As a shareholder, descendant or resident of the Aleutians and Pribilof Islands, you have available to you a wealth of services and opportunities. As a joint effort, we have coordinated contact information, service descriptions and important phone numbers for your use. Some of the entities involved include: The Corporation (TAC) – The Aleut Corporation is committed to promoting economic, cultural, and social growth for its shareholders through its subsidiaries, partnerships and foundation. The Aleut Foundation (TAF) – The mission of TAF is to support the economic and social needs of the Aleut people with scholarships for post-secondary education, career development and burial assistance for shareholders of the Aleut Corporation. Aleutian Pribilof Islands Association (APIA) – APIA was incorporated in 1974 as an Alaskan not- for-profit Corporation to advance the overall economic, health, social and cultural development of the people within the Aleutian and Pribilof regions. APIA's programs include the operation of health clinics, alcohol counseling centers, public safety, elder and educational programs, social and welfare services, rehabilitation and cultural programs. Aleutian Housing Authority (AHA) – The mission of AHA, working in partnership with member Tribes, is to contribute to the building of healthy, stable communities throughout the Aleutian Pribilof region by 1) providing quality, affordable housing and housing-related support services; 2) expanding and improving community infrastructure; and 3) creating opportunities for employment and economic development. Aleutian Pribilof Island Community Development Association (APICDA) – APICDA develops opportunities in the commercial and sport fishing industry to enhance the long-term social and economic viability of the coastal communities and their residents in the Bering Sea and Aleutian and Pribilof Islands. APICDA’s communities include Akutan, Atka, False Pass, Nelson Lagoon, Nikolski, St. George and Unalaska. Eastern Aleutian Tribes (EAT) – The role of EAT is to provide quality health care that ensures everyone is treated equally with dignity and respect, and encourages the well-being of the people. EAT manages clinics in Adak, Akutan, Cold Bay, False Pass, King Cove, Nelson Lagoon, Sand Point and Whittier. Burial Assistance

Burial Assistance – The Aleut Foundation The Aleut Foundation will provide burial assistance to the families of deceased original enrollees and descendants of original enrollees of The Aleut Corporation.

Eligibility: 1. Application for burial assistance must be applied for within 6 months of date of death. Application form provided by The Aleut Foundation. 2. Certified death certificate must accompany application for assistance. 3. Upon approval of application, The Aleut Foundation will forward funds to the Funeral Home listed on application. 4. In the event a funeral home is not listed, The Aleut Foundation will reimburse the family for final expenses. 5. Applicant will need to submit a billing statement before a check request can be completed.

Burial Assistance – Aleutian Pribilof Islands Association When eligible tribal families who have lost a loved one lack the means to provide a memorial, APIA’s Burial Assistance program may be able to help.

Eligibility: We know this is a difficult time for any family; program staff will need to review the following: • Proof of Enrollment in one of our 12 Regional Tribes • Proof of residency in the service area • Date and Time of death • Income Verification

1 | Page Burial Service Grants - APICDA This program assists family members with costs associated with a death in the family.

Eligibility: APICDA has undefined eligibility parameters. Generally, we require matching or shared funds to be committed by the local village corporation, traditional council, APIA, or some other source. Available in Akutan, Atka, False Pass, Nelson Lagoon, Nikolski and St. George.

Burial Assistance - Cook Inlet Tribal Council This burial assistance program is funded by a grant from the Bureau of Indian Affairs. The program is for indigent Native or American Indians when no other resources are available. Applications will be accepted from surviving spouse or if none, the relative responsible for making arrangements.

Eligibility: Eligibility is based on the income and resources available to the deceased, which includes (but is not limited to) tribal or native corporation burial assistance, Social Security Insurance (SSI), veteran’s death benefits and Individual Indian Money (IIM) accounts. Upon determination that the deceased meets the basic eligibility conditions, a vendor payment to the mortuary will be made minus any available resources. Burial assistance does not cover the cost of transporting relatives to and from the community to attend the funeral. 1. Deceased must be Alaska Native or American Indian. Acceptable documentation is Certificate of Indian Blood from the Bureau of Indian Affairs, or Tribal Enrollment verification. 2. Copy of Picture Identification of the deceased. 3. Burial Assistance is provided when no other resources are available. 4. Proof of residency such as rental agreement or utility bills. Deceased must have resided within the boundaries of the Municipality of Anchorage for the past six consecutive months. The service area of Anchorage includes north to, but not including Eklutna, and south to Portage. Residency requirement does not apply to CIRI shareholders or their descendants. 5. Proof of income. Must submit current income available to deceased and current bank statement. 6. 2 | Page Burial Assistance - Division of Public Assistance/Burial Assistance Program The General Relief Assistance (GRA) program provides limited assistance for the burial of deceased persons. GRA will pay for basic funeral and burial services in Alaska.

Eligibility: Assistance will be granted only if there are no other resources available to meet the deceased person's need for funeral and burial services, and all other factors of GRA eligibility (including financial eligibility) have been met.

Head Start Program - Aleutian Pribilof Islands Association Head Start is a comprehensive federally funded child development program serving low-income children, ages three to five, and their families. Head Start promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social and other related services, including the special needs of children with disabilities.

Head Start emphasizes the role of parents as their child’s first and most important teacher. Head Start programs build relationships with families that support: • Family well-being and positive parent-child relationships • Families as learners and lifelong educators • Family engagement in transitions • Family connections to peers and community

APIA Head Start children are guided in developing social skills, physical fitness and educational tools that give them a head start towards kindergarten. All children receive appropriate developmental screenings and referrals as needed. Our program is inclusive and 10% of our enrollment is reserved for children with disabilities.

Head Start assist parents and families toward their own education, literacy and employment goals. Local Parent Committees are formed at each Head Start Center to assist the staff in curriculum development, increase community support and offer advice on programmatic and fiscal decisions.

Child Care Assistance - Aleutian Pribilof Islands Association Assistance for eligible, tribally enrolled parents who are actively seeking employment, working or who are in training at a minimum of 25 hours per week with child care costs; this assistance is also utilized for APIA approved providers with service needs such as training, education and safety equipment.

4 | Page Child Care Assistance – Cook Inlet Tribal Council The Child Care Assistance program provides financial assistance to Alaska Native and Native American families in need of daycare services for children under the age of 13, while parents are engaged in employment, training or educational activities.

Indian Child Welfare Act - Aleutian Pribilof Islands Association The ICWA program acts as the Tribal Representative on behalf of 12 Tribes in the APIA region by intervening on behalf of the Tribe when families become involved with child protection services. The ICWA program also provides supportive services to families who have been identified as at-risk. These services can range from arranging visitation of minors and biological parents, provide transportation for visitation if needed, and advocating for an Indian child’s rights in court. We also provide families with information on the various services available to them; i.e., parenting skills training, behavior management, other support services, etc. In addition, we can assist families with: • Referrals to related and/or other resources • Collaborate with referring/partner agencies • Communicate with State workers in assessing and developing a safety plans • Provide follow up and monitoring services • Assess progress to determine status and revise service plan, when needed

5 | Page Youth Services - Aleutian Pribilof Islands Association Youth Services offers support programs for eligible Alaska youth ages 14-21 to assist in finding employment, furthering education and identifying youth leadership opportunities. Services include: • Adult mentoring • Assistance with post-secondary education • Employability and life-skills training • Work readiness training and career assessment • Resume and cover letter writing; interviewing skills coaching • Work experience (paid or unpaid) • Referrals to additional programs serving youth Youth Services helps young people advance their job skills, get educational funding and develop into young leaders by providing case management for youth ages 14-24. The case worker will provide employment skills training, including resume building, interviewing skills, career, training and leadership exploration, supported work experience and job placement.

Tribal Child Support Program - Aleutian Pribilof Islands Association Tribal Child Support Program (TCSP) is a program designed to collect money on behalf of tribal children to improve their lives. TCSP assists both custodial and non-custodial parents in supporting their children emotionally, socially, and economically by using a holistic and flexible approach. Understanding that every family is unique, the TCSP team carefully considers the circumstances of each case and develops a child support plan of action that benefits the entire family and ensures the well-being of each child. TCSP acknowledges that tribal children are the future of the Aleut culture and the region. APIA’s TCSP serves members or eligible members of the thirteen (13) tribes, as well as employees of APIA and any resident of the ten (10) regional communities.

6 | Page Tribal Representation Services - Aleutian Pribilof Islands Association A significant part of the APIA Family Program consists of Tribal Representation and looking out for the best interests of our children. We work to be at every meeting with children who are involved in state child protection services. Additionally, our staff visits children regularly to make sure their needs are being met.

Child and Family Services – Cook Inlet Tribal Council Child and Family Services is dedicated to promoting safe, secure and healthy families who nurture future generations by learning new skills that improve relationships and establish healthy behavioral practices. We help families recover from and/or prevent abuse, neglect and domestic violence through case management, teaching and mentoring services, and by establishing connections with related services and resources within the community. Alaska Children's Services Home-based case management, active therapy for social skills development for ages 6 to18 years.

Urban Unangax^ Culture Camp - Aleutian Pribilof Islands Association Held annually at Unangam Ulaa (Home of the ), APIA’s Anchorage facility. Our summer camp provides cultural enrichment activities for youth and adults to learn traditional skills such as bentwood visor construction, kayak building, language, dance, basket weaving, beaded headdresses, regalia sewing, subsistence activities, and many other activities.

Aleut Heritage Library and Archive - Aleutian Pribilof Islands Association A continually growing collection of books, articles, audio recordings, photographs, maps, journals, video recordings, and archival materials relating to Unangax^ (Aleut) history, culture, and the environment of the region. A unique component to our collection is the WWII Aleut evacuation and repatriation documentation. Our collection also contains Lydia Black’s archive and research material. We are a non-lending library, but welcome those interested in our collection to visit.

Unangam Tunuu Preservation - Aleutian Pribilof Islands Association Staff works closely with fluent speakers to provide translations from English to Unangam Tunuu to promote language use in newsletters, radio broadcasts, posters and other media where Unangam Tunuu could be used.

Native Youth Olympics – Cook Inlet Tribal Council Traditional athletic contests and games helped develop these and other skills critical to everyday life in the challenging Alaska environment. Today’s NYO Games Alaska carries on in this spirit by encouraging young people to strive for their personal best while helping and supporting their teammates—even other teams.

11 | Page Job Placement and Training - Aleutian Pribilof Islands Association Provides short and long-term certification or vocational training to eligible tribal students residing within the APIA service area for job enhancement and/or to gain employment. As a needs-based grant, funds are awarded on a first-come, first-completed basis. The program is not intended to cover the full cost of training

12 | Page Employment Supportive Services - Aleutian Pribilof Islands Association Supportive Services helps participants gain volunteer and work experience to increase marketable job skills and build resumes and cover letters to obtain full-time, unsubsidized employment after the training period.

Supported Work Experience • CITC places participants in job positions with community partner organizations for a specified period. During that time, CITC will pay a portion or all a participant’s salary while they gain valuable employment experience. Volunteer Work Experience • Volunteer Work Experience links participants with appropriate Community work service opportunities and job sites. On-the-Job Training • On-the-Job Training is an employer-based training program designed to help participants with some work experience gain additional skills that will allow for increased or better employment opportunities.

Youth Employment Services - Aleutian Pribilof Islands Association Assistance for eligible, tribally enrolled youth between the ages of 14 and 24 with training, employment, cultural and leadership development opportunities, internships and summer or year-around work exposure/job shadowing.

Community Health Aide Program - EAT The Community Health Aide/Practitioner (CHA/P) Program offers health aide training. There are four CHA/P training sessions; each session lasting three to four weeks. CHA/P’s will work in their local clinics completing a skills list and practicum between each training session. Personal Care Services Program - Aleutian Pribilof Islands Association The CDPCA program is a State of Alaska Medicaid reimbursement service that provides assistance with activities of daily living to those who qualify for Medicaid. Services are designated and assigned by a State of Alaska nurse accessor. Then the services are carried out by a personal care assistant who is chosen by the client receiving the services. Elders Program – Southcentral Foundation The Southcentral Foundation Elder Program provides a comprehensive approach in delivering services to address the needs of Alaska Native and American Indian elders, age 55 and older, who reside in the Anchorage area. The services are designed to enhance the quality of life and promote independent living through fostering an environment of quality, dignity and pride.

The program provides a hot lunch program Monday through Friday, advocacy, information and assistance and referral services. Light housekeeping, in-home visits and scheduled transportation are provided for those who are eligible. Group outings and health and social activities are scheduled on a regular basis.

Activities include vegetable picking, berry picking, bead and sew group, and an exercise and nutrition program. Other annual events include a Fiddle My Heart Dance near Valentine’s Day, monthly mini- potlucks, an annual fall potluck, and a Christmas party. Project Oversight and Management - Aleutian Pribilof Islands Association Amchitka Oversight Advocacy and Reporting: A total of three subterranean nuclear test explosions were conducted on Amchitka during the 1960’s and 1970’s. APIA is a member of the team responsible for monitoring Amchitka for leaks of radionuclides.

Science project management: The APIA Environmental Section has managed hundreds of research and scientific monitoring projects, mostly in Alaska, worth hundreds of millions of dollars of effort. We have a long list of topics from working on the Exxon Valdez oil spill to guiding IGAP efforts by the Tribes.

IGAP oversight: Through APIA’s IGAP program we work closely with the Aleut Tribes to encourage and enhance their IGAP environmental programs.

21 | Page NALEMP Coordination and Project Development - Aleutian Pribilof Islands Association The Native American Lands Environmental Mitigation Program (NALEMP) was developed by the Department of Defense DoD) to address environmental issues from past Department of Defense activities on Indian lands which include Alaskan Native Claims Settlement Act (ANCSA)-conveyed lands and Native allotments. In recognition of the need to address tribal concerns in DoD environmental programs, Congress has provided funds annually to mitigate environmental impacts to Indian lands and ANCSA-conveyed properties. Environmental Technical Assistance - Aleutian Pribilof Islands Association Purpose is to provide environmental assistance to Unangan/Unangas tribes on environmental issues, particularly those related to the execution of their EPA GAP grants. Behavioral Health Programs - Aleutian Pribilof Islands Association APIA Behavioral Health is available to support individuals facing a variety of concerns. This includes treatment for Anxiety, Post–Traumatic Stress, Depression, Psychological Assessments, Tobacco Cessation, and Case Management services. We also offer substance abuse treatment services. APIA is the only State of Alaska approved alcohol safety action program site in Unalaska. APIA, in partnership with Eastern Aleutian Tribes, operate a region-wide adult intensive outpatient recovery program. This program is 12-weeks long, requiring a 10-hour-per-week commitment to recovery services and sober lifestyle. Behavioral Health services are available to children, adolescents, adults, and elders. Services modalities include individual, couples, family, and group therapy sessions. APIA also provides education and community outreach to raise awareness on important behavioral health topics. Primary Care Services - Aleutian Pribilof Islands Association APIA's primary care services include operating health facilities in the communities of Atka, Nikolski, St. George, and Unalaska as well as care coordination with specialty providers and ANTHC’s Quyana Travel office. Available housing consists of rentals, single family home, Senior Centers, and Mutual Help Homes (HUD subsidized). Eligibility: 1. Applicant must be at least 18 years of age and submit a completed application for consideration, along with three years of taxes for all family members over the age of 18 residing in the home. Proof of income is required. 2. Each applicant will be screened for the following: Drug, weapon, and sexual assault related convictions, credit reports, landlord references and credit references. 3. 42 | Page Public Policy Fellowship Internship – First Alaskans Institute First Alaskans Institute will place two to four Alaska Natives in the State Legislature in Juneau during the upcoming 2010 Legislative session. This paid 15-week fellowship runs from January 19 to April 18, 2010, in Juneau. The fellowship will begin with a two-day intensive orientation in Anchorage before beginning work with the selected legislative office. Fellows commit to working five days a week for the full 15-week session. Eligible fellows will receive a housing stipend, a round trip ticket to Juneau, and will be paid an hourly wage. The goal of the First Alaskans Public Policy Fellowship is to provide an opportunity for emerging Native leaders to become familiar with the state legislative process; understand their own histories; learn and use the skills of past, present and future leadership; and gain hands on experience with the issues that confront Alaska Natives and the State of Alaska. Fellows will gain real work experience while learning and participating in the state legislative and political process.

Eligibility: Public Policy Fellows will be selected using a competitive application process which requires applicants to submit a resume, two letters of recommendation and an essay describing how the Public Policy Fellowship will help achieve career and leadership goals.

45 | Page Self-Governance - Aleutian Pribilof Islands Association The purpose of Self-Governance is to deliver technical assistance to tribes requesting information and guidance. Objectives: • Remain diligent in preserving and protecting tribal sovereignty, culture, history, and tribal self-governing authority. • Support proactive tribally-driven measures to advance and expand self-governance. • Assist with self-governance education to provide accurate information on tribal identified needs and priorities. • Develop new tribal relationships and build upon existing relations. • Advocate for budget increases and funding which benefit Aleut tribes and their members. • Assist tribal governments to ensure signed agreements entered with the federal government are honored and fully implemented.

Self-Governance Technical Assistance: Tribal operations provide a wide variety of technical assistance, on-site and off, intended to assist tribal governments in becoming more self-sufficient and better able to enhance the social and economic condition of their people.
