Additionally, no press will be allowed into the meeting. THEME Youth, Innovation and the Development of Talent The 8th eLearning Africa Ministerial Round Table will consider the role ICTs (information and communication technologies) can play in boosting innovation, nurturing talent and encouraging leadership. The African Union has outlined its plan for Africa to become a ‘transformed continent’ by 2063 but already, as the pace of technological change quickens, many African economies are recording impressive annual growth rates. Investment is fl owing into many sectors, such as infrastructure, telecommunications, agriculture and health. However, in order to make the most of these opportunities investment in young people and their training and education is absolutely vital. Recent studies show that most university graduates from African universities do not have the skills necessary to compete in today’s markets. With rapid technological development transforming many industries beyond recognition, talent, adaptability and a spirit of innovation are now indispensable attributes for any modern workforce. By 2050, 60 per cent of the African population will be under the age of 25. This fact alone suggests that, if it invests in youth, innovation and the development of talent, Africa has an opportunity to leapfrog its competitors. Developing the skills of young people, so that they can not only fi nd employment in the future but also become job creators, is a central issue for African leaders. It is also essential for Africa’s rapidly growing private sector, which needs a highly talented workforce in order to compete on a global scale. One way of enabling young people to acquire the skills that will spur innovation and employability is by embracing the use of new technologies for training and development, for improved learning outcomes and for teacher training. The use of new technologies and the development of strategic public private partnerships have been shown to be effective in creating a culture of innovation and entrepreneurship in African countries. Much more remains to be done, however, and African governments working in partnership with the private sector can be the engine of real growth. On May 20th, 2015, Ministers of Education, ICT, Finance, Youth, and Industry will come together at the 8th eLearning Africa Ministerial Round Table to ask how Africa can use technology to ‘enrich tomorrow’, to discuss what governments should do to secure a future of sustainable prosperity, and to share best practice examples of collaboration with the private sector to leverage technology for education, training and skills development. 2 ↓ ↓ 8th Ministerial “Youth, Innovation and << Les jeunes, l’innovation et le Round Table the Development of Talent” développement des talents >> PROGRAMME OVERVIEW Wednesday, May 20th Thursday, May 21st Friday, May 22nd 09:30 – 11:00 Ministerial Round 09:30 – 11:00 eLearning Africa 09:30 – 11:00 eLearning Africa Table Opening Plenary Plenary Session Plenary Session Small Conference Hall 1 Nelson Mandela Hall Nelson Mandela Hall 11:00 – 11:45 Coffee Break + 11:00 – 12:00 Coffee Break 11:00 – 11:45 Coffee Break Exhibition Tour 11:45 – 13:15 MRT Presentations and 12:00 – 13:15 Ministers Meet Makers 11:45 – 13:30 eLearning Africa Discussion [Invitation Only] Sessions Small Conference Hall 1 Caucus Room 17 See eLearning Africa Catalogue 13:15 – 14:15 MRT Lunch 13:15 - 14:15 Lunch 13:00 – 14:15 Lunch Multipurpose Hall Multipurpose Hall / Lunch Marquee Lunch Marquee 14:15 – 15:45 MRT Presentations and 14:15 – 16:00 Ministers Meet Makers 14:15 – 16:00 eLearning Africa Discussion cont. PERSONAL IDENTIFICATION IN THE INFORMATION AGE: THE CASE OF THE NATIONAL IDENTITY CARD IN THE UK Paul Beynon-Davies, European Business Management School, University of Wales Swansea, Singleton Park, Swansea, UK, [email protected] Abstract The informatics infrastructure supporting the Information Society requires the aggregation of data about individuals in electronic records. Such data structures demand that individuals be uniquely identified and this is critical to the necessary processes of authentication, identification and enrolment associated with the use of e-Business, e-Government and potentially e-Democracy systems. It is also necessary to the representation of human interactions as data transactions supporting various forms of governance structure: hierarchies, markets and networks.

  • Elearning Africa: African Union Warns of Threat to Skills Revolution
Joint Press Release eLearning Africa: African Union Warns of Threat to Skills Revolution Addis Ababa, Ethiopia, 21st May 2015: African leaders are warning that the continent’s lofty dreams may not be realized without a determined focus on information and communication technology (ICT), skills development and innovation. Speaking during the opening session of the 10th edition of eLearning Africa conference, H.E. Mr. Erastus Mwencha, Deputy Chairperson of the African Union Commission, emphasized that the African Union’s dreams of catalyzing an education and skills revolution are not going to be easily realized, unless the current creative and innovative capacities are properly harnessed. “There is an abiding imperative for Africa to foster innovation and creative technologies as the basis for advancements in ICT and sustainable economic development. It is the duty of our governments, the private sector and all segments of our society, to participate actively in maximizing the use and application of ICTs to create competitive, knowledge economies, as well as economies of impetus. Such is the foundation of gainful capital in human resource development," Mr. Mwencha said. The Deputy Chair also made reference to the African Union’s Pan African University Program which demonstrates the practical efforts being undertaken by the Commission, to facilitate and implement Africa’s collective aspiration for meaningful development underpinned by rapid transformations in science, innovation, research and technology-driven education. “Such initiatives, firmly anchored on the Science, Technology and Innovation Strategy for Africa (STISA), represent hope and potential for the future generation of Africans. Under the STISA, the Commission will continue to pursue the elevation of Africa’s role in global research, technology development and transfer, innovation and knowledge production,” he said.
