Prime Cattle to 203ppk & £1257 Barren Cows to 153ppk & £1312

Monday saw Prime Cattle sell to 203ppk (£1178) for a cracking Blonde D’Aquitaine heifer (23m) from Keith & Hilary Harvey of Bovey Tracey whilst a strong 740kg Simmental heifer (23m) from Robert & Janet Legg, Exeter realised a very decent £1257. Tremendous South Devon bred heifers (22m) from David Heath of Sherford, Kingsbridge reached 196ppk and £1233. Barren Cows rose to 153ppk given for a smart, young Devon X from Arthur Salter of Broadclyst with an exceptional British Blue barrener from Paul Hendy of Aveton Gifford rising to 148ppk and a Mammoth £1312. A grand Charolais cow from Robert & Janet Legg saw 135ppk (£1162) followed by Simmental cows from Charlie Gregory, St Columb at 136ppk (£1124) and Blonde D’Aquitaine’s from Michael Scott, Drewsteignton at a creditable 133ppk and £1035. South Devon cows fetched 131ppk for David Heath with pure Devon’s to 111ppk for Adrian Pike of Nymet Rowland. Dairy bred cows sold to a high of 115ppk and £1035 for the better of a fine run of Holstein Frisian’s, again from Paul Hendy.

WEST COUNTRY BEEF & LAMB In January 2014, Protected Geographical Indications (PGIs) for West Country Beef and West Country Lamb were formally announced by Defra. This means that beef and lamb from the region that meets the specific criteria as set out below, is eligible to carry the PGI logo and can be badged as West Country and promoted on the basis of their rearing environment.

 Born, reared and finished within the West Country Region comprising of the six counties of Cornwall, Devon, Dorset, Gloucestershire, Somerset and Wiltshire  Are no more than 12 months of age (Lamb Only)  Are from a Farm Assured holding (Information from your Farm Assurance assessment may be required to check the PGI eligibility of the farm)  During their lifetime have been fed on minimum 70% forage based diet and have received a suitable period of grazing, typically 2 months. (Supplements may have been fed at weaning and finishing stage and ingredients and purchasing records have been maintained).

Superb 39kg PRIME HOGGS Charollais sired lambs from Rob Thorn of Chagford peaked at £95 or a sale 56.20 176 50.71 167 25-31 93 topping 244ppk with Rob’s slightly heavier pen of 42kgs making £96.50 (-3.30) (-29) (-4.97) (-11) (230ppk). Top per head went to Tom Yandle of Mamhead with 49kgs at 77.50 206 68.24 186 32-39 93 £96.80 whilst all other heavies sold between £88 and £94. In contrast smart (+4.50) (+11) (+1.72) (+5) lighter lambs at 39-42kgs make the same per head, so please keep on top 87.00 201 80.26 187 40-45 354 of these lambs and sell at handyweights. Charles & Ben Mortimer of (-2.00) (-11) (-1.80) (-3) Powderham sold their two pens of classy 41.5kg lambs at £96 & £94 (231 90.00 186 82.80 170 46-52 532 & 227ppk) whilst Robert & Edward Mortimer of Kennford made £93 (-4.00) (-18) (-4.80) (-9) (224ppk) with the same weight. Two pens of first draw lambs weighing 88.00 165 82.17 150 53+ 77 41kgs from Ian Farley of Uffculme both made £94 (229ppk) as 40.5kg (-10.00) (-20) (-7.93) (-11) Dorsets from Arthur Salter of Broadclyst realised £90 (222ppk) and straight SHEEP 3 50 104 50 103 40kg lambs from Brembridge Farms of East Village, again being pure Dorset’s made £92.50 (231ppk). Ian Farley also exhibited a nice pen of 39kg lambs that claimed £91 (233ppk), Ian Pincombe of Kennerleigh’s sorts of the same weight made £89.50 (229ppk) and nice, fresh 36kg pure Dorset’s from Chris Hall of Poole made £82.80 (230ppk). SQQ is 5 pence better at 1149 PRIME HOGGS & 3 MATURE SHEEP 220ppk. 1149 prime hoggs were a more difficult trade, particularly for the heavier sorts. Top money went to Len Sharland of Tiverton with his usual smart Charollais sorts weighing 52kgs and making £90. Overweights sold to £88 for Sue Veysey of Cullompton and £87.20 for Chris Hayter of Haccombe as other 52kg+’s sold between £82 & £85. Medium weight hoggs (45-46kgs) sold to £87 for the best of a run from Paul West of Holbeton, £85.80 for Des Gillbard of Cruwys Morchard and £85.50 for the pick of a sizable entry from Micky Tylor of Helston. 40kg hoggs to £80.20 (201ppk) for James Baker of Exeter as 36kgs provided the top price per kilo of 206ppk when Sarah Chambers of East Allington sold her smart Blue Texel crosses for £74 and Brian Webber of Cullompton followed close behind at £73 (203ppk). Some fine runs of fed hoggs on offer but also many light weights lacking finish that hampered averages and pull the SQQ back a penny at 186ppk. Mature sheep a lack lustre trade selling at £50 for 48kg Dorset’s.

** Please note- After long discussions, dragging feet and empty promises between Industry leaders, Defra and the Food Standards Agency…. Defra have decided to make a U-turn on their decision made at the end of 2018 about ageing prime sheep by date, not dentition. The Livestock Auctioneers Association who were a key driver behind the proposed changes, were told by George Eustice, Lord Gardiner and Christine Middlemiss (Chief Veterinary Officer) that a change in the rules at this time (as we prepare to leave the EU) would “muddy the waters” and could impact on the UK’s future access to the EU market. This means WE WILL CONTINUE TO MOUTH SHEEP and sell those cutting mature teeth separately.**

No’s 536 CULL EWES & 27 RAMS Top Average Fwd 110.50 60.93 A much reduced entry of 563 cull sheep were of varying quality, but met a EWES 536 much improved trade for all forward. A pair of pure Texel ewes topped the (+5.50) (+4.82) 92.50 67.43 sale at £110.50 for John Robinson of Cruwys Morchard whilst the first lot RAMS 27 (-8.50) (+5.72) to be sold was a Texel cross ewe from Adcock & Wotton of Moretonhampstead that soared to £101.50. Pure Suffolk ewes sold to £100 for Gordon White of Coleford as Suffolk crosses sold to £99.50, £98.50 & £96.50 for J Crooke & Sons of Sandford, Tom Cleave of Broadhempston sold similar at £98.50 and Messrs Southwood had a trio at £97.50. Plenty of crossbred ewes in the late £80’s and early £90’s looking £5-£8 dearer on the week but the medium weight ewes saw the biggest lift with the best of these now in the £70’s, up £10 -£12 on the week, topped by Colin Hender of Modbury with Mules & Mashams at £73.50. Plenty of hill and small plain ewes forward looking £2-£5 up on the week but given the number of them averages don’t show the true lift in trade. Rams to £92.50 for a trio from Phillip Coaker of Postbridge and £90 for a pair of Charollais from Adcock & Wotton and others were £55 to £85 depending on weight, breed and condition.

Kivells Messaging 2019 - Important News

Over the last 12 months we have been in discussions with our insurers and other advisors and listened to you, our sellers and buyers. The number of lots and attendees at our sales have grown over the last few years and we recognise that we need to adapt to meet and build on this increased demand for our services from both existing customers and new clients. At the same time we also recognise that our on farm dispersal sales and the Saturday collectives are not just sales but useful social events. The opportunity to meet and socialise mixing business and pleasure is essential in an age when farmers and many in the wider agricultural community work in isolation and then continue to be alone on the internet.

Getting the balance right between traditional and established ways of working and providing a safer environment is challenging particularly in market sites and farms. Kivells, Sellers and Buyers - we all have responsibilities and we at Kivells recognise that some improvements could be made. We have trialled some of these at Holsworthy and some have been well received and others less so. We ask that you bear with us as we put in place these changes many of which are primarily for your safety and to ensure you have the right information. Our staff will remind you and guide you and we ask that you respect the fact that they do so for your benefit and the benefit of other attendees.

We have introduced new signage at our market sites and the messaging will be replicated at our on farm and other sales. In addition all our sale catalogues, to include Livestock Market sales, will include additional information for all attendees under a Notice to Purchasers heading. The Notice to Purchasers will act as useful reminders for our regular Sellers and Buyers and answer many of the frequently asked questions raised by new attendees.

To ensure that all attendees to our Livestock Market sales are made aware of our new Health & Safety message we will also be creating digital messages for our canteen displays etc. We will also include this messaging in our market reports.

In addition with this initiative we will be improving the information content on Kivells.com particularly under the Agriculture Heading. You will be able to easily find much of the information you will need regarding trading with Kivells and all sales to include Terms and Conditions and Sellers and Buyers Responsibilities. The intention here is to enable you to have and absorb this information ahead of any sale and help you to register, buy and sell with knowledge. Kivells Livestock sales are conducted under the 2017 Livestock Auctioneers Association Terms and Conditions and these will also be posted in all of our market offices.

As regards Machinery Sales Kivells currently operate under our own Terms and Conditions. However the Livestock Auctioneers Association has recently published its own version and we are currently reviewing our strategy in this regard. We will update you when a decision is made.

BPS and Countryside Stewardship - The knowns and the unknowns of the New Scheme World

The Kivells Professional team are always keeping up to date on what is happening with the Common Agricultural Policy going forward which can be quite a task! There are many items that we think we know, subject to a Brexit deal, however there are many other unknown aspects that will be forthcoming in future months and years. The Government has pledged to commit the same cash total in funds for farm support until the end of this parliament and funding is guaranteed for the full lifetime of any agreement signed by 31st December 2020 which is encouraging.

The Current Scheme World – Basic Payment Scheme We are aware that the 2019 Basic Payment Scheme will continue in a similar format with the 2020 Basic Payment Scheme application likely to follow suit. Going forward from 2021, it is expected that the Basic Payment Scheme will reduce in value up until 2027 when it will be removed completely from 2028 onwards. Throughout that time period between 2021 and 2027, BPS will be delinked from eligible land and therefore not paid on a per hectare basis. We are unaware when this will be and what this will mean for farmers, but we will of course keep you updated as soon as we know more.

The Current Scheme World – Agri Environment With regards to the current Countryside Stewardship Agreements, this year applications are available as in previous years but will be slightly simpler with regards to requesting an application pack online and not all supporting information will be required to be submitted with the application, but just made available for claims and inspection. This application window opened on 18th February with application packs needing to be requested by 31st May and full applications submitted by 31st July 2019. These agreements will have a start date of 1st January 2020 and can include capital items including water capital works if you are in the catchment sensitive farming area.

The New Scheme World – Environmental Land Management Scheme (ELMS) From 2020 there is likely to be simpler Countryside Stewardship Agreements which may mean that the current wildlife offers that are currently available will be the only options going forward. This is a simple scheme with an online application and it is not competitive. However this scheme does not currently benefit from any capital works in addition. Going forward from 2020 the simplified Countryside Stewardship is likely to be available up until 2024 and during this time, pilots will be carried out for the new ELMS (Environmental Land Management Scheme). Then from 2025 onwards there will be a role out of the ELMS and from 2028 it will be available to all farmers and will replace the current Countryside Stewardship and Basic Payment Scheme payments, where landowners and farmers will get paid for the delivery of environmental services and benefits. It is likely to be an online application process with applications made throughout the year so no single, annual start date. This transition from BPS/CS to ELMS can be explained further in the table below.
