PRESS NOTE Date: 15.02.2021

The State Election Commission issued Notifications on 09.03.2020 for conduct of ordinary elections to (12) Municipal Corporations and (75) Municipalities / Nagar Panchayats in the State. The election process was completed up to the stage of ‘Scrutiny of Nominations’ on 14.03.2020. The Commission stopped the election process midway on 15.03.2020 due to threat of Covid-19 for a period of (6) weeks and issued further orders on 06.05.2020 continuing the postponement of paused election process until further orders.

The Commission reviewed the situation and decided that the situation is conducive for conduct of election to Local Bodies and recently notified the ordinary elections to Gram Panchayats in the State, which are underway.

The Commission further decided to resume the paused election process of Urban Local Bodies from the stage where it was stopped on 15.03.2020. Accordingly, the Commission issued Notifications on 15.02.2021 to continue the election process from the stage of ‘Withdrawal of Candidature’ in respect of (12) Municipal Corporations and (75) Municipalities / Nagar Panchayats. The election schedule notified is indicated below.

With the issue of Notifications, the Model Code of Conduct has come into force in the urban areas of the entire State with effect from 15.02.2021 and shall remain in force till completion of the election process.

WHEREAS, the State Election Commission issued Notification No.76/SEC-F1/2020-1, dated 09.03.2020 for conduct of ordinary elections to Municipal Corporations of Vizianagaram, Eluru, Machilipatnam, Guntur, Ongole, Tirupati, Chittoor, Kadapa, Kurnool and Ananthapur;

AND WHEREAS, the elections process was completed up to the stage of “Scrutiny of Nominations” on 14.03.2020;

AND WHEREAS, the State Election Commission ordered that all further election process shall be stopped forthwith and the election process shall be continued after (6) weeks from 15.03.2020 or after the threat of Covid-19 recedes, whichever is earlier, vide Notification No.68/SEC-B1/2020, dated 15.03.2020;

AND WHEREAS, the State Election Commission further ordered that the paused election process shall remain continue until further orders and decided to resume the paused election process from the stage where it was stopped when the situation conducive for conduct of elections is restored vide Notification No.68/SEC-B1/2020, dated 06.05.2020;

AND WHEREAS, the State Election Commission reviewed the situation and decided that the situation is conducive for resumption of paused election process of Urban Local Bodies from the stage where it was stopped on 15.03.2020;

NOW, THEREFORE, the State Election Commission, in exercise of powers conferred under Article 243-ZA of the Constitution of India, resumes the election process from the stage of “Withdrawal of Candidature” in respect of Municipal Corporations of Vizianagaram, Eluru, Machilipatnam, Guntur, Ongole, Tirupati, Chittoor, Kadapa, Kurnool and Ananthapur and in exercise of powers conferred under Section 24 of Municipal Corporations Act, 1955 and Sections 11 and 14 of the Andhra Pradesh Municipal Corporations, 1994, the State Election Commissioner, hereby, calls upon the registered voters in the above said Municipal Corporations to elect Members of their respective Wards in accordance with the provisions of the said Acts and Andhra Pradesh Municipal Corporations (Conduct of Election of Members) Rules, 2005 made thereunder.
