1.1 Overview

Through 2019, EPCOR Water Services Inc. (EWSI) continued to satisfy all water demand requirements while meeting our strict water quality criteria. Total demand in 2019 was lower than 2018 and 2017. Overall residential per capita and total per capita values also continued to trend downward primarily due to the installation of water efficient fixtures and appliances.

Rossdale and E.L. Smith WTPs were converted from Direct Filtration (DF) to conventional treatment on March 18th as increased temperatures resulted in the upstream creeks starting to flow and spring runoff conditions. Some odours were detected and carbon was turned on for 21 days. Although colour peaked at 93.4 TCU, spring runoff did not bring any significant taste and odour concerns and carbon was turned off on April 8th. On July 25th, due to significant rainfall/mountain runoff events, turbidity peaked at 3,900 NTU and colour peaked at 200 TCU on July 26th. Carbon was turned on for 6 days to treat this runoff and turned off on July 28th. There were no other significant rainfall events affecting water quality the rest of the year.

Edmonton WTPs continued to focus on optimizing chemical dosing and minimizing release of water treatment plant solid residuals to the NSR. Zeta Potential is being monitored at the EL Smith WTP during Direct Filtration to help filter polymer dose optimization and to increase plant performance during DF operation. If this proves to work well it will be implemented at Rossdale in the future.

Fall raw water quality was very poor and river colour remained high (>6TCU) until the end of the year. For this reason, Rossdale was unable to convert to DF mode of operation until December 18th and E.L. Smith WTP was unable to convert to DF mode of operation in the fall and winter months in 2019.

Overall, the WTPs were able to reduce total solids discharged to the NSR by 58.5% during the months of January, February, March and December 2019 compared to baseline conventional operation. In-stream sampling and monitoring of WTPs clarifier waste stream discharges to NSR continued in 2019 to further understand the impacts of residuals discharge on the river environment.

There was one AEP approval contravention at the WTPs in 2019, as detailed in Section 1.4 Summary of Violations and Notifications. The WTPs continue to improve the integrated safety and environmental management system in accordance with the ISO 14001:2015 and 45001:2018 standard.

EWSI continued to upgrade the water treatment plants and the reservoir assets. Total expenditures in 2019 were approximately $33.6 M. Some of the major projects are as follows:

 E.L. Smith Solar Farm – design, public consultation and the regulatory approvals process continued for this project with the intent of having a 12MW solar farm and battery energy storage system installed adjacent to the E.L. Smith WTP with a revised in-service date of Spring 2022.  E.L. Smith – The Clarifier and Filter Buildings HVAC systems were replaced and upgraded, design was completed to begin structural rehabilitation of Stage 1 filters with construction planned in 2020, the Fluoride Room Upgrade project construction began with completion expected in April 2020 and the construction of High Lift Pumphouse surge protection continued.  Rossdale - Filter underdrains and the air scour systems were upgraded on the final 3 filters, structural rehabilitation of Stilling Basin 1 and Clarifier 1-1 got underway with completion planned in Q1 of 2020 and construction for the SBS Room Upgrade project began with completion scheduled for Q2 2020.  Reservoirs – Exterior rehabilitation of Papaschase above ground reservoirs was completed and a back-up generator was installed at Burnewood Booster Station.

In 2019, Water Distribution and Transmission repaired 298 water main breaks on the distribution system in Edmonton, with the majority of main breaks occurring on cast iron pipes. This number also represents the 5 year annual average of main breaks going back to 2015. EPCOR generally experiences a higher volume of breaks in the first quarter of the year attributed to deeper frost penetration as we incurred 147 in this time frame. The overall reliability of the water distribution system can be attributed to the water main replacement programs as well as the use of more reliable pipe materials in both replacement and new water main construction.

In 2019, the Uni-Directional Flushing program completed flushing and valve exercising in about 34% of Edmonton (2,413 runs).This program is now a six- year cycle with area prioritization emphasis placed on water quality parameters, percentage of Cast Iron Mains, and the relative success of the previous flush.

In 2019, Water Distribution and Transmission completed a transmission main inspection on the major feed to the Capital Region Northeast Water Service Commission (CRNWSC) using inline inspection technology. This inspection identified an active leak that had the potential to fail catastrophically. With early identification, a repair plan was prepared and carried out successfully over three (3) weeks with limited impact to customers. Other items identified in this inspection will be assessed and prioritized for repair. Further inspections will be planned in the future to continue the success of this program.

EWSI continues to provide water and wastewater services and expertise to numerous communities in Alberta, British Columbia, Saskatchewan, as well as industrial sites in Fort McMurray.

As we move into 2020, we will continue to focus our efforts on the production of and distribution of high quality water, customer satisfaction, protection of the environment, workplace safety and cost effectiveness. We will continue to ensure our customers receive best value for the services we provide them. More detail on our progress towards meeting our EnviroVista Stewardship commitment will be included in our annual EnviroVista report, which will uploaded to epcor.com by June 30th, 2020.

ENV- Alberta Environment and Parks was notified of failed total coliforms sample 20190121- collected after a hydrant was installed. The hydrant remained out of service and 18-JAN-19 348660 580490 was flushed and resampled as per procedure. Additional samples were collected to confirm the hydrant could be placed in service.

A potable water release was reported to Alberta Environment and Parks after a ENV- water main break was located and a small volume of water was released into the 20190223- 23-FEB-19 348660 Mill Creek Ravine. As per procedure water was dechlorinated and the break 184183-v1 was isolated and repaired.

During a planned shutdown of the Rossdale Water Treatment Plant, Operations planned to take the Sodium Biosulfite (SBS) injection system out of service on Waste Stream #7. SBS is used to dechlorinate water before it enters the North Saskatchewan River. Sodium sulfite pucks were placed in locations along the ENV- waste stream piping and the SBS injection system was turned off. During this 20190417- time Operations collected grab samples and analyzed for chlorine residual. A 17-APR-2019 352151 167230 result of 0.15 mg/L chlorine residual was obtained. Operations returned the SBS injection system to service, resampled and discovered 0.35 mg/L residual chlorine. Operations increased the dose of SBS and resampled and found 0 mg/L chlorine residual. This event was reported to AEP as a chlorinated water release of approximately 32 minutes in length.

As part of the Routine Distribution Sampling Program, a sample was collected ENV- and tested positive for total coliforms. As per procedure, additional samples 20190604- 4-JUN-19 354307 were collected and results were absent for total coliform. This incident was 539304 reported to AEP for notification purposes.

1.4 Summary of Violations and Notifications for 2019

During an installation of service lines, a passing valve was causing the excavation to fill with water. Operations isolated the valve and shortly after a ENV- customer complaint was received. Operations flushed and sampled and results 20190609- 8-JUN-19 354483 indicated a positive for total coliforms. As per procedure, the line was flushed 607273 and resampled and results passed all water quality tests. AEP was notified of this incident.

As part of the Routine Distribution System Monitoring Program, a sample was ENV- collected and tested positive for total coliforms. As outlined in procedures 20190624- referencing the Protocol for Failed Bacteriological Results, additional samples 21-JUN-19 355107 757849 were collected. All results were absent for total coliforms. AEP was notified of this incident.

During a water main replacement project, a portion of the main was depressurized for a tie-in connection. The line was flushed and re-pressurized ENV- and a sample was collected as per procedure. Results came back within limits 20190715- 13-JUL-19 356081 for Total Chlorine and Turbidity, but tested positive for Total Coliforms. The line 814820 was flushed and resampled and results passed all water quality tests. AEP was notified of this incident.

As part of a water main replacement project, a portion of the main was depressurized to install a new hydrant. As per procedure, the line was flushed and re-pressurized and the hydrant was disinfected before samples were ENV- collected. Chlorine and Turbidity were within water quality limits but the sample 20190724- 24-JUL-19 356558 tested positive for total coliforms. The line was flushed and additional samples 756387 were collected and results were absent for total coliform. This incident was reported to AEP for notification purposes.

1.4 Summary of Violations and Notifications for 2019

The routine monitoring sample collected at Kaskitayo Reservoir tested positive ENV- for total coliforms. The protocol for positive bacteriological results was activated 20190809- 8-AUG-19 357273 and a total of four resamples were collected. All results from the resample event 453575 were within water quality limits and negative for total coliforms.

A routine monitoring sample collected at Papaschase 2 Reservoir tested positive ENV- for total coliforms. Four resamples were collected, as per the protocol for 20190809- 8-AUG-19 357264 positive bacteriological results, and all resamples were within water quality limits 451833 and tested negative for total coliforms.

ENV- A subcontracted hydrovac truck experienced a mechanical failure causing 1 20190919- cubic metre of slurry (water and clay) to release onto the roadway. A very small 19-SEP-19 359124 109850 amount entered the catch basin. This was reported to AEP.

Samples were collected after a temporary shutdown of the water main and ENV- results came back positive for Total Coliforms. Additional samples were 20190916- collected after further chlorination and all sample results were negative for Total 427379 Coliforms. 14-SEP-19 358927 ENV- The requirement to report the results to AEP within the same day, outlined in the 20191007- Communication and Action Protocol for Failed Bacteriological Results in 422691 Drinking Water was not followed.

After repairs were completed in the distribution system a sample was collected ENV- as per procedure. Field chlorine and turbidity results were within normal limits 20190916- 14-SEP-19 358903 however the lab results indicated turbidity was much higher than the field result. 277089 AEP was notified.

During an emergency replacement of a section of 900 mm transmission water main, plans were made to empty a section of the main to complete the repairs. ENV- 5000 m3 of dechlorinated water was released to a nearby ditch as a result of 20191213- 12-DEC-2019 362275 draining and flushing activities. An inspection completed revealed that erosion 456142 and sedimentation had occurred along a 100 m length of the ditch. This was reported to AEP (Ref # 32275) and plans are in place to remediate.
