exhibition held at 96 Shenley Road which attracted over 200 visitors. LA reported the exhibition as being interactive and therefore very interesting for children.

BR mentioned that crayons and coloured pencils were provided at the museum, and Library Services had agreed to promote the competition in conjunction with the Summer Reading Challenge.

NA, LA and JB along with AD were thanked for the tremendous amount of work they’d undertaken, and they were congratulated for all they had achieved though their involvement and lead on many different tasks in design, planning, promotion etc.

16.3 ENVIRONMENTAL GROUP

JB reported that much of his time and attention had been taken up with the Railway Group activity He explained for the benefit of AS, newest Youth Councillor, what the Environmental Group has achieved during the last few years. AS raised an issue regarding grass cutting along Park Crescent, and also emptying of bins in the play area in Parkfields.

AN offered to find out who is responsible for both: Herts County Council is responsible grass cutting. Enter ‘grass cutting’ on HCCs website www..gov.uk there are monthly grass cutting schedules by postcode and overflowing bins in Parkfields can be reported either by telephone to Borough Council 0208 207 2277, or by emailing [email protected] who will then pass the report on to their contractors who regularly clean up key popular sites including parks. Comments, compliments and complaints can be left on Hertsmere Borough Council website at the bottom of the page www.hertsmere.gov.uk

Picnic Benches by the BECC – AN will schedule in a new date for JB to meet with the Clerk of the Council to draft a letter to the Borough Planning Dept requesting for picnic benches on the grass area opposite the BECC.

AN to invite Alex Melson from Woodcock Hill Group to the 17th October meeting.

17. YC PARTNERS: UPDATE FROM BOB REDMAN OF FIRST IMPRESSIONS

BR reported that most of an update has already been covered in item 16.2 above. Details of the “All Change” exhibition and competitions still to be uploaded onto the EBTC website and Facebook page – Anne to action.

18. FOR BOREHAMWOOD

AN and BR briefed YCs on an initiative being promoted by John Cartledge to ‘design a Borehamwood Flag’, an opportunity for the YC to run as a community involvement project, with support available from The volunteer Phil Tibbetts on what constitutes good and bad flag design. YCs agreed to take on this project and will set up a new Working Group at the November Working Groups meeting. Phil Tibbetts to be invited to come and talk at a November Full Council meeting – BR to action.

19. ANY OTHER BUSINESS

 Interfaith Week event - Jewish Living Experience Exhibition takes place during Interfaith Month in November and YCs have been invited to hold one of their meetings at the Croxdale Road Synagogue where an exhibition of artefacts can also be viewed and enjoyed. AN to contact Mrs B re booking a 14th November meeting.

 Planting in/tidying public spaces – YCs discussed a possible project to adopt and transform neglected areas around Borehamwood. AN to put on future meeting agenda.

 Rail Trail guided walk – BR mentioned a second guided walk being organised for 7th October, aiming to repeat the successful 13th May walk. AN to send out Parental Consent invites.
