1 Welcome to the 2019 Season! I am honored to be the president of the VSWGA for 2019. We are such a unique organization and are fortunate to have so many dedicated volunteers who make our organization work. We have four exciting new initiatives this year. Forward We are offering the option to play from forward tees at eight clubs this season. This is a pilot program for one year which we hope will encourage our members to continue to play with us and invite previous members to come back to the VSWGA. Bring A Friend The program will be expanded to include all courses, even those with forward choices. Let’s invite potential players and show them how exciting it is to play our State Days. We want to increase our membership. New players joining our current members is the best way to introduce them to the VSWGA. New Web Site We are redesigning our web site to make it easier to access information and post messages. It will be the portal to Golf Genius and State Day results. Rules Updates 2019 is the year of extensive changes. We have started with a bi-monthly rules email to all our members. In addition, rules seminars will be offered in the spring to make sure all have access to the new rulings. to videos are also available. In addition, we will start to plan our 90th birthday party for 2020!!! We will be seeking your input on how to celebrate this landmark event. We hope for good weather and lots of play days this summer.

9 VSWGA History and Purpose The Vermont State Women’s Golf Association was founded in 1930 by a group of women representing 11 Vermont golf courses. The group was led by Mrs. G. N. Harman of Rutland Country Club, who became the first VSWGA president. The purpose of forming a women’s golf organization was to promote interest in golf among Vermont women and to establish a Vermont state championship. Money is raised through member club annual dues, weekly State Day Closest to the Pin contests, and memorial gifts, all of which make it possible for the VSWGA to support the Vermont Golf Association Scholarship Fund and various instructional programs throughout the state. We also sponsor a team to the annual VGA Scholarship Fund Scramble, which raises additional money. The VGASF is a 501(c)(3) non-profit organization. Donations are tax deductible.For information on how you can contribute, go to www.vgasf.org. Handicapping The Vermont Golf Association is responsible for maintaining handicaps for all Vermont golfers, including women. The VGA issues revision notices via email on the 1st and 15th of each month. If you have questions on handicap issues, contact your Club Professional first. Course Rating The Vermont Golf Association is responsible for scheduling course ratings and for processing the information collected. VSWGA members work with the VGA to rate courses. State & Regional Amateur Championships Every year, the VSWGA organizes three major state championships: Amateur, Senior Amateur, and Mid Amateur. Every three years, we host the annual Tri-State Championship, a tournament for teams from Vermont, New Hampshire and Maine. Vermont will host Tri-States again in 2020. Every six years, Vermont hosts the annual New England Women’s Golf Association Championship. We’re scheduled to host again in 2022. (See proposed changes on page 37.) Communications The VSWGA has a committee to facilitate communications. Monthly emails are sent to inform the membership of invitational tournaments at our member clubs. These dates and applications will be available on our web site. Please send information and applications to [email protected] 10 State Days VSWGA State Days are weekly one-day 18-hole events that bring members together for some friendly competition. In 2019, we have 50 State Day events scheduled beginning May 7th. There are 2-3 courses to choose from each Tuesday, with venues in northern, central and southern Vermont. We’ll end the season with a day of golf, food, and fun at our annual Fall Awards Classic at the Quechee Club on September 24th. Bring A Friend to State Day Bring a friend will be offered at all State Day events in 2019 as long as there is space available. Eligibility: 1. The friend must have an active Vermont GHIN card and must register in the Golf Genius system. 2. Participation of any individual will be limited to 2 State Day events. Procedure: The member registers her friend (may bring up to 3) using the Golf Genius registration process. The member then emails [email protected] with the name of the friend /friends and the course. The number of participants in an event will be monitored and the member may be notified that space is unavailable for the requested event. Forward Tee Program Eight State Day events will offer all players the choice of a forward tee in addition to the regular tee. Courses that are offering two sets of tees are listed below. Procedure: Courses that are offering two sets of tees will be noted on the individual registration form. Women may sign up for a foursome with members playing from different tees. Exact instructions on how to register for play from the forward tees will be emailed in April, 2019. Instructions will also be posted on our website. Scoring: Women playing from the forward tees will have their own flight and will compete against only those playing from the same tee. Points will be awarded dependent on the number of women in the flight. Players should contact their clubs to assure that they have an active Vermont GHIN card at the start of the season. Either a hardcopy or electronic copy should be brought to the State Day. Revisions are updated on the 1st and 15th of each month. There is no longer a maximum handicap limit for playing in a VSWGA State Day. Players will play to their full course handicap. The USGA caps the handicap for women at 40.4.

State Day Registration How to Register Online: Tournament Management Software powered by Golf Genius will be used to register for all VSWGA events. The player needs to complete a one-time registration that can be reached through the VSWGA website. Once registered, a player must update her information each year (ie. e-mail, address and member club), as needed.

When To Register: Registration will open on the 15th of each month for State Days in the following month. Registration for a particular State Day will close at noon on the Thursday before that State Day.

Reserving Carts: When carts are listed as limited for a State Day, you must call the Pro Shop of the host to reserve a cart. If you cancel a State Day at any time, you must also call the Pro Shop to cancel the reservation of the cart.

Posting of Pairings: State Day pairings will be emailed to all VSWGA players and posted online by noon on the Friday before the scheduled State Day.

Changes after Online Registration is Closed: Changes to a State Day reservation can be made by calling the Pro Shop of the host club beginning Saturday morning through Monday afternoon prior to the State Day. They will accept cancellations. If there are open tee times, they will also add players. If you cancel a State Day, you must also cancel your reserved cart.

12 State Day Check-In Check In Procedures: VSWGA Fees: Players must check in at the VSWGA registration table. Please pay cash for these fees. • The State Day fee is $8.00. • The fee for Closest to the Pin Contest is $2.00 with 50% of the proceeds used to support Junior golf. • IF the course is offering forward tees, and you plan on playing them, you must register for the forward tees at check-in. • If you signed up for the State Day late by calling the Pro Shop, you must show an active Vermont GHIN handicap card (hardcopy or electronic) to be eligible for Award Points.

Course and Cart Fees: Players must pay the course and cart fees directly to the club in the Pro Shop. • Course fee for an 18-hole course is $20. • Course fee for a 9-hole course is $15. • The fee for the will vary by course. • Acceptance of checks will vary by course. If a check is written it should be written to the golf club. Courses may charge extra if you use a Debit or Credit Card.

Weather Delays and Cancellations: Decisions to cancel a State Day are made by the Club Pro, Manager or Course Superintendent based on course conditions. If the VSWGA is notified of a cancellation by 5:00 p.m. Monday, an email will be sent to players who registered online. When feasible, a notification will also be placed on the www.vswga.org website.

If a player has not received an email on Monday evening, it is her responsibility to contact the club to see if a tournament has been cancelled or delayed. Players will not be emailed or texted.

Inclement Weather while Playing: In case of storm (thunder & lightning), anyone may leave the course at any time if they feel unsafe.

Play Stopped: Not all courses have a method of alerting players to stop play. Check with the Pro Shop for their signals. Many Pro Shops use the following: • Discontinue Play Immediately: One prolonged note of the siren. • Discontinue Play after Completion of Hole: Three consecutive notes of the siren. • Resume Play: Two short notes of the siren.

If play is halted by the Pro Shop, all players must come in at that time. If all players do not discontinue play at the same time, the State Day will not count. If play is not resumed by the Pro Shop, the State Day will only count for Award Points and Closest to the Pin if two-thirds of the field completed play. 13 State Day Rules 1. VSWGA State Days are organized under the Rules of Golf set by the USGA and any local rules issued by the host course. These “Fun Days” embody the spirit of friendly competition. We ask everyone to comply, so our events are fair and enjoyable for all. [www.vswga.org/comprules.html] 2. All players must hole out on each hole and record the ACTUAL number of strokes for each hole on their scorecard. Do not adjust for Equitable Stroke Control (ESC) or your maximum number of strokes. 3. Proper behavior is expected of all players. Unsportsmanlike behavior could result in a one-year suspension from all VSWGA events.

Penalties Penalties are assessed for repeated violations of rules or procedures, and only after a thorough review.

• A is issued when a player does not show up for a State Day and has not cancelled or sent a substitute. Players do not receive penalties for DQs, NCs or WDs. • Players are allowed one penalty with no notice. • On receipt of a second penalty, a courtesy/warning letter will be sent to the player, notifying her of the two penalties and advising her of the consequences. • A third penalty will result in a suspension of play for the rest of the season. Cancellations • Cancellations will be accepted until 6:00 p.m. on the day prior to a VSWGA State Day event. You must either cancel OR find a sub. Substitute golfers will be permitted, but they must be a current VSWGA member and show a active Vermont GHIN card at registration. • Players could be held responsible for cart fees if the cart reservation has not been cancelled.

14 State Day Rules Disqualification A player who makes a serious Rules violation will be disqualified. For example, a player hits her ball out of bounds and does not proceed under stroke and distance. Instead, she takes a drop near where the ball went out of bounds, holes out, and tees off on the next hole. Write disqualified or DQ beside the appropriate name on the scorecard. Submit the card after the round. No VSWGA penalty will be assessed. However, if a player shows a pattern of DQs, the board will be notified for review.

No Card - Explanation A No Card occurs when a player has played according to the Rules of Golf, but has not completed her round or does not want her score in the results. Write No Card or NC beside the appropriate name on the scorecard. Submit the card after the round. The VSWGA will post an adjusted score to GHIN, using ESC, based on the number of holes played. No VSWGA penalty will be assessed. However, if a player shows a pattern of NCs, the board will be notified for review.

Medical Withdrawal When a player experiences a medical problem that prevents her from continuing to play, write Medical Withdrawal or MW beside the appropriate name on the scorecard. Submit the card. No VSWGA penalty will be assessed. However, if a player shows a pattern of MWs, the board will be notified for review.

State Day Scores

The VSWGA will post ALL State Day Scores to GHIN using ESC and designate each with “A” for an away game. Note that the score will be marked as away even if the State Day was at your home course. Submitting Scorecards Players must report to the scoring table or Pro Shop IMMEDIATELY upon completion of their round. Players should then verify scores, sign cards, and return completed scorecard(s). Either a group card or individual cards are acceptable. Starting time and finishing time will be recorded by the scorer.

A player MUST hand in a scorecard even if she DQ’s, NC’s or WD’s. Full Field Results All State Day participants will receive an email notification of the State Day scores. These scores will also be available via a link on vswga.org. The complete State Day results including Closest to the Pin winners will be available as soon as possible via email and a link on vswga.org.

15 State Day Pace of Play Rules A player’s starting time and finishing time must be recorded. Report to the scoring table or Pro Shop IMMEDIATELY upon completion of the round. Verify scores, sign cards, and turn in completed scorecard(s).

If you go to your car, change your shoes, etc., your scorecard will reflect an incorrect finish time and subject your group to a “slow play” penalty. Players who finish more than 15 minutes behind the group in front of them will receive a warning after the first occurrence. A second occurrence will result in a penalty. EACH golfer in the group will be penalized. (Your position in the field will be taken into account. If you finish 20 minutes behind a twosome, but played in 4 1/2 hours, on a par 72 course, you would not be subject to a warning or a penalty. This is based on the USGA assuming 15 minutes for each par 4, 18 minutes for each par 5 and 12 minutes for each par 3. For example, Links at Lang Farm is a par 60 and should be played in 3 hours and 54 minutes.) The first infraction results in a warning. The second infraction results in a “turtle” designation for 4 weeks. The third infraction results in the “turtle” designation for an additional 8 weeks. A “turtle” prevents you and any golfer in your group from receiving a tee time before noon. Where tee times don’t extend that late, you will receive one of the last tee times. Tips to Speed Up Play Playing at a better pace is not about hurrying up or rushing around the course. It is simply about being more efficient with your time. Two minutes saved per hole will save thirty-six minutes per round.

• Follow the flight of all tee shots, not just your own. • Play a provisional ball if you think your original ball might be lost or out of bounds. • Keep up with the group in front of you. Your correct position on the course is immediately behind the group in front of you, not immediately in front of the group behind you. • Before reaching your ball, take note of distance and think about club selection. Take 2 or 3 clubs to your ball. Be at your ball and ready to play when it is your turn. • Study the line of your putt while others are preparing to putt out. • Record scores at the next tee, not at the green. • Pay attention to the location of your cart. Don’t leave it behind. • When sharing carts, don’t wait in the cart while your cartmate hits. You can do as much early preparation for your turn as possible. This might include taking a couple of clubs and walking to your ball.

16 Things to Remember The purpose of this Association is to promote interest and friendly competition in golf and to encourage the development of women golfers in Vermont.

State Day participants are reminded that when clubs host one of our events, it may inconvenience their members as well as cost them additional money to staff the club facilities to accommodate us.

We ask that players be mindful of the services provided for us, and ask you to:

• Consider eating lunch at the club. • Support the Pro Shop. • Wear appropriate attire - - no “short” shorts or tank tops. Many courses have more specific dress codes and we ask that you abide by their rules. • Follow the club’s instructions for driving carts and be sure not to near the greens or on the tee boxes. • Replace divots, fix ball marks, and rake bunkers.

Remember that we are guests and not all clubs have the same policies and procedures. Please respect each club’s individual policies. Be gracious and express your appreciation where appropriate. If you have a complaint, alert the Tournament Directors or the State Day Chair, and not the club staff. Rudeness and disrespect demonstrated by any VSWGA member will not be tolerated and will be dealt with by the VSWGA Board of Directors, and could lead to sanctions.

Your cooperation on these items is greatly appreciated. The opportunity to play competitive golf at quality courses will continue in the future only if we recognize our responsibilities to each host club.

Flights are finalized on Tuesday after play and based on the most current Handicap Index. WDs, NCs and DQs are included in calculating flights.

18 State Day Awards

1. 2019 Prizes will be awarded to players at the Fall Awards Classic. Prizes -- in the form of award certificates -- are redeemable at any one of the participating Pro Shops until the expiration date of September 30th of the following year. 2. Award Points will be given for the period September 10, 2018 through September 10, 2019. 3. The Janet Lang Trophy will be awarded to the individual with the most Award Points, and will be held for one year. 4. Handicap Awards: In each division, a prize will be awarded to the player who has the greatest percentage reduction during the State Day season from September 1st, 2018 to September 1, 2019. To be eligible to receive a handicap prize, a player must have an established Vermont GHIN handicap from May of the current year, and play in at least eight VSWGA events (i.e., State Days, Amateurs, Seniors, Mid-Ams, Tri-States and NEWGA).

The Genevieve Babbitt Smith Memorial Trophy will be awarded to the individual who has lowered her handicap by the greatest percentage and will be held for one year. In case of a tie, the player who has participated in more VSWGA events will be awarded the trophy.

31 VSWGA Major Championship Tournament General Tournament Information VSWGA Major Championships include: Vermont Women’s Amateur Championship, Vermont Women’s Senior Amateur Championship, Vermont Women’s Mid-Amateur Championship, the Tri-State Championship and the New England Golf Association’s Women’s Championship. Eligibility: The following are required to participate in a VSWGA Major Championship Tournament. • You must be a member in good standing of the VSWGA. • You must either be a member of a VSWGA Member Club (real estate club) or a member of Vermont’s Lakeside Golf Club. A list of the VSWGA member clubs can be found on the VSWGA website. • You must have an active Vermont GHIN handicap. • You must have a handicap index of 36.0 or less for all the tournaments except the NEWGA/NEGA Women’s Championship. The handicap limit for the NEWGA/NEGA Championship is currently 17.4 for a Vermont golfer. In addition to the above requirements, the following criteria apply to our major tournaments: • A VSWGA member who is not a resident of Vermont must be a member in good standing of a VSWGA Member Club (real estate club). • A VSWGA member who is a member of Vermont’s Lakeside Golf Club must be a Vermont resident. Vermont Junior female golfers are eligible to play in the NEWGA/NEGA tournament and the Vermont State Amateur Championship. Juniors do not have to pay a VSWGA membership fee to play in these tournaments, but must have an active Vermont GHIN handicap and meet the handicap requirement for the tournament. Field Size: Vermont State Championship fields will be limited to 100 applicants with the lowest USGA indices. For the Mid-Amateur Championship, the priority of the field will be the Mid-Amateur age group (30*-54), followed by the Seniors’ age group (55 and up). Format: All tournaments are stroke play championships. Awards: Prizes and Universal Certificates will be awarded based on the number of players in the tournament. All certificates expire on September 30th of the following year. Tee Times and Lodging: All tournament tee times and lodging information will be posted on the VSWGA website at www.vswga.org. Refund Policy: The VSWGA does not refund entry fees to players who withdraw from a tournament after the tournament has begun. If a player experiences an emergency and withdraws after the “No Refunds” date, she may submit a request for a refund, in writing, to the Board of Directors. If approved, a refund will be made, less an administrative charge.

*New for 2019, the age requirement for the Mid-Amateur Championship has been lowered from 35 to 30. 32 VSWGA Major Championship Tournament General Tournament Information

Practice Rounds: Available dates for practice rounds are at the discretion of the golf course. Carts may be required for practice rounds.

Caddies: No golf professional is allowed to for any competitor. Parents and guardians are not allowed to caddie for a Junior player.

Distance Measuring Devices: Distance measuring devices may be used during the competitions, as long as players do not access features that indicate elevation or wind speed.

The clothing combination for the Vermont Team is yellow shirt and beige bottom on both days. Everyone is encouraged to apply for a place on our Vermont Tri-State team. The Vermont Team will be made up of 30 players in three handicap divisions plus 2 alternate players from the B division. Match players will play to 80% of their handicap with a limit of no more than one stroke per nine. First day format will be modified alternate shot match play. Second day format will be three ball individual match play among the states. The 2 alternate team members will play a stroke play competition with the alternates from the other states unless they are needed to replace an injured or sick teammate playing match play. The substitution of an alternate player for a match player can happen at any time during play and for any division. The following are taken into consideration during team selection: Current handicaps and trend, match play experience, and previous participation in the Tri-State Tournament, including the number of points won. The application postmark date must be prior to the deadline. The committee will review your scores to ensure you have posted a minimum of 10 scores prior to Friday, May 10, 2019 (including the 2018 season). If you winter where there is an “active season,” the committee will consider those scores too. A check for $150.00 must accompany the application. Each applicant will be notified as to whether they have been selected for the team. Further information (time for practice rounds, meetings, etc.) will be sent to all selected team members. All checks of applicants who were not selected for the team will be destroyed. Background information: As discussed at the November 3, 2018 meeting of the NEWGA Board of Directors, the member states of the New England Women’s Golf Association are interested in combining with the New England Golf Association. The NEWGA Board approved a letter of intent to effect a merger of the two organizations. NEWGA proposes to transfer administration of the New England Women’s (Amateur) Championship to NEGA. As a result of such a merger, The New England Women’s Golf Association would be dissolved. The representatives of the NEWGA BoD are working out details that must be addressed prior to a formal merger. New England Golf Association (NEGA): The structure of NEGA (501c3 with BoD and governance; all New England Allied Golf Associations are members; dues are $2000) and the mission: to operate amateur, senior, and junior championships for the New England region. All events for men are open to women, now that the BoD voted in 2018 to include girls’ teams in the Junior Invitational. Women’s associations that have combined with their state associations are covered by the dues already paid.

2019 Championship Mass Golf has updated its website as follows for the 2019 NEWGA Amateur Championship:https://www.massgolf.org/championships/2019-newga/ With respect to online registration, the process is very simple and efficient: 1. A player will select their “home association” (where they hold their membership/ handicap) and then enter their GHIN number. 2. The Scramble Fund Championship is a major fundraiser for the Scholarship Fund. Your team entry and contribution will enable us to continue and expand our efforts. In addition, the Scholarship Fund accepts direct donations, with any contribution of $25.00 or more receiving a VGA Scholarship Fund Bag Tag. The Scramble Fund Championship golf tournament is a major fundraiser, enabling the VGASF to continue and expand its efforts. SCRAMBLE FORMAT: 4 players per team – 18 holes of medal play.
