One had entered as a refugee and the other as a temporary visitor. Not clear whether pertained to the same individual.     Assassination Records Review Board Releases Transcripts of BriLab Conversations It has sometimes been suggested that organized crime figures may have played a role in the assassination of President John F. Kennedy. One of the principal suspects of such a theory has been Carlos Marcello, the long-time head of organized crime in New Orleans. Attorney General Robert F. Kennedy had launched deportation hearings against Marcello. In the late 1970s, the FBI investigated Marcello in an operation code-named “BriLab,” which stood for “bribery of organized labor.” As part of this “BriLab” investigation, the FBI conducted electronic surveillance for approximately eight months on Marcello’s home and on his office at the Town and Country Motel. Some writers have suggested that the “BriLab” tapes might contain conversations in which Carlos Marcello, or his brother Joseph, acknowledged that they were involved in the Kennedy assassination.1 Several members of the public urged the Review Board to examine BriLab records to determine whether this was true. Although the FBI Field Office in New Orleans maintains the tapes and transcripts from the BriLab surveillance, the tapes have remained under seal of the Federal District Court in New Orleans because they were made under the authority of 18 U.S.C. § 2501 et seq. (“Title III”).2 Thus, researchers and historians were unable to confirm or reject allegations that the tapes or transcripts actually contain information relevant to the assassination. In order to investigate this issue, the Review Board requested and obtained a court order from federal Judge Sears of the Eastern District of Louisiana, who granted members of the Review Board staff full access to all of the BriLab materials.

The cause of the starvation was the Lenin government policy of forced grain requisition carried out as part of the kulak (wealthy private farmers) extermination campaign. The ethnic Germans living along both banks of the Volga River in the Saratov and Samara provinces of Russia had resisted the grain requisition. As a punitive measure, Lenin ordered that the Volga area settlements be completely stripped of all grain and that mass executions be carried out. Over 30% of the Volga German population was deliberately starved before Lenin allowed international famine relief organizations into the area. The relief was reluctantly allowed after the Lenin government began to fear that food shortages among the military and city workers (who were considered the back-bone of the Bolshevik Revolution) would lead to mass rebellion. As the Volga region, along with the Ukraine, was the main bread basket of the area, Lenin (who was pragmatic and willing to improvise policy as circumstances dictated and unforeseen events arose) recognized the need to save the Volga German population (which was extraordinarily adept at farming) to help ensure a successful harvest, feed the military and city workers, and thus save the Revolution. After the relief project was completed, the government continued to persecute the Volga German population, and starvation continued until the end of 1924.
