• Security, AAA will be advocating in this space • lots of work in the screening space over the next few • Unfortunately, Bill Chapman an apology today but RICM outcomes will be circulated after the next RICM meeting • OTS not here today unfortunately • David Tansey; super department could see some changes; Dutton keen on showing ID; could cause facilitation problem; watch this space

2. State AGM

• Noted that existing Chair/Deputy - have been appointed for 2 years terms (last year); • Chair Barrie, Deputy David Blackwell • Next election will take place at the 2018 state AGM (Sept 2018)

3. AAA Report – Nick Lane, Deputy CEO, AAA

Nick Lane provided a comprehensive overview of the current activities and forward work program for the AAA. This was split between updates on policy/advocacy work, upcoming events, and AAA education.

Key matters covered included:

• AAA’s strategic plan • Aviation security included the enhance screening requirements • PFAS Contamination • Regional Airport Infrastructure Funding project • Border Processing • CASR/MOS 139 Review • Airport Safeguarding • AAA Online Education including the development schedule for the remainder of the 2017 calendar year. • AAA’s National Conference including an update on the program, related social events and the AAA National Airport Industry Awards. • AAA Webinar series including upcoming session on • Airport Safety Week 2017 – including details on how to get involved.

4. Airport Members – Around the Tarmac

Heidi Yates, District Council of Ceduna (Ceduna) • Pax up 5.5% on last year RPT • 3 biggest months at the start of this year • Can’t pinpoint why, but • New heliport; may inherent for free • Staffing changes; new ARO on board that looks good • Budget; got money to upgrade access control

Shane Saal, Port Augusta City Council (Port Augusta) • Opposite to Heidi • Mining charter has been lifeblood after Sharp pulled its route • Rex will be starting route • Carrapateena; going to build their own facility which will cut that service off • Updates – line marking & CCTV upgrade later in the year • Barrie Question: feedback from Rex; a little negativity from public

Ian Fritsch, District Council of Grant (Mount Gambier) • Since 2016 5% increase that has maintained till now • Growth has been strong and unexplained • If continues, hoping for 80,000 • Works; Action Line marking • Application in the extend/strengthen runway - $4M from state Govt; • State Govt funding for automatic gate to enhance emergency operations whilst maintaining security of the airport • Barrie Question: 500 plus RFDS movements; upgrades to store stretchers and crew room for RFDS to rest up; Barrie noted recent upgrade to ambulance stretchers across the state which now doesn’t work with stretcher in the RFDS page. • David Tansey: need real examples of safety issues that come from lack of funding to upgrade/maintain assets and facilities around airport

Emergency Management Exercise discussion • Couple of the different airport operators includes Ceduna, Mount Gambier, Port Augusta discussed existing work and exercises, processes, communication practices etc. • AEPs • Mount Gambier – created AEP cheat sheets to go to agencies (polices, MFS etc.); helps the exercise run seamlessly. • AAA will be doing something in this space for Airport Safety Week

Howard Aspey, Whyalla City Council (Whyalla) • Numbers 61,500 • Lighting upgrades to LED • RFU for unleaded/diesel facilities; and for a Café • Spraying and keeping weed growth • Potential helicopter training facility; 45 helicopters; potential win to add potential $50m in local economy; • CCTV systems continued to upgrade • Electronic gate has added value; improved turnaround time; • No increase in rates has not helped in terms of fund of airport • Barrie: will the new Mill add value? Howard elaborated • Potential for fly in fly out; but company does prefer local based labour, local focus

Barrie Rogers, District Council of Lower Eyre Peninsula () • Pax 174K, down 4% • Not a lot of explanation to the downturn • Had issues with on the carriers consistently dropping month on month • Alex Douglas; few things that he is looking at, passenger surveying etc.; • No major new economic drivers that could change • More work on bays; airport taking ownership of its aircraft parking • Been approached Alliance will be taking over Ross Airs routes during the racing season • Aerotech being recommissions ahead of fire season; CFS wish list of at least 2 aircraft on standby at airports across the season

• Changes in Port Lincoln changes in personnel towards the end of the month • Marketing changes to push the region to bring numbers up • Projects; deferred some projects until numbers go up

Bob Calaby, NT Airports • NT update but was in town following SMS Workshop • Joint user with defence at Darwin • Civil aviation; high airfares not impacting on numbers • Private lounge; any travelling public can enter for a charge $45; Wirraway Business Centre • Hangers for RFDS; TEMAS Top End Aerial Medical Service, RFDS positioning to get the contract from Careflight • International Defence; USAF; new contract but will need some upgrades to facilities including the fuel facilities.

Brett Eaton, Adelaide Airport • Adelaide Airport Hotel, schedule for completion in 2018 • Uber • Emergency Exercise coming up; reunification • Antanov, carrying P8, 225 coming through in December • AirNZ 787 Ops; trialling aerobridge; L2; Black aircraft may be some issues with it being picked up • Gate 18 dedicated international gate; duel bridges and upper deck for A380 (mostly for diversions); may need an expansion of baggage system potentially • Jan/Feb 2018 overall of old domestic apron area to be full overlay and also the Cobham areas.

5. CASA Update – MOS 139, Danny Eatock • Post Implementation Review (PIR) • 400 unique issues identified within regulation standards • 7 industry project team meetings held to date • Regulation has been redrafted • MOS 139 redrafted twice (chapter by chapter) • Preparation of NPRM package released on 28/8/17 and closes on 8/12/17 • Encourage participation of airports to feed into AAA’s submission.

Proposed Changes: • ‘Certain other aerodromes’ removed • Registered aerodromes transition to scalable certificate and will be required to have Aerodrome Manual • Certified aerodromes – scalable certificate and will provide online manual building tool (MAAT) although this is an optional requirement • Introduced new concept of ‘Accountable Manager’ • Existing facilities prior to make date (i.e. commence of new legislation) will be automatically grandfathered until upgrade or replacement • New compliance triggers based on passenger numbers and aircraft movements

• Encourage everyone to read ‘Change Summary Document’ and draft Reg and MOS annexes’ for further detail.

6. CASA Update – Drones, Terry Horsam, Aviation Safety Advisor

• Terminology; large down to small sized RPAS • Of concern, very small to small (even micro drones) • CASA YouTube video • Guidance material provided around the table • Generic guidance to help education on vernacular and requirements for people who are recreational users • Clear simple guidance to be careful to adhere to all the requirements; 400ft etc. • A lot of users are not from an aviation background, in particular rec users • Guidance to stay clear of airports and aerodromes – users just don’t have the awareness (the public) • CASA has developed a free app – Can I fly there? • Commercial operators over your own land less restrictions; with approvals; rec pilots license and operators approval • Challenges – recent examples o Passed an aircraft at 5800 feet in Sydney o 800ft passed aircraft at Adelaide o 25% of citing are at above 5000ft • What can be done? • Remotely Pilot Aircraft Systems Branch – recently setup; specific responsibility for this area • Signage, education, engage local authorities and Registration • Geofencing; in built into the drone to stop the device from flying in the airport area; • Info in AC 101-10 – where RPAS can and can’t fly • Thoughts and suggestions? 7. ERSA, Craig Francis, Aerodrome Design

• Aerodrome Published Information • Comply with CASA – maintain info in AIP and ERSA • En-route Supplement • Regulatory Publications • MOS 139, Chapter 5 specifies what information airport/aerodromes need to provide in the ERSA • Some things are vague or a little ambiguous • Examples of offences – Reg 175.450; Reg 175.465

• NOTAM originator portal • Updating contacts otherwise could be a NCN • Aerodrome obstacles – what do we need to publish? • Chapter 5 – may include obstacles in the circuit area; standards for identification etc. • Chapter 7 – operator must monitor the OLS in particular obstacles within that infringe the surface; does include PANS OPS and monitoring of the VSS • VSS data and accuracy needs to be verified • PANS OPS are completed by consultants and signed off by AsA • NOTAM can be raised by CASA for obstacles outside the airports OLS and if it is under responsibility of the property owner isn’t resolving • Checking once every 24 hours lit objects if inside the OLS

9. Preparation of a Regulatory Safety Case, Frank Lenarcic, Lenarcic, Head of Consulting Services, Altara

Frank Lenarcic provided a presentation on Preparation of a Regulatory Safety Case. Key items covered by his presentation included:

10. Managing Wildlife Hazards on Military Aerodromes, Ronel Jit, Avisure

Ronel Jit provided a presentation on the Managing of Wildlife Hazards on Military Aerodromes. Ronel’s presentation provided insight into current and common practices for managing wildlife

on/around military aerodromes and in particular noted recent work undertaken by Avisure in this space.

11. AAA Education Update, Nick Lane

Nick Lane provided a brief presentation on the AAA’s current and soon to be released offering of online training courses for members. A demonstration of the AAA education website was shown along with a promotion video developed to promote the Wildlife Hazard Management course which served to show the type of content that is covered by AAA’s courses and the style of online learning.

Final Comments and Close of Meeting

• The Chairman made some final comments, thanked Adelaide Airport and Smiths Detection for their support. • He concluded by thanking the speakers and meeting attendees before closing the meeting.
