~TM In September 2012 I joined the GTMA as Co-Chair (Private Sector) alongside Pickering's Mayor David Ryan as Co-Chair (Public Sector). Since then my role has allowed me to focus on what the GTA needs to do to become globally competitive to foreign investors, how coordinated regional business missions can help, and how the GTMA can be strengthened in its role •| of attracting foreign direct investment to the Greater Toronto Area. Earlier this past year, Istepped down as Chair of Civic I Action Alliance where Ihad been working to achieve several objectives in this position.A key objective was to address what | our delegates told the Civic Action Alliance at the Greater Toronto Summit meeting in February 2011 The message then and also now was loud and clear, that economic development is a regional challenge. Up until now our approach has been,with the exception of the herculean, pioneering efforts made by the GTMA, not very regional. The problem that the GTMA continues to face is that it is underresourced. Ifit is going to be an organization to effectively spearhead a regional effort to market the GTA asa place for investment and job creation it needs to bestrengthened. Itmeans we have to revitalize the organization to earn theconfidence oftheentire region, and also to attract substantial additional resources to getthe job done effectively.This objective was fulfilled when PwC prepared the very detailed "Roadmap to Revitalization" report. In working on the PwC report we have forged a strong partnership between Civic Action and the GTMA. It was felt thatsince Civic Action's Summit in February 201 I identified the real desire on the partof partners in the region for a more coordinated regional marketing effort that we needed to build up the GTMA organization that has existed for some time and has done very good work. The GTMA hasdone good work on a very limited budgetduring its eighteen yearsand done it without sufficient involvement of everybody in the region. Now through the work of the "Roadmap to Revitalization" we've found ways to remedy those shortcomings. My time to date has been focused on those things, but this is not a partnership with Civic Action. Within the region there have been various individual business missions taking place. I don't believe these activities create competition that should be problematic for other municipalities in the GTA or the GTA as a whole.I think that it is more desirable for us to haveas many of those missions as possiblebeing regional and representing the entire GTA. Foreign investment is going to play a role in tackling unemployment. It's going to be a contributor, as are start-up businesses led by entrepreneurs, and the expansion of existing businesses.These are all very important to a growing economy and to creating newjobs and reducing unemployment. Foreign direct investment is part of the answer.That's why it's important that we pursue that as effectively as possible. We have to believe that a stronger regional organization that's out chasing foreign investment and doing it efficiently isgoing to be a big plus. With all of the success this year, GTMA has achieved that on a very limited budget. It achieved it on the basis where there was still a lack of unanimous commitmentto a regional organization, and there's a need to substantially increase the resources ifwe're going to make this organization effective.This has now been identified by the "Roadmapto Revitalization" report. Until I stepped down from myrole as Co-Chair (Private Sector), my role had been to comeup with a plan to revitalize this organization to make it completely regional with everybody buying in 100 per cent and to getmore resources to allow it to do even more ofthe work thatit does best. We were assisted in this through the consulting services of PwC inthe preparation of the report. My goal continues to be to try to get the agreement of all the different players involved to design a framework for a larger, expanded, truly regional and well-supported organization—'well-supported' meaning more money.That's been my mandate and I look forward to working with all of the GTA partners to make it happen. GTMA (December 1.2014) 2014 was another productive year for the GTMA in attracting significant foreign direct investment (FDI) to the Greater H TorontoArea (GTA).We should all be proud of our shared achievements andcontributions to the GTA's economic landscape. which George Hanus. President&CEO, outlines in greater detail within his letter.The GTMA continued to implement its FDI activities based on the 2011-2014 Corporate Strategic Plan - the result of an extensive consultation process between : the GTMA Board of Directors and key stakeholders. This past year saw the GTMA identify a select number of markets and limited sectors for proactive FDI work.While we will maintain this focused approach, the GTMA will continue to assist with projects from other markets and sectors referred by partner organizations. This ongoing interaction and collaboration has strengthened our relationships with multiple private and public sector stakeholders. I am proud to inform you that the GTMA's human and financial resources are now exclusively focused on its core mandate of FDI, as reflected by the strong results achieved in 2014. I was pleased to work closely with my Co-Chair, JohnTory, on the implementation of the'Roadmap to Revitalization' project on the future of the GTMA. yj While discussions with senior decision makers at the provincial and federal governments havegenerated very encouraging indications of support, there is still much work to be done. As such, the newly-formed GTMA Transition Committee will develop the blueprint for restructuring and growing the GTMA. This new-look GTMA will have more tools and resources to better collaborate with regional partners and related economic development organizations. Iagain thank the GTMA stafffor their hard work and effortsthis past year. GTMA 2014 ANNUAL REPORT- '.greatertoronto.org Ml-4 Once more the GTMA has been very active and also very successful.We continued to apply whatwas working best at the GTMA,and made it work even better for our stakeholders and partners for the Greater Toronto Area (GTA).The GTMA continued to focus its resources and energies into its core mandate of foreign direct investment (FDI) on behalf of the GTA. We have been building on a proven track record of accomplishments and demonstrating accountability back to our partners. 2014 represented another good year of confirmed foreign direct investments with 14 confirmed projects by international companies creating over 100 initial direct-jobs in the GTA and intwoyears these new companies are expected to employ over600 people.

We have collaborated with our partners in regional governments, business and academia to build on our past successes.When combining our 2014 results to the earlier investments, the GTMA has attracted 127 new international companies, creating about5000 direct-jobs which are contributing about $547 million annually to yy the GDP of the GTA.This has also resulted in over $9 million in annual property taxes in the region.

We recognize that no organization can afford to be complacent.The challenge we undertake is one which requires us to create a new climate and new commitment to meet today's competitive environment inattracting new international investors. Our 201 I-2014Corporate Strategic Plan outlined our goals and strategies.In the past three years we broughta new focus and commitment to our FDI efforts,adding the advanced manufacturing sector and a new approach in workingwith in-market representatives who have the right business connections. We're confident in delivering great investment results going forward.

We had worked on the new"Roadmap to Revitalization" initiative that looked at how the GTMA compares to other jurisdictions with the intention of gaining support for an expanded role of the GTMA through additional resources.This effort was pursued throughout the year and especially in the fall months under the leadership of our two Co-Chairs.We have applied for funding and have received encouraging news yy of increased support for our efforts on behalf of the GTA based on the recommendations of the report. Q The GTMA, along with its broad network of stakeholders, is part of a commitment that builds on the considerable strengths and diverse economy that we have in the GTA.The success of the GTMA is based on a commitment to the long-term and to team work.We continue to seek ways of collaborating with our local partners while reaching out to international intermediaries to strengthen the GTA's profile and w> position among international investors. yy

We're proud of our continuingpartnerships across the region,with the private sector and public sectors, and also our relationship with the GTA colleges and universities in the important role they play in our investment attraction strategy.

As President & CEO,myactivities continued to be focused in the areas of communication and corporate sustainability.With a network of stakeholders as large as ours, effective communication is vital in keepingeveryone informed. But we also listen to their needs. I have also been active in selected FDI projects to assist with our efforts to secure more new investors for the GTA and have made many presentations to incoming foreign delegations to raise the profile of the GTA in their developing foreign business activities. Our funding partners continued to show great support for the GTMA in 2014.1 want to take this opportunity to thank our regional and municipal partners, private sector partners, colleges and universities, as well as the federal and provincial governments, for their support of our core requirements and on numerous FDI projects. m

The Greater Toronto Marketing Alliance (GTMA), in co-operation with its 63 public-private sector partners, continued to be active throughout 2014, travelling to develop leads and generate results for the GTA on the international level. yy "Oneofthe most important aspects ofattractingforeign direct investment is building strongpersonal relationships with companies and intermediariesabroad. The GTMA dealt with a total of 414 new investment leads, met with 58 potential investors and garnered 14 new investments for the GTA in 2014. In order to build and nurture those all-important personal relationships, GTMA representatives worked with companies from several markets, paying special attention to two international markets in particular, Italy and Brazil. In 2014, the GTMA included Italy as part of four FDI trips. With an emphasis on Advanced Manufacturing, Food and Beverage, Construction and Infrastructure, and ICT sectors, these lead generation initiatives built on the progress GTMA established in the year before.

The 2014 Italy FDI initiatives focused on two key areas: • strengthening the GTMA's intermediary network and relationships among industry, chambers and institutions in the Italian marketplace • developing a pre-qualified meeting program with Italian companies looking to internationalize their business and establish a presence in the GTA/Ontario

Italian companies interested in investing in Canada have diverse profiles, ranging from four to 130 employees and from Euro 20,000 to Euro 180 million. IUU1 2014 FDI efforts in Italy resulted in pre-qualified meetings with 47 new leads and one new investment: AIC Group Film Studios (see page 6 for company profile).

Brazil is proving itself a significant source for foreign direct investment (FDI) to the GTA and as such GTMA initiatedthree FDI missions there in 2014.Sectors of interest range from major corporations, ICT and digital media to aerospace, advertising, clean tech, construction, food and beverage, and fragrances and cosmetics.

2014 saw many partner developments in Brazil. The GTMA is committed to staying at the forefront of the foreign direct investment (FDI) field, constantly monitoring international markets and identifying opportunities for FDI into the GTA. Our strategy for 2015 is to focus on the top 100 companies in each of our target countries, to ensure we are working with investors with a strong business model and proven record of success. The GTMA, a public-private partnership, has served as the keypoint of contact for companies exploring various opportunities in the Greater Toronto Area.The partnership brings together the 29 municipalities and regions in the GTA, the governments of Ontario and Canada, several not-for-profit organizations, colleges and universities, and a cross section of private sector corporations.
