Call for Consultancy Service : To conduct thematic researches on GBV in Public Space focusing on the public space of Elected Women Representatives, Access of Women to Public Resources, Public Space in Health Sectors

A. Background: Women's Rehabilitation Centre (WOREC) is a non-governmental organization working for the protection and promotion of human rights. Established in 1991, WOREC is one of the leading national organizations that works to prevent violence against women, its causes and consequences, and to ensure economic, social and cultural well-being of women as well as other marginalized groups by promoting their access to rights and social justice.

WOREC requires services of firm or individual for conducting research to develop the knowledge and fact on how women claim their public space? What needs to take to create safe public spaces and how safe public space is linked to bodily autonomy of women and girls? And how existing norms and practices are impacting on the women access to public space? How the role of service providers impact on creating the safe and accessible public space for women and girls?

The research anticipates to reflect the condition of public spaces for women and girls and develop the fact-based document to act as a tool for policy advocacy towards creation of safe public space and responding to GBV in public space. It is reckoned to strengthen of women rights activists, CBOs and local representatives with better information and greater knowledge to firming community response to the issues.

Objectives: • To conduct three thematic research with their intersections on how elected women representatives claim their public space? Status of women and girl’s access to and control over public resources and how and in what condition public facilities are accessed by women and girls? • To develop the knowledge and dig out the gap created by social normative thought and behavior for accelerating the violence against women in public spaces. • To develop the video; capturing the stories, on understanding of the safe public spaces, how women and girls claim their public spaces, trend of case reporting and service delivery.

B. Scope of work and Expected outputs The scope of work and expected outputs/deliverables will be the following: I. Collect, review and analyze all the necessary documents to fully substantiate all stages of researches on the status of public space of elected women representatives, access of women to public resources, health sectors, safe and accessible public space for women and girls. II. Carry out stakeholder analysis to bring out the roles and responsibilities of key players, institutions that play a vital role in developing the safe public space III. Collect qualitative and quantitative data in consultation with different women’s group, girls’ group, service providers; OCMC, health post, hospital, Police, elected representatives, Community Based Organizations (CBOs), entertainment sectors, sex workers etc. using different tools and methodologies. IV. Produce a well-written and compiled comprehensive research document highlighting: How elected representatives claim their public spaces and what are the challenges? The status of women and girls to have access and control over local resources and barriers, and how women and girls claim their health post, hospitals and other health institutions as a safe and gender friendly space? And what needs to be done to address the issue? V. Develop video and photo story; capturing the stories, on understanding of the safe public spaces, how women and girls claim their public spaces, trend of case reporting and service delivery

C. Methodology The consultant will follow the work plan and the time schedule agreed with WOREC undertaking the contract assignment. ➢ Appropriate methodologies will have to be determined by the consultant in consultations with WOREC ➢ The consultant will work in close collaboration with WOREC ➢ The consultant will undertake collection of all the required data/information (primary/secondary) from various sources, including literature review, consultation with OCMC, Hospital, health post, Community Based Organization (CBOs), women and girls’ group, elected representatives, sex workers, entertainment sectors, WOREC and other government agencies ➢ To analyze and compile the report of policy analysis on VAW in public space being developed by WOREC. D. Duration of work ➢ The duration of contract shall be maximum of three working months between 2 March 2020 -2 June 2020 ➢ The consultant will work closely with the WOREC Team and will from time to time submit and share the progress of activities as agreed. E. Duty station The consultant will visit three working districts of WOREC; Morang: Metropolitan city, Sunbarshi , Pathari Shanishchare Municipality, Udayapur: , Katari Municipality, Chaudandigadi Municipality, Rautamai Rural Municipality and Dang: Tulsipur Submetropolitian city, Dangisarn Rural Municipality and also Kathmandu for the required consultation and data collection.

F. Required expertise and qualification The lead consultant and researchers / firm should have the experiences of working in the sector of human rights program, gender-based discrimination and violence against women, issues of gender, gender equality, women's and girls’ empowerment, social development, law or related fields. Also, the consultant should have at least 10 years of experience in related field with minimum Master’s degree.

➢ Prior knowledge and expertise of conducting research and studies in similar area. ➢ Knowledge and experience in and development of policy analysis and experience on Social Norms Analysis Plot (SNAP) framework, Social and Behavioral Change Communication (SBCC) skills. ➢ Knowledge and understanding of laws, policy, strategy and policies related to GBV, feminist perspective, gender-based discrimination and violence, sustainable cities and communities, country context, human rights and development issues. ➢ Knowledge on, gender issues, social inclusion, human rights, peace, local governance and capacity building. ➢ Experienced working with women’s right organizations, I/NGOs, UN agencies dealing with research and advocacy, preferred with specification on the field of public space.

G. Documents to be submitted • Letter of interest detailing understanding of the task and highlighting experience and expertise in similar works; • Financial proposal • CVs of Lead Research, two competent researcher and other team members supporting the provision of the provision of the service • List of previous and current clients detailing works carried out in the similar field. • Companies providing services need to submit copy of all legal documents, and in case of individual consultant document ensuring their registration in VAT needs to be submitted.

H. Scope of financial Proposal and Schedule of Payments a) The consultant will be offered a lump sum fee inclusive of TAX/VAT, for all costs including travel costs and accommodation during field visit except consultations organized in the districts. b) The payments will be made in installments based upon outputs/deliverables specified in the TOR (under payment schedule) and upon certification of satisfactory work as per work plan and endorsed by WOREC.

I. Payment Schedule The consultant will be paid 20% of total contracted amount on signing the contract and submission of inception report including methodology for drafting the research paper, 60% after submission of draft report and 20% after the submission of final report in Nepali.

J. Criteria for Selection of the Best Offer The evaluation of the consultant will be based on Combined Scoring method – where the qualifications and methodology are given 70% weightage and financial offer with be given 30% weightage. Only consultant meeting a minimum of 50 points under technical evaluation would be considered for the financial evaluation. Following specific criteria would be assessed:

In performing the services, the consultant/resource person shall act as an independent consultant and shall not be deemed to be an employee or agent of WOREC. The consultant shall be solely responsible for and shall be liable for, indemnify, defend and hold WOREC harmless against all wages, fees, contributions, charges and taxes required by legislation. All appropriate deductions are made in respect of income tax and other contributions.

WOREC shall not be liable for providing any benefits of any kind except as provision of payment mentioned in the ToR and agreement to the Resource Person/consultant.

This contract shall not be deemed to create any kind of partnership, joint venture, and agency or franchise agreement with the Resource Person/consultant or sub-contractors (if any).

This is a short-term consultancy assignment. The budget for this assignment will be as per the procurement policy of organization and tax will be deducted as per the government policy of .

Apart from that, organization will not take any access and unforeseen budget against agreement between both parties.
