NEW PROJECT

PEACEFUL VALLEY COMBINED SEWER OVERFLOW (CSO) 25 PROJECT

Construction on phase 1 of CSO 25 starts Monday, May 7. The following streets will be closed;

• Cedar Street from Main to Water Avenue • Water Avenue from Cedar to Ash Street

This project will be completed in two phases. The project will result in new water, sanitary and storm sewer infrastructure. In addition, stormwater swales will be installed.

This project is funded with state funds.

COMBINED SEWER OVERFLOW (CSO) CONSTRUCTION

ADAMS STREET COMBINED SEWER OVERFLOW (CSO) 24 PROJECT

Here’s how this work affects traffic and parking in the area:

• Adams St. between First and Sprague Ave. is reduced to one lane for KHQ access only. • First Ave. from Cedar to Jefferson St. will be closed starting Monday, May 14. A detour will be provided for east bound traffic on Riverside Ave. Local access only will be permitted within the closure location. • Sprague Ave. is closed to all westbound traffic from Jefferson to Cedar St. Eastbound traffic is permitted on Sprague Ave from Adams to Jefferson (within the restricted area similar to Phase 1) for local residents and KHQ employees only. • Riverside Ave. has reopened to two-way traffic. • Expect increased truck traffic in the area as crews are beginning tank backfill activities.

This project will construct a 2.4 million gallon Combined Sewer Overflow Tank (CSO) tank and the necessary piping for our Cleaner River Faster Program.

The $16.3 million project is funded with City Utility funds.

CEDAR STREET COMBINED SEWER OVERFLOW (CSO) 23 CONTROL FACILITY PROJECT

• Cedar Street is closed south of Bridge Lane to Summit Pkwy.

This project is part of the City’s efforts to get to a Cleaner River Faster. This project will construct a 38,000 gallon storage tank and a 13,000 gallon storage tank.

This is a $1.5 million project.

COCHRAN STREET COMBINED SEWER OVERFLOW (CSO) 14/15 PROJECT

• Cochran Street is closed from Sharp to Mallon Avenue. Boone and Broadway Avenue will remain open.

This project is part of the City’s efforts to get to a Cleaner River Faster.

This is a $3.4 million project funded with state funds.

I-07C & CSO 34-1 CONTROL FACILITIES

• Work continues on the East Riverside CSO tanks. Riverside Avenue remains closed between Lee Street Access to local businesses and residences should remain intact during this period.

I-07c work is to construct a 200,000 gallon Combined Sewer Overflow Tank and CSO 34- 1 work is to construct a 1.5 million gallon CSO tank. These projects are part of the “It’s all about the River” program to keep our greatest asset, our river, clean.

I-07c is a $2.8 million project and CSO 34-1 is a $13 million project.

LIBERTY PARK, COMBINED SEWER OVERFLOW TANK 33-1

• Work continues with traffic impacts on 5th Avenue from Arthur to Perry and Denver and Celesta for work on the CSO tank. This work is to construct a 2 million gallon Combined Sewer Overflow Tank that is part of the “It’s all about the River” program to keep our greatest asset, our river, clean.

This is a $9.5 million project.

SPOKANE FALLS BOULEVARD COMBINED SEWER OVERFLOW TANK (CSO 26) PROJECT

• Construction proceeds on the 2.2 million-gallon CSO tank by the Downtown Library.

o Spokane Falls Boulevard from Lincoln to Monroe will be closed to traffic. o Traffic on Lincoln Street from Spokane Falls Boulevard to Main is directed southbound; drivers are required to go east or west at Main. Lincoln is the detour for traffic coming from the River Park Square garage and Spokane Falls through at least mid-2018. o Access to the Lincoln Street entrance to the River Park Square parking garage is open.

Crews continue to build the walls for the CSO tank. On the east end of the jobsite, near city hall, crews will intermittently stop traffic to allow concrete trucks in and out of the jobsite, as well as the west side of the jobsite on pour days. From Monday, May 7 to Thursday, May 10 there will be increased truck traffic as crews deliver precast planks. The next pour day is scheduled for Friday, May 11.

The project is part of the City’s efforts to get to a Cleaner River Faster. The tank will include a new public plaza with views of the lower falls of the Spokane River.

The $20 million project is being paid for with City Utility funds.

TJ MEENACH COMBINED SEWER OVERFLOW TANK, CSO I-03

• Construction on this CSO tank, located to the east of TJ Meenach Drive, below Northwest Boulevard, continues. Grace Avenue from Alberta to Cochran Street remains closed.

This project will construct a 1.4 million gallon Combined Sewer Overflow Tank (CSO) tank and the necessary piping for our Cleaner River Faster Program.

This is an $8 million project. EVENTS

• Lilac Bloomsday Run

Bloomsday is Sunday, May 6, the race day map can be found here. Drivers are asked to slow down and be aware of extra pedestrians in the downtown area all weekend long.

Friday and Saturday

In an effort to make the trek to Bloomsday Check-In less stressful, and to reduce traffic on Spokane Falls Boulevard, Bloomsday will be providing a Durham School Services shuttle bus service from the Spokane Arena to the Convention Center. The shuttle will run from one hour before Check-In opens until one hour after it closes on both Friday and Saturday. Riders should look for the yellow buses. There's no charge for the shuttle, but parking at the Arena is $6.00. Parking is also available at downtown lots and meters all weekend.

Sunday

On Bloomsday morning, parking is available at the Arena and dozens of lots downtown. Organizers urge those driving to carpool to reduce congestion. In addition, the STA will be facilitating travel to and from downtown with their popular Bloomsday shuttle, which operates from four satellite locations; the Northtown Mall, Spokane , Ferris High School, and Cheney/EWU. Drop off and pickup for the shuttle will be on 1st Avenue between Post and Stevens. Those who didn't sign up for an STA Bloomsday Pass during online registration can purchase one at Spokane Transit Authority booth at the Bloomsday Trade Show or at the STA Plaza. The STA Bloomsday Pass costs $1.75 and is good all Sunday on the entire STA bus system.

For those not participating, travel through downtown on Sunday morning will be available on Ash, Maple, Division/Browne and Hamilton, which remain open all day on Bloomsday. Streets near the start (downtown Spokane) and finish (Monroe Street Bridge) are closed beginning at 5:00 a.m. and reopen about 2:00 p.m. Other streets on the Bloomsday course begin closing at 7:30 a.m. and reopen after the final walkers pass. This will be as early as 11:00 a.m. for Riverside west of Monroe, and as late as 2:00 p.m. for Broadway west of Monroe.

Regular bus riders (not Bloomsday shuttle riders) should note that the STA Plaza will be closed to bus traffic on Bloomsday morning. All downtown routes will detour and use an alternate boarding and alighting area. Additional information is on the STA website: https://www.spokanetransit.com/about-sta/bloomsday-2018. NON-CITY OBSTRUCTIONS

• A lane of East Trent will be closed between Havana and Julia Street from 4/27/18- 5/4/18. • Portions of the sidewalk at Main Avenue and Post Street will be closed until 5/4/18. • On 5/4/2018 the 2nd Avenue alley will be closed along with the east lane of Lincoln Street. • There will be an intermittent closure at the corner of Lidgerwood Street and Lyons Avenue from 5/2/18 to 5/7/18. • 1st Avenue between Madison and Monroe will have lane restrictions and closed meter spots from 5/7/18-5/9/18. • On 5/8/18 crews will be working on the Greene/Market BNSF overpass. Traffic will be reduced to one lane in each direction. In addition, there will be a complete closure lasting approximately 30 minutes. Flaggers will be in place to help facilitate this work. • The two northern travel lanes of Main Avenue between Wall and Stevens Street will be closed until 5/11/18 during the hours of 7 a.m. – 3 p.m. • The Northwestern corner of Main and Howard will remain closed until 5/19/18. • A westbound lane of Trent Avenue will be closed near Waterworks from 4/30/18- 5/30/18. • The alley west of Howard between Spokane Falls and Main will be closed for work on the M until 5/31/2018. • The southside of Riverside Avenue will be closed between Lincoln and Post Street until 6/9/18. • Mallon Avenue between Lincoln and Post will remain closed until 6/22/18. • There will be obstruction at the northwest corner of 17th Ave and Mt Vernon until 12/13/18. • The north side of Spokane Falls Boulevard at Post will be closed until 5/30/19.

PEDESTRIAN AND BIKEWAYS

ADA CURB RAMPS

• Crews continue to work in multiple neighborhoods as part of the ADA curb ramp project. Next week, crews will be working in the following areas; o Wabash o Samson o Everett o Cortland Avenue and Milton Street o Gordon Avenue and Milton Street o Glass Avenue and Milton Street

UNIVERSITY DISTRICT PEDESTRIAN BRIDGE • Martin Luther King Jr. Way is closed from Pine to Sherman Street. Riverside Avenue between Sheridan and Grant Street remains closed to through traffic. Local access to businesses on this unimproved section of Riverside is being maintained by the contractor.

This is a $9.5 million project.

RIVERFRONT PARK CONSTRUCTION

• North Bank: Fencing surrounds the Promenade of the North Bank, closing the Howard Street pedestrian bridges (including the blue bridge). Detour routes through the park take visitors either across the suspension bridges or the Street Bridge. Parking Lot 2 will close for construction approximately April 30. The detour of the Centennial Trail will take visitors across Cataldo St. to travel between the Flour Mill and the Washington Street Bridge. Construction on the North Promenade is anticipated to be complete in fall 2018. An updated map is coming soon. • Pavilion: Fencing is expanded around the Pavilion site. It is anticipated to be in place through summer 2019. • Looff Carrousel: Fencing around the Looff Carrousel and Rotary Fountain sites are anticipated to be removed around Friday, May 4. The Carrousel, Howard Street Bridge South, and south entry gateway will open Saturday, May 12 at 1 p.m. with a celebration. • The website for redevelopment is www.riverfrontparknow.com.

STREET DEPARTMENT PROJECTS

POTHOLE CREWS • City crews continue to fill potholes. If you see a pothole, report it by calling 3-1-1. Potholes can also be reported online through your MySpokane account. Crews focus on the largest holes on the busiest streets first. Include as much information as possible on the location and size of the pothole.

STREET SWEEPING

• Crews are working on the Junior Lilac Parade route throughout the week. • Residential Crews o Northwest: Continuing Rt. 3, Monroe to Ash, Wellesley to Francis. o Northeast: Staring Rt. 25, Wellesley to Empire, Nevada to Division th o South: Continuing Rt. 52, Water to 6 , Eagle Ridge to Monroe

WELLESLEY AVENUE FROM DIVISION TO NEVADA STREET

• The Street Department is working on a grind and overlay project on Wellesley Avenue. The eastbound curb lane between Division and Nevada Street is closed. ADDITIONAL WORK • Patching on the Junior Lilac Parade route. • Grading alleys for refuse in the Northwest Spokane. o Monday: Fairview/Cleveland, W. 1900 and 21-2300. Knox/Shannon, W. 900. o Tuesday: Sharp/Boone, W. 25-2600, College/Bridge, W. 25-2600 and Boone/Gardner, W. 23-2400. o Wednesday: Boone/Gardner, W. 17-1800, Gardner/Dean, W. 17-1800 and Boone/Gardner, W. 1400. o Thursday: Mallon/Broadway W. 21-2200, Brodway/College, W. 2200 and Sinto/Sharp, W. 19-2200.

STREET PROJECTS

MARTIN LUTHER KING JR. WAY/RIVERSIDE DRIVE PHASE 2B

• Trent Avenue is closed from Hamilton to Napa Street. Access to businesses and the Iron Bridge Campus will be maintained.

This project constructs a new road from Erie to Perry Street including a new roundabout at Trent Avenue and Perry Street.

The $2.5 million dollar project is funded with local, state and federal funds.

MAXWELL/MISSION AVENUE LANE REDUCTION

• Maxwell Avenue is reduced to one lane in each direction from Washington to Monroe Street and Cedar Street to Adams Street.

This project includes restriping of Maxwell/Mission Streets between Maple and Washington Street from four lanes to three lanes. There will be one lane in each direction, a two way left turn lane, bike lanes and where space permits, on-street parking. Curb bump outs are being added at Cedar, Adams and Jefferson Street. On street parking will be removed between approximately Madison and Washington Street.

This is a $320,000 project funded with federal funds.

MISSION AVENUE FROM DIVISION TO HAMILTON

• A project to improve the pavement on Mission Avenue between Division and Hamilton Street is underway. The eastbound lanes have been closed, and eastbound traffic is detoured to Indiana Avenue.

This $1.1 million project is paid for with federal and local dollars.

NORTH MONROE CORRIDOR PROJECT • Work on this project has started! o Monroe Street is closed north of Montgomery to Chelan Avenue for construction. Monroe Street from Indiana Avenue/Northwest Boulevard to Montgomery Avenue remains OPEN! o Monroe Street is closed north of Euclid to Kiernan Avenue for construction. Monroe Street from Euclid to Grace Avenue remains OPEN! o Both Cora and York Avenue are open to cross traffic!

The Monroe project is approximately 16 blocks long and will be completed in four block segments. The segments not under construction will be open to local traffic. There will be two contractors working on this project each will be working on a four block segment so there will be a total of 8 blocks under construction at a time separated by 4 blocks open to traffic.

This project includes: new pavement, lane reconfiguration from five to three lanes, wider sidewalks, bump-outs, installation of High Performance Transit elements, upgraded street lighting, new pedestrian lighting and stormwater management.

The $6.5 million project is funded with federal, state and local funds.

WASHINGTON STATE DEPARTMENT OF TRANSPORTATION PROJECTS

DIVISION, BROWNE AND RUBY STREET RESURFACING

• WSDOT is resurfacing Division, Browne and Ruby Street from I-90 to Euclid Avenue. Drivers should be alert for possible daytime curb lane restrictions north of the Spokane River for ADA work. During evening and overnight hours (10 p.m. to 6 a.m.), drivers should expect multiple lane closures south of the Spokane River. Possible work on Saturday evening.
