The City of Pierre Board of Commissioners met in regular session on September 12, 2017 at 5:30 pm with Commissioners Barringer, Huizenga, Mehlhaff and Mayor Harding present for roll call. Commissioner Johnson was absent. The Pledge of Allegiance was recited followed by an invocation. No one signed the guest register. The agenda was approved as posted.

Sam Smith from St. Charles Lounge presented a request to serve alcohol at the Econolodge on September 16th from 2pm to 11pm for a wedding reception. Commissioner Huizenga moved and Commissioner Mehlhaff seconded to approve the temporary liquor license for the St. Charles at Econolodge on September 16th from 2pm-11pm. Unanimous approval.

Ian Paul, Fire Chief, presented a request from the Pierre High School Athletics Department to discharge fireworks after the homecoming football game on September 22nd. The discharge would be performed by Tom Rounds and take place at Hyde Stadium. Tom has insurance for the event and firefighters will be staged for safety. Commissioner Barringer moved and Commissioner Mehlhaff seconded to approve the request to discharge fireworks from Hyde Stadium on September 22nd following the homecoming football game. Unanimous approval.

Brandon Lewis, Pastor at Bridge Wesleyan Church, requested a street closure for their annual picnic on September 17th from 9am to 2pm. The request is to use part of 7th Street from Grand to Euclid. Commissioner Mehlhaff moved and Commissioner Huizenga seconded to approve the closure of 7th from Grand to Euclid from 9am to 2pm on September 17th. Unanimous approval.

Mike Isaacs, Airport Manager, presented the Hangar Lease for #20 with Jesse Lee. Jesse purchased the hangar from Gary Schmitgen and assumed the 3-year lease for $219.56/year adjusted annually for CPI. The Hangar is in the old area that is not maintained by FAA and has to have aircraft taxi service. Commissioner Barringer moved and Commissioner Huizenga seconded to approve Hangar Lease #20 with Jesse Lee for $219.56 as presented. Unanimous approval.

This being the time and place for the public hearing to consider the Restaurant Liquor license for Richie Z’s Brickhouse BBQ, Mayor Harding opened the hearing. Rich Zabel explained that he purchased the former VFW and renovated the facility for a BBQ style restaurant downstairs with a reception facility upstairs. He’s hoping to be open by October 1st. Being no one else present to comment, Mayor Harding closed the hearing. Commissioner Huizenga moved and Commissioner Barringer seconded to approve the Restaurant Liquor License for Richie Z’s Brickhouse BBQ. Unanimous approval.

This being the time and place for the public hearing to consider the airport lease for lot #21 with I'm Brock, Mayor Harding opened the hearing. Mike Isaacs, Airport Manager, explained that this is for a lot adjacent to the old terminal and an opportunity for a new lease of 30,000 square feet for 25 years for $3,278.22. Jim Brock proposes to construct a garage type facility for parking his trucks that are used for Runnings Distribution. The facility will include bathrooms and a small office. The trucks would be parked inside to avoid the outside elements and could include light maintenance. Being no one else present to comment, Mayor Harding closed the hearing. Commissioner Barringer moved and Commissioner Mehlhaff seconded to approve the 25 year Airport lease of lot #21 to Jim Brock as presented. Unanimous approval. John Childs, City Engineer, presented the plat of lots 15A and 16A of Heritage Ridge Addition. The requested replat allows reconfiguration of 2 lots to allow additional back yard space for one property owner’s play equipment and allows additional street frontage for the other property. The replat does not affect any utility services or easements and each property will still meet required building setbacks, minimum lot sizes, and required street frontage per lot. Commissioner Barringer moved and Commissioner Huizenga seconded to approve Resolution 2613. Unanimous approval.

RESOLUTION NO. 2613 A RESOLUTION APPROVING THE PLAT OF LOTS 15A AND 16A, A REPLAT OF LOTS 15 AND 16R, HERITAGE RIDGE ADDITION TO THE CITY OF PIERRE, HUGHES COUNTY, SOUTH DAKOTA. WHEREAS, the plat of the above described property has been executed according to statute, now therefore; BE IT RESOLVED that the City Commission, in and for the City of Pierre, does hereby approve the said plat of LOTS 15A & 16A, HERITAGE RIDGE ADDITION. Twila Hight, Finance Officer, presented Ordinance 1782 to establish Electric Utility Rates for 2018. The Ordinance has no changes to customer rates, only updates the expiration date on the Flood adder to 12/31/2018. Commissioner Mehlhaff gave first Reading to Ordinance 1782 AN ORDINANCE AMENDING SECTIONS 4-2-402 OF ORDINANCE 1265 IN REVISION OF ORDINANCES OF THE CITY OF PIERRE, SD, AS AMENDED, RELATING TO ELECTRIC SERVICE CHARGES AND RATES.

Twila Hight, Finance Officer, presented a 2017 Budget update for insurance proceeds received for 2 vehicles that were damaged in accidents. The update would increase Park $17,375 and Police $19,125 and General Fund Insurance Proceed Revenues $36,500. Commissioner Huizenga moved and Commissioner Mehlhaff seconded to approve the 2017 Budget Update as presented. Unanimous approval.

William and Lincoln Turman presented the street closure request for the Riggs Homecoming Parade Route for Tuesday September 19th at 7pm. The route starts at the Riggs parking lot on Broadway and continues to Highland, then Pleasant, then Pierre Street, ending at the legion cabin. They explained that they have received DOT clearance for the crossing of Sioux Avenue. Commissioner Huizenga moved and Commissioner Mehlhaff seconded to approve the Riggs Homecoming Parade Route as presented. Unanimous approval.
