1. Call To Order / Introductions – Chair Gary Duncan called the meeting to order at 12:04 p.m. and asked everyone to introduce themselves.

2. Approve Last Minutes – Chair Duncan made a motion to accept the minutes as presented; it was seconded by Mr. Mark Stuckey and passed by acclamation.

3. Airport Updates / Roundtable • Sarasota/Bradenton International Airport – Mr. Stuckey stated that they have some T-hangar vacancies but expect them to fill up during the season. Airport traffic is about the same as last year and is expected to increase only slightly this year. Mr. Stuckey stated that they will be moving the last L-3 bag screening machine to the back of the house. He added that a taxiway rehabilitation project and restroom rehabilitation project have been bid and are on hold awaiting

funding. They are moving forward with the design of a new ATCT, new taxiway connectors for 14/32 and related fiber optic connections. • Charlotte County Airport – Mr. James Parish stated that they have completed permitting and design of the new ATCT and construction should begin in the next sixty (60) days. They have resolved the “through the fence” operator issue with the TSA. He added that they have a number of T-hangar vacancies for the first time ever and they are now looking at other options for the use of that space. • – Chair Duncan stated that the new general aviation facility at Page Field is now underway and will include a 23,000 square foot terminal and a 24,000 square foot corporate hangar. • Naples Municipal Airport – Mr. Phil Norris stated that they have completed a thirty-three (33) space tie down area. They also have a number of hangar vacancies and they are about to start work on a new GA Customs facility. He stated that the overlay of Runway 05/23 will be ready for construction later this summer. They also have a project to pave the overruns on Runway 05/23 that bids this afternoon. This project would increase the effective takeoff length to 5,800 feet but the City of Naples is protesting the extension. He stated that they are installing a dependant surveillance system for ADSB to assist with collision avoidance efforts. They have completed a Part 77 Obstruction Survey and will soon be selecting a contractor to complete off site removal of trees as required. He added that renovations on the GA terminal at Naples Airport are now complete. • Southwest Florida International Airport – Chair Duncan stated that a couple of projects are in the works including the installation of six (6) new Rapiscan devices at the security checkpoints by October 2010. The Authority is currently reviewing plans and preparing for the installation process with a focus on keeping disruptions to a minimum. He added that a brand new ARFF station will soon be under construction to replace the current thirty (30) year old facility. The new station will have five (5) bays and nearly 30,000 square feet of space. • Buchan Airport – Mr. Gary Spraggins stated that things are still slow and the County has no development plans for the airport at the current time.

4. Regional Issues / Concerns – None.

5. FDOT Aviation • Aviation Office o Aviation Program Funding – Mr. Erik Treudt stated that $129,921,080 in aviation funding was passed (and later signed by the Governor) for FY2010- 11. Mr. Treudt stated that the proposed $160,000,000 sweep of the State Transportation Trust Fund was vetoed by the Governor but he added that revenue estimating conferences later this year may still affect the total amount of aviation funding. o 2060 FTP Brief/Workshops – Mr. Treudt reviewed a slide presentation on the 2060 Florida Transportation Plan (FTP). He explained that this project outlines a policy framework for the implementation of transportation projects over the next fifty (50) years. He outlined the purpose of the 2060 FTP and identified the state, local and regional transportation stakeholders. He mentioned that FAC has appointed Mr. Sunil Harmon from -Dade

Aviation Department as the airport representative on the 2060 FTP Steering Committee. He reviewed the schedule for development of the plan highlighting the twelve (12) regional workshops that will be held around the State during this process. He added that final adoption of the plan is scheduled to be complete in December 2010. o Airport Compatible Land Use Study – Mr. Treudt stated that the Airport Compatible Land Use Guidebook was completed in March. He then reviewed the location of information on the study on the FDOT Aviation Office website. Mr. Keith stated that there will be a training phase for airport staff members later this year that will highlight the regulations/procedures outlined in the Guidebook. Mr. Treudt stated that questions on this project can be directed to Mr. Sergey Kireyev at the FDOT Aviation Office. o Airport Master Plan Guidebook – Mr. Treudt reviewed the location of the electronic version of the Airport Master Plan Guidebook on the FDOT Aviation Office website. He stated that questions on this project can be directed to Mr. Abdul Hatim at the FDOT Aviation Office. o Statewide & Regional Overviews – Mr. Treudt briefly reviewed the location of the electronic versions of the Statewide & Regional Overviews. He showed the group the location of a link on the FDOT Aviation Office website that carries you to www.CFASPP.com where the documents are available for viewing or download. o Economic Impact Study – Mr. Treudt reviewed a PowerPoint presentation on the recently completed Economic Impact Study. He highlighted several findings from the study noting that the overall impact of aviation to the Florida economy is approximately $115 billion annually. He added that the study found that more than 1.2 million jobs in Florida are currently supported by aviation. Mr. Treudt then reviewed the location of the electronic version of the study on the FDOT Aviation Office website and he invited the group to direct any questions on the project to Mr. Abdul Hatim at the FDOT Aviation Office. o Pavement Management Program Website – Mr. Treudt quickly showed the group a page from www.floridaairportpavement.com and asked if any of the regional airports have been using the site for pavement management activities. Mr. Treudt explained that they are conducting a survey of users to determine the procedure and timeframe for combining this information into a more central location within the Florida Aviation Database. Mr. Keith briefly updated the group on the Pavement Management Program noting that a grant from the FAA has made it possible to begin on-site pavement inspections later this summer. • FDOT District Announcements – No comments.

6. FAA Announcements – None.

7. MPO Comments – Mr. Ron Gogoi reported that the Lee County MPO will be holding a 2035 Long Range Transportation Project (LRTP) Workshop on July 19, 2010 in Fort Myers. The Workshop is scheduled for 5-7 p.m. at the Harborside Convention Center.

8. Old Business • Statewide Contracts for Aviation Grant Program – Mr. Keith stated that this initiative should be ready to go out to the RFP process very soon. The FDOT Aviation Office will monitor this contract for usage by airports and provide support as needed in an effort to simplify and reduce the cost associated with the airfield painting process. If this process proves to be a useful tool for airport sponsors it may be expanded to include the procurement of other types of grant eligible items. • Obstruction Mitigation Procedures Update – The group briefly discussed the progress of this issue and how it relates to the Airport Compatible Land Use Project underway at the FDOT Aviation Office. LCPA staff members once again expressed a desire to have the FDOT involved in the obstruction evaluation comment process at the earliest possible point in the process to facilitate agency coordination of airspace proposals that could have a negative impact on airports in the region. Chair Duncan stated that the LCPA is continuing to work with Mr. Sergey Kireyev at the FDOT Aviation Office on this issue.

9. New Business • Bill Horner Retirement – Chair Duncan informed the group about the pending retirement of Lee County Port Authority (LCPA) staff member Mr. Bill Horner. He thanked Bill for his service and contributions to the CFASPP Program and the LCPA.

10. Time & Place Next Meeting – Mr. Treudt stated that the next scheduled meeting of the Southwest Region Steering Committee is September 21, 2010. The Committee determined that the meeting will be held at the Sarasota/Bradenton International Airport on that date beginning at 12:00 PM.

11. Adjournment – Hearing no further business for the committee to consider, Chair Duncan adjourned the meeting at approximately 1:16 p.m.
