MINUTES OF THE PARISH COUNCIL MEETING HELD WEDNESDAY 8TH JUNE 2016 7.30pm IN THE VILLAGE HALL, TALBOTS END CROMHALL

PRESENT: Cllr K White (KW), Cllr R Hobbs (RH), Cllr D White (DW), Cllr S Aston, In attendance: Ward Councillor John O’Neill (JO’N)and Mrs D Dunning (Clerk)

NO. 1. APOLOGIES: These were received and accepted from Cllr M Line (ML) and received from Cllr A Gent (AG)

NO. 2. DECLARATIONS OF INTEREST: in any items on agenda: There were no declarations of interest

NO. 3. ADOPTION of the MINUTES: Minutes of the meeting on 11th May 2016 were accepted as a correct record of the meeting and signed by the Chair.

NO. 4. PUBLIC PARTICIPATION:

PRESENT: 2 Members Public Matters raised. Parking and noise issues at The Royal Oak. As there were no further items public participation was closed.

NO. 5 PLANNING APPLICATIONS: The following applications were considered: 5a PT16/2919/F Erection of two storey side extension to form additional living accommodation. 6 The Burltons Cromhall Wotton Under Edge GL12 8BH Concerns raised about size of proposed extension and whether this is one of the affordable homes. Action: Clerk to check parish files and KW to provide comments for submission.

No. 6. AGENDA ITEMS 6a. Consider proposed actions - Playground Safety report Meeting agreed to contact Merlin Housing, village shop and HIghways to raise safety concerns for users of the play area. Action: Contact Merlin Housing and village shop. JO’N to contact Highways Decide and Assess team.

6b. To agree content of Councillors’ information page and consider proposed Website cost Meeting approved photos and personal statement for each councillor. Contact details are via the Clerk. Action: councillors to provide digital photo and statement.

6c. Fairground site condition The Parish Council is working with South Gloucestershire Council in trying to resolve the planning enforcement issues on the showman’s site

6d. Village plan preparation Meeting agreed to re-visit layout of this document to ensure it is an informative document and meets accessibility rules. Action: Clerk to liaise with KW

6e. Review councillor attendance Meeting agreed KW to contact Cllr Gent.

NO. 7. CORRESPONDENCE 7a Parking issues for residents near Royal Oak Meeting noted comments and agreed to look into the issue.

7a i. Decking on Common – Royal Oak Email request received to erect decking. In light of limited information, the Parish Council did not agree to the request and will contact owner.

7b. Booking for Playing Fields Two booking requests received; Annual church fete on 2nd July and Cromhall flower show on 3rd September. Bookings approved. Council approved update of booking form and issue of email confirmation to include note that vehicular access is only permissible for set up/take down. Action: Clerk to action.

7c. Transparency fund outcome Cromhall Parish Council has been awarded £775.

7d. EU Referendum Partners Guide Noted

7e. Approve new national pay scales Noted and approved.

NO. 8 REPORTS 8a To RECEIVE pre-submitted reports from Councillors None

8b To RECEIVE Report from District Councillor Locality planning applications include - 106 houses at Newton Oils site, outline planning for 64 by school and land opposite the village hall has been sold for development. 115 houses at currently on hold - issues with motorway junction. Concept proposal for garden village and 3000 homes at Buckover (60% Falfield/40% Thornbury) has been revealed. Concerns were expressed around the impact on local road network.

JO’N updated councillors on the devolution deal proposed between the Government and the four local authorities in the West of England. South Gloucestershire will decide on 29 June.

8c Report from the Clerk Advert for councillor vacancy is on website, notice boards and in shop. End of year accounts have been submitted to Grant Thornton and appropriate documents posted to new finance page on PC website.

8d To RECEIVE report on Townwell play area Repairs undertaken to sign on gate. Other areas - Bees at Heathend, Cllr Hobbs has checked twice and bees appear to have moved on. Concerns raised over parish wide grass cutting, Clerk to contact contractor. Dumped green waste has appeared on the verge on the main road by The Green junction. Damaged bench on playing fields has been moved for safety, clerk to contact school. War memorial has been cleaned.
