Role of the School Sport Annual Report

The Annual Report is a public document required for school sport and Education accountability and improvement purposes.

This report provides Education Queensland, parents and members of the school community with information about school sport activities and performance over the past year. It highlights our strengths and identifies areas for development and improvement during 2014.

Darling Downs School Sport Profile

The Darling Downs School Sport Board is responsible for organising and monitoring a program that promotes the development of sporting skills and abilities, to a standard that will enable students to be selected in regional representative sporting teams capable of competing at a State level.

An extended program is available when teams are selected from the State Trials to compete at National Championships or Interstate Exchanges.

Membership of the Darling Downs School Sport Board is

• Chair nominated by the Regional Director Darling Downs South West

• Representatives - Primary (4) - Secondary (4) - Principal Advisor – CTL DDSW Region - Athletes with a Disability (1) - Community (2) - Regional Sports Officer - Independent Schools (1)

The School Sport Board's role is to:

• Monitor and guide school sport within the region. • Provide a forum which is representative of peak client groups • Oversee the financial management of the school sport operation • Manage critical incidents and grievance appeal procedures • Provide a skilled and professional workforce of teachers who are qualified for appointment as Regional Sports Officials. • Ensure implementation of Queensland School Sport Council policies and procedures • Develop policies and procedures for the operation of School Sport within the region • Provide direction and support to the Regional School Sport Officer in the implementation of School Sport across the region • Prepare an Annual Operation Plan and an Annual Report • Oversee the operation of the Primary and Secondary Management Committees

The continuation of representatives from the Non Government School Group has been positive with all stakeholders now having an opportunity at representation on the School Sport Board.

In 2013, Darling Downs School Sport Board consisted of nine (9) Primary Zones and three (3) Secondary Districts. State & Non-State Schools are involved in all zones and districts.

The Board acknowledges the commitment and dedication shown by Zone/District Committees throughout the year. All staff in the representative sport programs are volunteers. These dedicated individuals including Executives, Regional Delegates, Coaches, Managers, Convenors and Board Members, all donate considerable time and effort to give our students the best possible opportunity to gain selection in a quality representative program.

2013 has seen Darling Downs School Sport continue to develop and change based on the strong foundation developed in 1979 which continues to grow and offer opportunities for students across the whole region.

The past year has proved to be once again an extremely successful year for school sport with the success directly attributed to the personnel involved.

The region successfully hosted the following State & National Championships: • 10-12 Years Swimming at Chandler Convenor: Mike Vaughan • 15 Years AFL at Dalby Convenor: Steve Gillespie • 11 Years Rugby League at Stanthorpe Convenor: Mick Grew • 15 Years Basketball at Toowoomba Convenor: Ben McDonald • 11-19 Years Orienteering Convenor: Felicity Crosato • 12 Years Rugby Union at Goondiwindi Convenor: Stan McDonnell

The success of these events highlights the professionalism and dedication of the teachers involved in school sport.

Notable achievements include: • Winning Queensland School Sport State Championships - 10-12 Years Track & Field - 11-19 Years Orienteering • Winning Country Shield - 12 Years Rugby Union • 2nd in 12 Years Cross Country Percentage Shield, 19 Years Girls Football, 15 Years Boys Squash, 19 Years Girls Squash • 3rd in 12 Years Girls Rugby League, 12 Years Girls Touch Football, 19 Years Boys Football, 15 Years Girls Squash, 19 Years Boys Squash, 18 Years Girls Touch Football

• Continued development of Athletes with a Disability Sport - with increased numbers attending regional events - recognition of Jessica Street for the Sue Fleming Award

• One hundred & sixty-nine (169) teachers participated in Level 1 courses of Football, Sports First Aid, Athletics, Touch Football, Volleyball, Basketball, Golf, Royal Life Saving and Swimming. • Twenty-eight (28) teachers were appointed for the first time as a Darling Downs Team Official • Fifteen (15) teachers being selected as Queensland School Sport Officials • The awarding of the Queensland School Sport Regional Service Award to Mark Ryle • Awarding of Queensland Sport Specific Life Memberships to Stan McDonnell (Primary Rugby League), Peter Grant (Secondary Basketball), Janice Fitzsimmons (Primary Tennis) • The provision of $10 000.00 to teachers in development of coaching skills • Provision of administration and professional development resources grants to zones and districts to assist them to run their programmes • Successful billeting of students who attended state events hosted by the region. • Continued sharing of regional trials at various centres around the region. • Continued strong working relationships with local sporting associations, development officers & local councils. • Continued development of strong ties with local media outlets to promote school sport. • Having one hundred (100) students selected to represent Queensland at School Sport Australia Events • Very favourable audit for 2011-2012 • Strong links with community groups with increased sponsorship from the City Golf Club and continued commitment from Stonestreet Coaches and Tru Sports • Four (4) students represent Australia in the sports of Football, Hockey, Softball and Rugby Union • The introduction of these sports were very popular – 11-12 Years Orienteering, 16 Years Girls AFL and 12 Years Girls Rugby League • Awarding of Life Membership to Andrew Pierpoint and Mark Creedon

The region continues to grow with the direct success contributed to the outstanding support all school communities give to their school sport programme at the grass roots level.

ATHLETES WITH A DISABILITY

2013 saw Darling Downs continue to develop opportunities with students with disabilities.

- 390 students attended the Athletes with Disabilities Track & Field Carnival at The Glennie School

- 108 students attended the Athletes with Disabilities Swimming Carnival at The Glennie Aquatic Centre.

- 62 students attended the Regional Cross Country Championships.

- 4 swimmers competed at the Queensland Swimming Championships.

- 26 secondary and 7 primary students attended the Queensland Secondary School & Queensland Primary School State Track & Field Championships.

- 7 Secondary and 1 Primary student attended the Queensland School Sport Cross Country Championships

- Sporting Wheelies "Come & Try Day" was a successful day.

- The Bush Dance held at the Centenary Heights State High School again proved very popular with students and allowed the students to continue their social skills.

- Seven (7) students represented Queensland at School Sport Australia events.

Darling Downs School Sport Board appointed 69 primary & 116 secondary teachers and community personnel to coach & manager the respective teams.

The continuation of the non-state TRS levy saw an increase in the number of non-state team officials in both primary and secondary sports.

Twenty-eight (28) officials were first time appointees for Darling Downs School Sport Teams.

All appointed team officials attended workshops in Toowoomba, Warwick & Dalby covering their roles and responsibilities. Team Managers received all team payments through their school accounts to ensure they are accountable for all money received. The Darling Downs Official Handbooks/Forms and Procedures were placed on the Darling Downs website for officials to access.

In-service Activities were conducted as follows:-

FIRST AID 4 February Senior First Aid E-Learning (21 Participants) 5 February CPR E-Learning (33 Participants)

The Level 1 Coaching Development Courses were conducted on Wednesday 10 April for teachers from schools. The change of date due to the change of pupil free arrangements saw a decrease in numbers.

A total of 169 teachers attended.

A Level 2 Track & Field Coaching Course was held on April 27 & 28 and was attended by 22 teachers.

DISTRICT & ZONE TREASURERS PROCEDURES & KITS were updated throughout the year when the need arose.

A total of $ 10461.00 was provided to teachers and senior students as a subsidy to assist them access professional development.

Areas covered - Level 2 Track & Field, Bronze Medallion, Rugby League Coaching, Football Coaching, Darling Downs HPE Teachers Conference, Rugby League Play Safe Course, Athletics Coaching, CPR & First Aid Courses, Personal Fitness Trainer Course.

ACCOUNTABILITY REGIONAL CALENDARS Regional Calendars were distributed to all schools via e-mail in August and placed on the School Sport Website. This has been well received & is seen as a positive step towards all information being sent via internet and webpage. Distribution lists were updated and maintained on the website - www.ddschoolsport.eq.edu.au

REGIONAL MEETINGS Darling Downs School Sport Board, Management Committee meetings were held in February, July & October 2013. The Darling Downs School Sport Management Committee was well attended and gave delegates an opportunity to participate fully. Attendance: Month Disability Management Board February 8 35 11 July - 32 12 October - 34 7

Attendance at the meetings saw a decrease in Management Committees during the year. The start for the Management Committee will be at 1.30 p.m. for 2014. It must be emphasized that delegates are to ensure that they are available to attend the three (3) meetings a year when they take on the role. The venue of the City Golf Club for Darling Downs School Sport Management Committee and Darling Heights State School Function Room for Board meetings were very suitable.

FINANCIAL ACCOUNTABILITY All nine (9) primary zones and three (3) secondary districts financial accounts are contained in state school accounts where the treasurer is located. These accounts are now audited as part of the school's internal audit. The Darling Downs School Sport Board account was audited in February by the Darling Downs & South West internal auditors. A very favourable report was presented to the Board. The Sport Board account will be audited each February.

TRS & ADMIN SUPPORT Education Queensland has made available funds to provide the R.S.O. with 10 hours per week AAEP ($15 907.80) & TRS funds of $ 141 500.85 to provide teacher release to attend regional trials. This increase was due to increase in teachers wages and not an increase of allocated days. With the possible reduction in TRS & Admin support the following will be continued in 2014: $ 5.00 regional trial levy $ 2.50 per student (primary) non government TRS levy $ 2.90 per student (secondary) non government TRS levy

ADMINISTRATION SUPPORT The 10 hours from Education Queensland is supplemented by 22.5 hours per week by the Sport Board for administration assistance to administer the program. The Darling Downs School Sport Board - Sport Support Officer A03 - was shared 0.6 and 0.6 between Glenis Cundell and Annette Hodge - both permanent employees of Education Queensland attached to the Sports Board. This proved very successful and will be continued in 2014. Casual Administration Officer – Tracey Robin - has worked 10 hours per week in 2013 (term time). Her role of packing uniforms and general office duties has been beneficial to this Office.

TRS The provision of TRS is a concern with no extra allocation days and ever increasing demand. TRS was provided on a one to one basis for Education Queensland employees. The continuation of a non-government primary schools TRS levy has proved successful. All schools contributed $2.20 per student Years 1-7. Non-government secondary schools TRS levy increased in 2013 to $2.70 per student proved successful. There will be an increase in 2013 to $2.50 per student Years 1-7; $2.90 per student Years 8-12.

The continued support from community sporting groups, Western Downs, Toowoomba Regional Council, Goondiwindi Region, Office of Sport & Recreation and Media outlets have raised the profile of school sport. The junior sport section of the Toowoomba Chronicle raises the community awareness of school sport.

Evidence of accountability is supplied in a number of ways including:

• Regional Convenors and Team Managers must produce a written report immediately after their carnival. • Convenors and Districts report to Primary & Secondary Management Committees which meet 3 times per year. • Districts and the Region produce and distribute Minutes of Meetings to all schools • The Regional Sport Board produces minutes of meetings and an Annual Report.

ROLE OF CHIEF SELECTORS

The role of chief selector who had no responsibility of a district/zone team was continued in 2013 in both the primary and secondary sports. This role was covered by the respective Regional Coach.

At regional trials, the convenor & team coach will be covered for TRS in 2014 to ensure the trial & team selection process run smoothly. If the regional coach and convenor are the same person then the regional manager will be covered for TRS so that two (2) teachers are available to conduct the trial.

Safe & Supportive Environment

The continuation of the Curriculum Area Risk Assessment forms for all sports from district, regional, state and national events have caused a dramatic increase in the number of risk assessments carried out by team officials. These have been completed by the due date.

Risk Assessment and CARA forms were completed by the regional convenor, coach and manager. These were approved and archived by the Regional Sports Officer for all sports.

The Sport Board Policies covering hydration, student and teacher behaviour, student protection, selection, travel, uniform and billeting were distributed to all regional officials, zones and districts.

All team officials attended a team official workshop in February/March. All aspects of their position were explained at the workshop. The handbooks, forms, policies were placed on the Darling Downs School Sport Website which the team officials accessed.

All teams are provided with a first aid kit, sunscreen & large insulated water container. All first aid kits were updated by Queensland Ambulance Service in February/July.

All team members are required to purchase a Darling Downs hat and water bottle as part of their requirements.

All team officials were required to have senior first aid and CPR. First aid courses and $100.00 per teacher were provided to ensure all officials were accredited.

External Senior First Aid officials attended all state/national championships hosted by the region as well as regional trials in australian football league, cross country, rugby league, rugby union, soccer, track & field and school knock out competitions.

Injuries reported on Education Queensland Accident Report Forms.

Secondary 14 Primary 4

Most injuries were soft tissue, rolled ankles and strains.

Code of Conduct was given to all students & teachers selected to represent the teachers and parents were made aware of their child's obligation.

The Board has a panel system in place to handle any grievances. The panel follows Education Queensland grievances procedures.

The Board continued the development of the process for selection panels to use when selecting team officials. This process was continued in 2013 and all reports have been favourable with the outcomes achieved in the selection process.

In 2014 – the region will host the following state/national championships:-

STATE 18 Years Rugby Union May 1 – 4 Toowoomba 12 Years Rugby League June 26 – July 2 Goondiwindi 13-19 Years Cross Country July 20 & 21 Toowoomba 19 Years Boys Softball July 25 – 27 Toowoomba 12 Years Girls Rugby League September 20 – 22 Warwick NATIONAL 13-19 Years Golf August 24 – 30 Toowoomba 12 Years Softball November 9 – 14 Toowoomba

• Planning is well underway for all of these championships. Regional trials will be held in Gatton, Pittsworth, Goondiwindi, Stanthorpe, Toowoomba, Dalby & Warwick in 2014 with Secondary Sport using three (3) cluster days for regional trials on 18 February, 20 March & 31 March. • Continuing the subsidised coaching accreditation program. • Continuing the allocation of funds/districts for local professional development total of $15000 in 2014. • Continuing development of School Sport website. • Continuation of new Risk Assessment Procedures for all regional trials. • Increasing the number of teachers from the non-state sector appointed as Regional Officials. • Increase the number of female teachers as regional officials. • Increasing regular participation of disabled athletes. • Expanding co-operation with local sporting bodies. • The continuation of the regional trial levy of $5.00 per student. • The continuation of a non government school TRS levy to ensure all schools contribute to assist with replacement of their teachers. • Working with Education Queensland, Darling Downs South West Education Region and Queensland School Sport under the new governance structures of Queensland School Sport to ensure all students have the opportunities to participate in school sport. • Planning for providing access to the programme to 12 year old students when Year 7 enter high school in 2015. • Providing a memorable experience for students as we celebrate 35 years as a region.
