GREEN BELT REVIEW

The key Characteristic of Green Belt is its openness and Permanence

Green Belt is only Located around major cities

Green Belt should only be altered rarely – in Exceptional Circumstances

Last reviewed in 1980’s 2015 GREEN BELT ASSESSMENT

Helps inform site selection What is safeguarded land ?

• The National Planning Policy Framework requires that, when amending Green Belt boundaries, Local Planning Authorities should • 'where necessary, identify in their plan areas of safeguarded land between the urban area and the Green Belt, in order to meet longer-term development needs stretching well beyond the plan period'. SAFEGUARDED LAND IS PROTECTED FROM DEVELOPMENT UNTIL AT LEAST 2030

Council’s should also 'make clear that the safeguarded land is not allocated for development at the present time.

Planning permission for the permanent development of safeguarded land should only be granted following a Local Plan review which proposes the development ‘ AKIN TO HAVING SAVINGS IN THE BANK - READY FOR WHEN YOU NEED THEM

If there are future development needs in the coming years – housing, community facilities or maybe business – then safeguarded land will be drawn down to meet these.

First Draft subject to consultation in September / October DISLEY DEVELOPMENT REQUIREMENTS DISTRIBUTION OF SAFEGUARDED LAND Disley site selection

• Draft Disley Settlement Report [FD 29] July 2018 • Sets out the methodology/requirements for Disley • After accounting for recent commitments and completions ( 41) and disaggregating ’s housing and safeguarded land requirements, Disley is required to find 41 dwellings and 2.82ha of safeguarded land. • Site selection methodology • Potential Sites are considered using a thorough iterative process, primarily considering non Green Belt sites and finally considering Green Belt sites, starting with those making the lowest contribution to the Green Belt. • All but one of the potential sites around Disley are in the Green Belt

DISLEY SITE OPTIONS Disley site selection

Non Green Belt site CFS199 Greystones Allotments was recommended as suitable for 11 dwellings in the SADPD Meeting the safeguarded land requirement • Site CFS29: Cloughside Farm, Lower Greenshall Lane (excluding Burymewick Wood) was recommended be included as safeguarded land in the SADPD as it made the lowest Green Belt contribution of all 16 Green Belt sites considered. • “Once the woodland area is removed from the site boundary, the site is 3.50 ha; larger than the 2.82ha safeguarded land required. However, mitigation and compensation measures ( a landscaped buffer to the Peak Forest Canal Local Wildlife Site) are likely to reduce the developable area if the site is required for development in the future. Consequently, it is appropriate to consider the full 3.50ha for safeguarding rather than attempt to divide the site further.” PROPOSED POLICIES FOR DISLEY NO EASY OPTIONS!

Welcome the feedback on safeguarded land

Recognise that all sites considered so far have drawbacks as well as advantages

Have to balance these drawbacks with the benefit of long term green belt protection

But process is very far from complete NEXT STEPS All Consultation comments will be evaluated and the Council will consider how the plans should be changed where appropriate

A Revised Plan will be published for formal Consultation next summer (after Borough Elections)

There will be informal discussion and liaison with the Parish Council prior to that. SITE ALLOCATIONS DOCUMENT WILL BE SUBJECT TO EXAMINATION IN LATE 2019.
