INTRODUINTRODUCTIONCTION

Sri Bhaskarjyoti Saikia of M/s Emerald Construction with their office at SG Commercial Complex, Dibrugarh is planning to open one river bed sand mine in the Non forest govt. Land with area measuring 3.50 Hectares located at Gamonghat area near Rongalou Bazar, Assam. The location of the proposed area is under Khowang Range of Dibrugarh Forest Division, Dibrugarh, Assam. This Mining Permit is awarded to M/s Emerald Construction.,Dibrugarh for extraction, collection and transportation of river bed deposits against various developmental works for a period of 2 (two) years, as recommended by the Director of Geology and Mining, Government Of Assam.

This Mine Permit is awarded for two years, as proposed by the competent authority, Department of Environment and Forest, Government of Assam ( See 23(4),AMMCR,2013). The location of the quarry site, as has been recommended by the Department of Environment and Forest, Government of Assam after a survey by the Range Forest Officer, Khowang Range, to issue the Mining Permit in the Gamonghat area near Rongalou bazaar, Khowang District: Dibrugarh Assam for extraction/collection of river bed sand and ordinary clay.

The proposed site is not within any protected area under Archaeological, Religious, Cultural heritage or Defense Establishments. By opening a time bound ordinary earth quarry as proposed, this area will benefitted by both direct and indirect generation of employment opportunities to the local people and thereby growth of economic activities.

LOCATION OF THE PROPOSED PERMIT AREA

The location of the quarry site is located at Gamonghat near Rongalou Bazar, Khowang, Dibrugarh. The proposed site is about 500m–1 Km from the nearby NH 37. The proposed site is easily accessible from both banks of the Buridihing river. The connectivity of the quarry site with National Highway 37 is a motorable road. The location map of the proposed Permit area is shown in the Fig.1

The proposed site is a govt. Land under the jurisdiction of Khowang Range of Dibrugarh Forest Division, Dibrugarh, District Dibrugarh, Assam. The other details of the proposed permit area are as follows:

THE ALLOTALLOTTTTTEDED LAND AND ITS TYPE

The total area proposed for grant of Mining Permit to Sri Bhaskarjyoti Saikia of M/s Emerald Construction at Gamonghat, nawjan area, near Rongalou Bazar, Khowang for extraction and collection of sand of 3.50 Hectare. According to the applicant, it is a non forest land on the river bed and remained barren with no any agricultural activity for long time (Fig2: Site photographs)

As per the statement mentioned in the Schedul A Report, available area for mining is on the Buridehing river and the total area is 3.5 hectares. It is also mentioned that the proposed mining area is 500m to 1km away from the nearby NH 37.

The available mineral of the Permit area i.e. ‘River bed Sand’ is to be excavated following a simple open cast quarrying method as described elaborately in subsequent chapter.

PROPERTIES OF THE MINERALS :

The earth available is abundantly sand mixed with silt. During the site visit, it is found the presence of about 20-25% fine silt/clay.

USE:

The minerals so available are suitable for use basically of filling, leveling and other construction purposes. 444

RESERVE ESTIMATION FOR RIVER BED DEPOSITS:

The calculated mineral reserves of the permit area to be available for extraction are as stated below:

The area of the Permit Site 3.50 Ha = 35,000 Sq.M The maximum depth allowed for extraction of the mineral in River bed 3 M Total reserve of the minerals available would be 35,000 X 3 =1,05,000 CuM The above quantity may be termed as ‘Inferred Reserve’ of the mineral. The actual mineral reserve will be less than that of the inferred reserve, since a considerable volume of the minerals will have to be left un-mined for preparation of the benches/ steps in Open cast mining method. This has been explained separately in the later chapters.

MINEABLE RESERVE OF THE MIMINERALS:NERALS:

Considering a maximum depth of 3M allowed ,the reserve of river bed available for extraction can be estimated as stated below :-

The area of the mining Permit site = 3.50 Hectares = 35,000 Sq.M

Maximum depth allowed for mining = 3 M

So, the total reserve of the sand would be 555 = 35,000 X 3= 1,05,000 Cu.M

Here, the Buridihing is one of the main tributaries of the Brahmaputra and found to be a perennial river flowing from the foothills of Himalaya in and carries substantial amount of sediments from its catchment area. The amount of material is considerably significant during rainy season. Therefore, gradual replenishment of mined out area in subsequent years will take place. So, one rough estimation is made that 1.5 times of the estimated quantity of sand/silt will be available for extraction/collection for the stipulated mining period of 2(two) years would be :

For extraction of the river bed deposits under the opencast mining method, three numbers of benches each of 1M depth and 1.5M width may be maintained as indicated in Fig. 4 & 5 .

Assuming the mining loss as 10% during the extraction operation would be = (1,57,500 X 10%) = 15,750 CuM

The mineable reserve of river bed deposits in two year

= (1,57,500 – 15,750) Cu.M = 1,41,750 Cu.M

So, mineable reserve of minor minerals awarded for Mining period of 1 year would be = 1,41,750/2 = 70,875 Cu.M

Generally the extraction/ collection of river bed deposits are carried out for 8 (eight) months in a year and the work remain suspended for rest four months. 666

During these periods, the river bed remains full with seasonal rainfall water and other related problems. Considering the number of working days in a month to be 25, the total working days in a year would be 25 X 8 = 200 days. So, the extraction of river bed deposits in the form of sand gravel in a year (i.e. for 200 days) would be about:

= (70,875/365) X 200= 38,835.62 = 38,836 Cu.M The aforesaid quantity of 38,896 Cu.M of river bed deposits in l year has been estimated considering extraction up to the maximum permissible depth of 3 metres from the ground level/ top surface. The mineable reserve of river bed deposits available for extraction in one year upto different depths is assessed as shown below :--

The extraction of existing minor minerals of proposed mining permit area will be within the mineable reserve of river bed deposits in the form of sand available per year as depicted above.

However, the Competent Authority may prescribe the quantity of river bed deposits to be extracted by the Mining contract/permit Holder as per the terms and conditions of the Permit by taking into account the impact on the ecology and environment of the surrounding areas. 777

CLIMATE AND RAINFALL:

The district experiences 2300 to 3000 mm. rainfall per year. Average annual rainfall of the district is 2819 mm. while normal rainfall (1901-1950) is 2796.4 mm. It is observed that on an average 64 to 68% of annual rainfall is received during the monsoon period (June-September) and 22-26%of annual rainfall during pre-monsoon period (March-May). Highest temperature is generally observed in the months of July/August (35 ˚C) and lowest is in the months of December/January (7-8˚C). Humidity is the morning hour’s ranges from 90-95% and 50-70% in the afternoon hours. Wind speed ranges generally from 30-60km/hour. Sunshine hours range from 3 to 7. The climate of the region is sub-tropical wet and is characterized by hot and humid summer and dry cool winter

Geomorphology and Soil type: The district is occupied with two different land forms namely- (1) Flood plain of and (2) the terrace deposits and denudational hills in the southern part. (1) Flood plains: The alluvial flood plains occupying the maximum part of the district is almost flat, except gentle undulations at places. Land elevation of the land ranges between 86.88 m and 152 m above msl. General slope is towards west and south west. (2) The terrace deposits and denudational hills: This present in the south eastern part of the district, range in elevation from 115 to 350m AMSL and rise upto 500m AMSL in Tikak Parbat area. The regional trend of the hills is NE-SW. Soils of the area are sandy to clayey loam type and grayish is color. They are acidic in reaction with PH ranges from 4.6 to 5.9. They are also characterized by low to medium phosphate and medium to high potash content. Based on pedogenic and pedological characters, soils of this area may be classified into following classes a) Recent riverine alluvial soils (Antisol) b) Old riverine alluvial soils (Inceptisol) c) Old mountain valley alluvial soils (Alfisol) 888

MINING In order to ensure the conservation of mineral, Systematic mining and protection of environment, the Assam Minor Mineral Concession Rules (AMMCR), 1994 has been replaced by AMMCR, 2013 and it has been made mandatory to prepare mining Plan and progressive Mine closure Plan for grant of any mineral concessions like “Mining Lease”, “Mining Contract” or “Mining Permit” in respect of minor minerals for systematic and scientific development of all mines, quarries as well as river bed mining. In this case, it is proposed to allow the Mining Permit holder to extract sand from the flood plain deposits on Buridihing River Bed. The Mining Contract area being a loose to semi-compact deposit of sand along with considerable amount of fine grained silt and to extract the same from this deposit, manual opencast method of mining is suggested. The procedure to be adopted for open cast mining is elaborately described below:

1. The entire boundary of the Mining Permit area will be marked with boundary lines and pillars in all the corner points. The boundary pillars are to be numbered and marked with GPS coordinate there on. Extraction of river bed deposits are to be carried out with a bench height of 1.0 meter for the whole area. Use of explosives for mining is not required.

2. The river bed deposits in the form of sand gravels, extracted and stacked by the Mining Permit Holder will not exceed twice the average monthly production. 999

3. No mining would be permissible in a river bed upto a distance of five times of the span of a bridge on upstream side and ten times the span of such bridge on downstream side, subject to minimum of 250M on upstream and 500M on the downstream side.( rule 39(i) of AMMCR, 2013)

4. There shall be maintained an un-mined block of 50M width after every block of 1000M over which mining is undertaken or at such distance as may be directed by the competent authority.( rule 39(ii) of AMMCR, 2013)

5. The depth of the river bed mining will not in any way exceed 3 meters at any point in the Permit area from the top of the unmined river bed as per rule 39 (iii) of AMMCR 2013.

6. The extraction of sand & gravel will be restricted within the central 3/4 th width of the river. The average mineable width of the Permit area is to be kept 150 meters out of the average width of the river being 200 meters as per rule 39(iv) of AMMCR, 2013 (Figure-6).

PRODUCTION OF RIVER BED DEPOSITSDEPOSITS:

The Mining Plan is proposed to be preparesd in favour of Sri Bhaskarjyoti saikia of M/s Emerald Construction for extraction of sand from the Buridihing river bed manually.

In the letter No B/GC/18/2019/5450 dated 20/09/2019 of the Divisional Forest Officer, Dibrugarh Forest Division, Dibrugarh, the total Mining period proposed is two years, as recommended by the Directorate of Geology and Mining, Govt. of Assam. It has been recommended by the competent authority, the Department of Environment and Forest, Govt. of Assam the total quantity of the sand available for extraction in a year up to a depth of 3 metres would be =8,000/2 = 4,000 Cu.M of sand and 8,000/2 = 4,000 Cu.M of clay in 1 yr.

Considering the total working days in a year for transportation of the minerals is as 200 days. So, the transportation of the mineral per day would be :

= 4,000 Cu.M/200 days = 20 Cu.M sand per day,

= 4,000 CuM/200 days = 20 CuM clay per day

Considering the carrying capacity of the Trucks/Dumpers to be deployed is of 5 Cu.M average, the total trips to be made by the Trucks/ Dumpers a would be about = 20/5= 4 trip per day of sand and 20/5 = 4 trips per day for ordinary clay.

The quantity of river bed deposits stated above is an estimated quantity that may be available for extraction considering the extent of the area of the Mining Permit Area. However, the competent authority shall decide and fix the quantity of aforesaid minor minerals to be lifted as per terms and conditions of the Mining Permit/contract with due emphasis on the impact on environment and ecology of the surrounding 111111areas.

PROGRESSIVE MINE CLOSURE PLAN

The “Assam Minor Mineral Concession Rule 2013” published in March 2013, has made it mandatory to incorporate” Progressive Mine Closure Plan” in the Mining Plan vide Rule 52(5)(VIII) of the said rules. Such a Mine Closure Plan is useful in case of opencast mines or quarries only wherein the question of phased restoration and/or rehabilitation through afforestation, land reclamation and rehabilitation of land affected by mining operation.

The Buridihing River is a meandering, perennial as well as braided river and hence, during the monsoon rains, considerable amount of sediments is transported by the flow of river water. The deposits are to be extracted from the river bed in a systematic manner as described in earlier chapters. The void created by extraction of minor minerals from the river bed would gradually be filled up with the silt/sand/cobble/pebble etc. carried by the flow of river channel and would be replenished every year. This filling up process is slow in the dry season and rapid during the rainy season. The restoration of the river bed to its original position through natural process is more congenial to the aqua-marine environment than the reclamation with earth/ silt etc. brought from elsewhere. Since the river bed will regain its original position through natural process after closure of the mine on expiry of the Permit Period, a progressive mine closure plan would not be necessary in this case. 121212

CONCLUSION

The proposed Mining Plan prepared in favour of Sri Bhaskarjyoti Saikia of M/s Emerald Construction, Dibrugarh and is meant for extraction/collection of river bed deposits of sand from the Buridihing River bed within a period of two years. The area is a loose to semi-compact flood plain deposits of sand on the Buridihing River bed. A simple opencast mining method for collection of river bed deposits would be applied as explained in the previous chapters. There would be no cutting of trees and no blasting is carried out under this mining permit. After a thorough study with site verification physically, the conclusions is drawn with the following points :

5. The extracted river bed sand from the Buridihing River bed deposits would be utilised in filling and other construction works.

6. Adverse impact on the surrounding environment due to the operation of mining permit will be negligible. 7. The operat ion of the Mining Permit would generate both direct and indirect employment and thereby help in uplift of socio- economic scenario of the locality.

8. A detail programme for recuperation and reclamation of the mine permit area has been described in the “Progressive Mine Closure Plan” to restore the ecology of the surroundings.
