Bicentennial Celebration of the United States Attorneys 1789 - 1989 "The United States Attorney is the representative not of an ordinary party to a controversy, but of a sovereignty whose obligation to govern impartially is as compelling as its obligation to govern at all; and whose interest, therefore, in a criminal prosecution is not that it shall win a case, but that justice shall be done. As such, he is in a peculiar and very definite sense the servant of the law, the twofold aim of which is that guilt shall not escape or innocence suffer. He may prosecute with earnestness and vigor– indeed, he should do so. But, while he may strike hard blows, he is not at liberty to strike foul ones. S. 88 (1935) INTRODUCTION In this, the Bicentennial Year of the United States Constitution, the people of America find cause to celebrate the principles formulated at the inception of the nation Alexis de Tocqueville called, “The Great Experiment.” The experiment has worked, and the survival of the Constitution is proof of that. But with the celebration of the Constitution must also come the commemoration of those sharing responsibility for the realization of those noble principles in the lives of the American people, those commissioned throughout our nation’s history as United States Attorneys. -

Cindrich Robert James Cindrich (born September 22, 1943) is a former United States Attorney for the Western District of Pennsylvania and a United States District Judge of the United States District Court for the Western District of Pennsylvania. Born in Washington, Pennsylvania, Judge Cindrich earned an Artium Baccalaureus degree from Wittenberg University in 1965 and earned a Juris Doctor Magna Cum Laude from the University of Pittsburgh School of Law in 1968. After law school, Judge Cindrich clerked for United States Court of Appeals for the Third Circuit Judge Ruggero Aldisert from 1968 until 1969. After a stint as a United States Army Reserve specialist from 1968 until 1971, Judge Cindrich worked for Allegheny County, Pennsylvania as an Assistant Public Defender from 1969 until 1970 and as an Assistant District Attorey from 1970 until 1972. -

The Bicentennial of the United States District Court for the Western District of Pennsylvania 1818-2018 The Bicentennial of the United States District Court for the Western District of Pennsylvania In 2018, the United States District Court for the Western District of Pennsylvania hosted a four-part series of events presented in honor of its bicentennial. Established in 1818, the courts of the Western District have been the battleground of disputes reflective of an evolving Western Pennsylvania. Societal, technological, and economic issues affecting the development of the region have been decided by the District Court’s fifty-nine commissioned judges and the Bankruptcy Court’s eleven appointed judges, as well as the District Court’s magistrate judges, bankruptcy registers, and bankruptcy referees. In celebration of its 200th anniversary, the Honorable Joy Flowers Conti, Chief U.S. District Judge, called for the development of a series of programs worthy of the occasion. Chief Judge Conti, along with the Honorable Jeffery A. Deller, Chief U.S. Bankruptcy Judge, and the rest of the Historical Committee for the District Court, spearheaded the planning of the events. THE WINTER 2019 The Duquesne University School of Law Magazine for Alumni and Friends Liz DeLosa, L’10 and the Pennsylvania Innocence Project MESSAGE FROM THE DEAN Dean’s Message Dear fellow alumni, It has been an absolute privilege and honor to serve as your dean for nearly three years. I have enjoyed not only working with an amazing community of legal scholars, but also having this special opportunity to reach out to you, our supportive alumni. You have given back to your alma mater in so many ways, and I am grateful for all you do. The academic year is quickly going by, and there is so much good news to share with you. First, our entire Duquesne Law family is very proud of our recent Duquesne Law graduates who achieved a 86.73 percent first-time taker pass rate on the July 2018 Pennsylvania Bar Examination, ranking Duquesne Law third in the state. This passage rate exceeded the statewide average for first-time takers of 79 percent by more than 7 percentage points. This also marks the 13th time in the last 14 years that the pass rate for Duquesne’s first-time takers has exceeded the state average. I know you join with me in congratulating our 2018 grads! Next, we welcome three new tenure-track professors this semester: Pablo Echeverri teaches corporations and securities regulations; Agnieszka McPeak teaches torts, professional responsibility, and social media and the law; and Richard Heppner, formerly a visiting professor, teaches civil procedure and antitrust (you can read more about them on page 6).
