Transportation of liquid fuel in flexible tanks – additional information to INF 7 from the IDGCA

Introduction

1. IDGCA in Informel document INF.7 raised the issue of 24 000 litre Flexitanks being used for transport of bulk liquid cargoes including transport / shipping of UN 1202 Diesel, and that this was being authorised by some competent authorities with reference to UN 4.1.3.8 and the note that “A large and robust article may include flexible fuel containment systems, military equipment, machinery or equipment containing dangerous goods above the limited quantity thresholds”. 2. They had been contacted by their Port Authority to ask if the practice of packaging liquid fuels in flexible tanks is allowed in the Regulations. 3. IDGCA contacted RPMASA to ask if we had knowledge of these types of tanks and permitted uses. 4. RPMASA remembered that similar tanks had been made of rubberised materials and used for low hazard products + by the military for dropping fuel from helicopters into remote areas in the bush back in the 1980’s and 1990’s, but that Dunlop Industrial Products had stopped manufacture many years ago. 5. After considerable search RPMASA found that the manufacturing business had been bought and relocated to Johannesburg, trading under the name Flexitank. Various sizes of Flexitanks are manufactured and now made from Polyurethane, with both re-usable and one way flexitanks – see Annex 1 for sizes and specification (they advised me that the one in the IDGCA photo is a one-way ), and that they have 4 options – • Static storage, which is a pillow tank on the floor on its own • Containerised version for static storage, which can take up to 30KL • Transportable storage unsupported, it is like a sausage on the back of flatbed- trailer/truck, every 6 meters of flatbed takes 8KL e.g. Interlink is 3 x 6 meters is 24KL • Transportable Containerised is max 24KL, due to road ordinance and Shipping rules for ISO . These Flexitanks are apparently used and exported around the world where they are used by Industry and military for transport of a wide variety of products including water and fuels by the UN High Commission for refugees. There are used for transport of fuel – see Annex 2 presentation from Flexitanks 7. It is understood that similar flexible tanks are used in Canada and other parts of the world where they may or may not have authorisation.

Proposal

8. RPMASA invites comments from Experts as to - 9. What authorisations are used for these tanks if used in their countries, and if they believe these are covered under 4.1.3.8? 10. What packaging instructions, test and certification should be applied? 11. Do experts believe that these should be brought into the packaging requirements of the Model Regulations if/where not already covered? 12. Should. 4.1.3.8 be revised to provide better clarity on scope and to include an explanation about what is meant by “flexible fuel containment system” and “military equipment”, and is it appropriate that these Flexitanks fall under 4.1.3.8 titled - Unpackaged articles other than Class 1 articles? 13. Why Flexitanks for Fuel logistics. • Fuel Tanks for transport: • Economical to use for back-haul • Tipper trucks or Containers are used for various dry bulk loads and can now be used for liquid transport on the way back. • The use of flexitanks deems your tipper or Flatbed with Container a dual purpose vehicle as it doubles up as a tanker. • Tanks work in a vacuum and hence no dust or dirt gets into the Tanks as it collapses when discharged.

Note: With Flexitank Systems you enhance the overall versatility of the track/trailer.

• Fuel tank for Storage • Tanks can be used for long and short term storage • An empty tank of 25KL/CBM tank is no larger than a 30Kg suitcase ideal for rapid deployment • Berm-liners for secondary containment in line with ISO 120001 requirements are supplied as a standard. • Tanks work in a vacuum and hence no dust or dirt gets into the Tanks at it collapses when discharged. • Tank banks where multiple tanks are connected for the supply of one fuel point. • Standardized tank go up to 70cm high and hence require large ground space largest size 150KL/CBM, while in a supported structure we can go up to 500KL/CBM

Note: Flexitanks on their own or in a frame comes at a fraction of the price of a ridged tank. The Storage tanks last between 12 and 15 years.

Utility properties

• The tanks are designed to work in a vacuum, so there is no wastage-, contamination-, Light- , air or moisture exposure. • Our TPU is naturally Anti-bacteria and neither Mildew nor Funguses will grow on it much like stainless. • Tanks need to be inspected and re-certified by us every 36 months. Static Tanks are supplied with a ground sheet or berm liner and will last 10 to 15 years, while transportable are supplied with a slip-sheet and will last as long as they are handled with care and subject to abrasion.

Fittings

• Various stainless steel fitting can be supplied to client specifications • Standard range of tanks comes with 2” camlocks • We can supply dry couplings and connecting hoses • All fittings are also Mil Spec. No Mil-T- 52983G (Table VI Coated Fabric)

Quality references

• European (E) and US (Milspec) standards are incorporated in our quality specification • We have developed an inflatable berm-liner for the rapid deployment Flexitanks to prevent spoilage. • Our facility is regularly inspected by mining and engineering clients and they keep confirming they are happy with the cleanliness and care taken • We printed and an expiry date on the steel corners of the tanks and will keep a log to remind clients to send the tanks in for inspection-, repair and re-certification • There is a user manual to comply with best practice • For environmental purposes and as the tank is not bio-degradable-, once a tank is condemned for use, we will take the tank back from you for appropriate disposal and incineration, “Cradle to Grave”. Note: “Cradle to Grave” means we look after our product for its entire life cycle including responsible disposal at the end. Technical spec. of the PU material.
