T h e IOC C flo o d re s p o n s e p ro g ra m fo r S e rb ia , supporte d b y th e Se rb ia n O rth o d o x Metropolitanate of Australia and New Z ealand was launched to restore normal living conditions in local com m unities and ensure that the aid reaches the m ost vulnerable people in the aftermath of floods in 2014. IOCC implemented the flood response program for the flood affected population in c o o p e ra tio n w ith Serbian Orthodox Diocese of Š abac, Serbian Orthodox Diocese o f V a lj e v o , R ed Cross of and Red Cross of .

The project was implemented during the period fro m 01 st O cto b e r, 2014 th ro u g h 30 A p ril, 2015; the project was implem ented professionally, and a ll p la n n e d a c tiv itie s com pleted and in m any aspects anticipated outcom es are exceeded.

BACKG ROUND

Starting May 13, 2014, and Bosnia and Herzegovina - B iH experienced sustained torrential rains - by som e estimates several months of average rain fell on the region in less than week - th a t re s u lte d in th e w o rs t flo o d s in a t le a s t th e la s t ce n tu ry .

In Serbia, the consequences of floods are most severe in a re a s w ith in a n d s u rro u n d in g c itie s o f B e lg ra d e , V a lj e v o , Š abac, , Paraćin, Čačak and . The m ost affected areas in R epublika Srpska are around and within Bosanski Šam ac, Doboj and Bijeljina.

Over seventy people lost their lives, while hundreds of thousands of people were affected by the floods, thousands were evacuated and thousands m ore were isolated within the flooded areas, cut off from m ain roads without ready access to drinking water, food, m edicine or power.

Like in m ost of flood affected areas, in Western and Central S e rb ia ( Obrenovac, and Lj u b o v ij a m u n icip a litie s ) th e flo o d w a te r th a t s ta y e d o v e r s e v e ra l w e e k s ca u s e d th a t m any flood a ffe c te d fa m ilie s h a v e lo s t a lm o s t a ll o f th e ir b e lo n g in g s a s th e y h a d to th ro w a w a y a ll th e ir furniture, bedding and m ost of their clothing as well as m ost of their household appliances.

Unfortunately, devastating floods in Serbia and B iH d o n o t s to p in M a y . In e a rly A u g u s t, th e new wave of flooding hit Western Serbia and Central / Northern BiH; som e areas flooded in May 2014 are flooded again and m any landslides are awaken; new flooding b ro u g h t n e w v ic tim s , continue dam aging roads, bridges and peoples’ hom es. In m any areas, floods destroyed entire yields from farmers’ fields, leaving people with no incom e and loss of the agricultural season.

PR O JE CT G OAL

O rig in a lly , the project is aimed at reaching at least 60 fa m ilie s , a ffe c te d b y flo o d s a n d liv in g in K ru p a n j a n d L j u b o v ij a m u n ic ip a litie s . The project a im e d in g iv in g th e a d v a n ta g e to th e m o s t vuln e ra b le flo o d a ffe c te d fa m ilie s , liv in g in ru ra l a n d s u b u rb a n a re a s ; fo c u s in g o n e ld e rly fa m ilie s , s in g le m o th e rs a n d fa m ilie s w ith m a n y s m a ll c h ild re n .

A d j u s tin g th e p ro j e ct to th e a ctu a l s itu a tio n o n th e g ro u n d , d u rin g th e p ro j e c t’ s life c y c le a n d b y the blessings of His Grace Bishop Irinej, th e p ro j e ct objectives were expanded to adequately respond to the new circum stances.

As it was planned, th e p ra ctica l im p le m e n ta tio n o f th e proposed p ro j e ct a ctiv itie s s ta rte d in Novem ber 2014. IN C E P T IO N PHASE & V ER IFICATION F IE L D ASSESSMENT

The period between endorsem ent of the s u b m itte d p ro j e ct to th e Se rb ia n O rth o d o x Metropolitanate of Australia and New Z ealand and th e o fficia l s ta rt o f im p le m e n ta tio n o f p ro j e ct activities is considered as the project Inception Phase. It is im p o rta n t to n o te th a t th e in ce p tio n p h a s e w a s co n d u cte d w ith in th e areas o rig in a lly proposed by the project (Krupanj and Ljubovija), a s a t th a t tim e it w a s n o t a n ticip a te d a n y p o te n tia l change of the proposed intervention, neither in terms of the p ro g ra m fo c u s e d areas nor in terms of the type of the assistance.

Fo llo w in g its s ta n d a rd p ro g ra m p ro ce d u re , IOCC has re-exam ined p ro j e c t a c tiv itie s a s planned and described in the s u b m itte d p roposal, in view of any external factors1 th a t m a y influence their implem entation (e.g. som e s p e c ific a c tiv itie s , similar to the proposed, having com m enced by other organizations in th e meantime; weather condition changes; affected population m ovem ents; etc.). Fo r th a t re a s o n , p rio r s ta rtin g th e p ra ctica l im p le m e n ta tio n o f th e project, IOCC conducted additional field assessm ent2 o f th e p ro g ra m fo cu s e d areas.

The assessm ents also entailed strong participation of lo c a l community members who contributed in id e n tific a tio n o f th e ir p rio rity n e e d s , a n d th is s h a p e d IO C C ’ s fin a l in te rv e n tio n s tra te g y . The v e rific a tio n fie ld assessm ents showed almost zero changes in the operational environm ent, which just reconfirmed original decision in regards to the scope and type of the intervention proposed.

S P E C IF IC PROG RAM FOCUSED AREAS

Western Serbia re g io n is o n e o f th e a re a s th a t suffered the m ost dam age from th e re ce n t flooding; es p e c ia lly m u n ic ip a litie s o f Krupanj and Ljubovija.

According to 2011 census, targeted mun ic ip a litie s h a v e a population of about 32,000 people, a n d b o th m u n ic ip a litie s h a v e been severely impacted by floods and later severely d e v a s ta te d b y hundreds o f la n d s lid e s .

One rescue worker described situation in Krupanj “like a tsunam i and earthquake o ccu rre d a t once.” M o s tly w ith th e s u p p o rt o f v a rio u s in te rn a tio n a l and national organizations ( far lo w e r re s p o n s e th a n it was expected by the people affected by flooding), reconstruction and repair process was in itia te d .

On the other side, the requirem ent for household appliances and furniture rem ained to be serious challenge for people; especially electric appliances that are m ostly totally dam aged, beyond repair.

The specific area is m ostly underdeveloped a n d w ith o u t in d u s tria l p o te n tia ls , b u t w ith clean and undisturbed natural environm ent th a t o ffe rs s ig n ifica n t to u ris tic a n d agriculture developm ent potentials; large areas of agricultural land around Krupanj and Ljubovija are seriously affected by flo o d in g , le a v in g m a n y s m a ll fa rm e rs w ith th e ir o n ly source of incom e.

Obrenovac is a m u n ic ip a lity in n o rth e rn S e rb ia ; O b re n o v a c is o n e o f 1 7 m u n ic ip a litie s th a t m a k e u p the greater Belgrade area. During the May 2014, n e a rb y K o lu b a ra riv e r co lle ctin g w a te rs fro m southerly m ountains, suddenly rose several meters a b o v e its b a n k s a n d flo o d e d th e m u n ic ip a lity . B e lg r a d e The dam age on peoples´ hom es and property was extrem e and people had no choice than to leave, Obrenovac s a v in g th e ir liv e s . It fo rc e d ra p id e v a c u a tio n o f Obrenovac; fortunately, the water level dropped, which enabled the evacuation of over 30,000 citizens of Obrenovac to be carried. The m ajority of evacuees were accom m odated with their friends or relatives, while approximately 5,000 people found temporary shelter in improvised collective centers established and operated by the Red Cross of Serbia.

Like m any people hom es, the facilities and equipment o f th e R ed Cross of Obrenovac were entirely destroyed by the flooding, b e y o n d re p a ir. It is unique situation where those who were carrying the heaviest burden of providing the assistance to flood affected families, are actually in great need them selves; they end up without physical address and space for continuing their h u m a n ita ria n a c tiv itie s . 4

PR O JE CT BENEFICIARIES / A SSIST A NCE RECIPIENTS

The assistance recipie n ts a re d iv id e d in to tw o c a te g o rie s , in c lu d in g :

. The m ost flood affected population living w ith in th e project focused flood a ffe c te d a re a s o f Western Serbia has received kitchen appliances. In o rd e r to id e n tify b e n e fic ia rie s w h o a re d e m o n s tra tin g th e g re a test level of vulnerability and need for assistance, IOCC and its local implem enting partners have em ployed the following beneficiary selection criteria:

- Flood affected fam ilies with a female head of household / single mothers - Flood affected fa m ilie s w ith an elderly fam ily m em ber - Flood affected fa m ilie s w ith a fa m ily m e m b e r w h o is re g u la rly ill - Flood affected fa m ilie s with a pregnant or otherwise vulnerable female m em ber - Flood affected fa m ilie s w ith a person with special needs family member - Flood affected fa m ilie s with preschool and p rim a ry school age children / m ore c h ild re n

W ith in th is c a te g o ry , the program achieved and in fact exceeded a ll of its ta rg e ts a s p e r th e original plan 65 b e n e fic ia ry fa m ilie s , in s te a d of th e 60 originally planned, were reached; an achieved increase of 8.33%.

. Red Cross of Obrenovac, as the chapter of the Red Cross of Belgrade. The focus was on s e c u rin g th e a p p ro p ria te s p a c e fo r c o n tin u a tio n o f th e ir h u m a n ita ria n a c tiv itie s ( d is trib u tio n of the relief assistance to those in need) a n d re -e s ta b lis h in g th e w o rk o f th e people’s soup kitchen in Obrenovac.

Following IOCC standard approach, and in a n e ffo rt to m in im iz e th e lo g is tic tim e fra m e a n d to m aximize the support to affected area and its loca l e c o n o m y , a ll p u rc h a s e s w e re m a d e lo c a lly a n d h ire d lo ca l co n tra cto rs fo r p e rfo rm in g p la n n e d w o rk s .

T h e p ro c u re m e n t / d is trib u tio n of kitchen appliances w a s ca rrie d o u t d u rin g th e Nov & Dec 2014, for 65 a s s is ta n c e re c ip ie n t fa m ilie s in Krupanj, Ljubovija and Š abac m u n ic ip a litie s ; 30 flo o d a ffe c te d fam ilies have received electric stove, 3 0 flo o d a ffe c te d fa m ilie s h a v e re ce iv e d re frig e ra to r a n d 5 flo o d a ffe c te d fam ilies have received fre e z e r.

Upon com pleting transparent and open suppliers selection p ro cess, in c o o p e ra tio n w ith th e Se rb ia n O rth o d o x D iocese of Š abac, the arrangem ent was m ade with the selected supplier to deliver ordered articles, at the s p e c ific lo c a tio n s in Krupanj, Ljubovija and Š abac m u n ic ip a litie s ; th e lo ca tio n designated by th e p a ris h e s o f th e Se rb ia n O rth o d o x D iocese of Š abac and Red Cross of Ljubovija, where the assistance recipients collected the assistance. 5

During the duration of the program a n d w ith in th e p ro g ra m fo c u s e a re a s , th e Se rb ia n O rth o d o x Diocese of Šabac secured assistance (kitchen appliances) for additional 178 flood affected fa m ilie s . G iv e n th a t th e n e e d s fo r th is s p e c ific a s s is ta n c e w as covered, and to avoid duplication o f e ffo rts , IOCC h a s d e cid e d to p ro p o s e a d d itio n a l a ctiv ity to th e p ro j e ct.

IOC C h a s re qu e s te d fro m th e d o n o r to re d ire ct th is fu n d in g fo r p a rtia l re p a ir / re co n s tru ctio n o f the Red Cross building in Obrenovac. The partia l re p a ir / re c o n s tru c tio n a c tiv itie s w ill e n a b le normal functioning of the Red Cross in Obrenovac and renewal of the work of people’s soup k itc h e n .

OPERATIONAL SU PPO R T FO R THE S E R B IA N ORTHODOX D IO C E S E OF Š ABAC

In a n e ffo rt to s tre n g th e n th e ca p a city o f th e S e rb ia n O rth o d o x Diocese of Šabac, in responding to flooding and delivery of the re lie f a s s is ta n ce to th e m o s t v u ln e ra b le fam ilie s th ro u g h o u t Western S e rb ia , the project has secured funding support in the am ount of US$ 1.626,86.

In th a t re s p e ct, IOCC has signed th e Memorandum of Understanding – MOU with the official representatives of Serbian Orthodox Church Diocese of Š abac.

P A R T IA L R E P A IR & R ECONSTR UCTION - RED CR OSS OF OBRENOVAC B U IL D IN G

During the 2014 floods, the office space o f th e Red Cross of Obrenovac (one of 17 chapters of Red Cross of Belgrade) w a s to ta lly d e s tro y e d . It le ft th e o rg a n iz a tio n w ith n o p h y s ic a l s p a c e fo r c a rry in g o u t th e ir h u m a n ita ria n program s, and affects thousands of people in need; through the Red Cross of Obrenovac, over 3.5 m illion kilogram s of the hum anitarian assistance is distributed to flood affected population.

Fu rth e rm o re , th e d is trib u tio n ce n te r o f the people’s soup kitchen in Obrenovac, m anaged by the R ed Cross, stopped providing cooked m eals to m ost vulnerable people for more than six m onths; before floods the num ber of assistance recipients in the Red Cross of Obrenovac people’s soup kitchen was 363 (about 120 fam ilies.

T h e to ta l fu n d e s tim a te d fo r th e p a rtia l re p a ir / re co n s tru ctio n th e R e d C ro s s o f Obrenovac building w a s e s tim a te d a t U S$ 23.250; re -e s ta b lis h in g th e people’s soup kitchen and securing the o ffic e s p a c e fo r R e d C ro s s o f Obrenovac.

A s it w a s id e n tifie d s a v in g o f a b o u t U S$8.200 (w ith in th e p ro j e ct “ Flo o d em ergency response program fo r Krupanj and Ljubovija” funded by Serbian Orthodox Metropolitanate of Australia and New Z ealand), IOCC has s e cu re d th e co n trib u tio n o f th e re m a in in g U S $ 1 5 .050. 7

The Red Cross of Obrenovac building has been constructed in two separate phases. The ground floor of the building (the premises repaired / reconstructed through this project are located on ground floor) has been constructed over 100 years ago; the total surface of the ground floor is about 130 m 2. The first floor and upper construction is from about 15 years ago, constructed on the top of the existing building; there are no paperwork, projects and / or any other docum ent a v a ila b le fo r th is c o n s tru c tio n w o rk .

T h e b u ild in g its e lf w a s a lre a d y in p o o r c o n d itio n , with just basic construction works com pleted and p a rtia l in s ta lla tio n w o rk s ; o v e r th e tim e , th e partially com pleted work on installations is dam aged beyond repair.

In addition to it, during the flood, over 70cm of w a te r w a s w ith in th e b u ild in g ; w a te r s ta y e d fo r o v e r 3 0 d a y s , fillin g th e w a lls a n d flo o rs w ith m o is tu re a n d fu rth e r d a m a g in g th e s tru ctu re .

The project included intervention on 62.84m 2 of the total buildings surface; the space include 2 to ile ts / s m a ll b a th ro o m s , 1 reception space, 2 offices and soup kitchen distribution center.

The project intervention was consisted of the following works:

- Full repair and reconstruction of the floor (cleaning and leveling, concrete works, armature nets, building’s foundations control and partial repair, and insulation) and la y in g th e fin a l c o v e r ( c e ra m ic tile s ) ;

- Fu ll re p a ir a n d re c o n s tru c tio n o f th e w a lls (cleaning and le v e lin g , re m o v a l o f o ld e le c tric a l in s ta lla tio n s , c o rre c tio n s o f th e im p e rfe c tio n s o f p re v io u s w o rk s , a d j u s tin g d im e n s io n s , etc.), plastering, painting in white color (offices and reception s p a c e ) a n d la y in g w a ll tile s ( s o u p k itc h e n d is trib u tio n ce n te r a n d to ile ts / s m a ll b a th ro o m s ) ;

- Co m p le te w o rk s o n e le ctric a n d w a te r in s ta lla tio n s w ith in th e specific space, with construction of the independent systems and connecting it on building’s general installation system .

- Fu ll re p a ir a n d re co n s tru c tio n o f th e c e ilin g s (cleaning and le v e lin g , re m o v a l o f o ld e le c tric a l in s ta lla tio n s , co rre c tio n s o f th e im p e rfe c tio n s o f p re v io u s w o rk s , a d j u s tin g d im e n s io n s , etc.) and installing the pre – fab suspension ceilings A R M ST R O N G w ith th e a d e qu a te lig h tin g .

- Cleaning and adjusting openings and installment of windows, in s id e a n d e n tra n ce d o o rs .

Following IOCC standard procurem ent procedures and positive p ra c tic e fo r c a rry in g s u c h a c tiv itie s , in c o o p e ra tio n w ith th e R e d C ro s s o f B e lg ra d e , th re e o ffe rs fro m d iffe re n t co n s tru ctio n com panies have been collected; based on the calculations and descriptions prepared by the IOCC and Red Cross of Belgrade s p e c ia liz e d engineering staff.

IOCC and Red Cross of Belgrade have jointly evaluated received offers, and on the basis of the m a rk e t re s e a rch , p rice e v a lu a tio n th a t w a s ca rrie d o u t in a cco rd a n ce w ith th e a ctiv ity ’ s requirements and available funds, the unanimous decision was to accept the offer of the construction com pany SZ G R “S.A.M.” from Belgrade.

IOCC and R ed Cross of Belgrade have signed th e trip a rtite a g re e m e n t w ith th e s e le cte d com pany, for com pletion of planned partial re p a ir / re co n s tru ctio n w o rk s .

A s p e r th e s ig n e d co n tra ct, w o rk w a s in itia te d on 9 th February 2015, and com pleted on 31 March 2015.

B y th e co n tra cte d d a te , a ll co n tra cte d o b lig a tio n o f th e s e le cte d co n s tru ctio n com pany have been fulfilled on time, and the official technical acceptance of the contracted w o rk w a s ca rrie d o u t.

In a d d itio n , to c o m pleted re p a ir / re co n s tru ctio n works, IOCC and R ed Cross of Belgrade have agreed that there are still needs for additional works to be carried out, including: . D e s ig n in g a n d in s ta llin g b u ild in g ’ s lig h tin g c o n d u c to r a n d earthling; and, . Cover the expenses for connecting the Red Cross building to local public electricity supplying network.

For that purpose, the sam e construction com pany has been engaged in performing these activities and signed adequate An n e x to th e e x is tin g trip a rtite contract. As per the signed Annex, work was in itia te d o n 29th o f M a rch 2015, and com pleted on 06th o f A p ril 2015, w h e n th e o ffic ia l te c h n ic a l acceptance of the work was com pleted.

W ith th is in te rv e n tio n , a ll a ctiv itie s re la te d to re p a ir / re co n s tru ctio n w o rk s o f th e R e d C ro s s o f Obrenovac building are com pleted, and space (soup kitchen distribution center and Red Cross o ffic e s ) fu lly a d j u s te d to its p u rp o s e .

COORDINATION / MANAG EMENT

In a n e ffo rt to a v o id u n n e ce s s a ry d u p lica tio n o f e ffo rts , on the ground, IOCC worked closely w ith Se rb ia n O rth o d o x C h u rch Dioceses, R ed Cross of Serbia and local a u th o ritie s ’ representatives. W ith th e IOCC B e lg ra d e s ta ff s u p p o rt, IOCC Regional representative for the W estern was responsible for all aspects of program implem entation and m anagem ent at g ro u n d le v e l.

Overall managem ent and broad program goals were the respons ib ility o f th e IO C C H e a d qu a rte rs office (HQ) in Baltimore, Maryland where the IO C C D ire c to r o f S tra te g ic Initia tiv e s supervises a ll IO C C o p e ra tio n s in th e B a lk a n s . A ll fin a n c ia l, lo g is tic s a n d re la te d c o n tro ls , s y s te m s a n d procedures carried out in field operations are governed and reviewed by IOCC Headquarters.

M O N IT O R IN G / REPORTING / EVALUATION

All project activities were closely m onitored and followed by IO C C and implem ented w ith Serbian Orthodox Church, R ed Cross of S e rb ia and local authorities’ representatives.

D u rin g th e life cy cle o f th e p ro j e ct, IOC C program staff was conductin g re g u la r v is its to th e p ro g ra m fo cu s areas. During these visits, all c ru c ia l d e c is io n s re la te d to p ro g ra m d y n a m ic s a n d v is its to th e fie ld w e re m a d e in c o o p e ra tio n w ith o ffic ia l re p re s e n ta tiv e s o f lo c a l implem enting partners.

PROJECT IMPLEMENTATION PERIOD

O rig in a lly , th e p ro g ra m was planned fo r a th re e m o n th s p e rio d , w ith th e in itia l s ta rtin g d a te s e t fo r th e 01 Septem ber 2014. Upon com pleting all proposed activities and identified budget savings, by the Blessings of His G race Bishop Irinej the project was extended for ensuring the c o m p le tio n o f th e a c tiv itie s in O b re n o v a c.

PR O JE CT FINANCES

The specific funding project developed by IOCC, requested from the Serbian Orthodox Metropolitanate of Australia and New Zealand the budget coverage of AUD 40.000,00. As the in itia l co n trib u tio n to th e p ro j e ct, IOCC h a s d e cid e d n o t to charge 10% overhead to the approved budget, ensuring all funds to be directed into the program related expenses.

It resulted with the final am ount of the funding support for the approved project, which was s u b m itte d b y th e Se rb ia n O rth o d o x M e tro p o lita n ate of Australia and New Z ealand to the IOCC bank account in the am ount of AUD 40.000,00 (US$ 34.501,70 / per the actual exchange rate).

In addition to the approved and awarded funding support, IOCC has secured additional finance, v a lu e d US$ 15.050,01; designated for com plem enting the com pletion of all planned / proposed a c tiv itie s a n d e x p a n d in g it a s d e s c rib e d w ith in th is re p o rt.
